No comments from the public were received. Abby Pascoe with Verizon Cellular provided the board with an update on the county's current cellular phone plan and ways to possibly cut costs. Motion by Thomen, seconded by Neumann to approve the adjustment of the Adams County cellular plan to reflect 3300 anytime minutes resulting a $60.00 per month savings. Nays: None Dan Schwartzkopf with Krull Agency, presented the Board with the employee insurance renewal with Mid- American Benefits for the 2016/2017 plan year. Schwartzkopf has reviewed the policy and informed the board everything has remained the same from the previous year. Schwartzkopf requested Chairman Orthmann's signature. Motion by Thomsen, seconded by Weeks to approve Chairman Orthmann signing the employee insurance renewal with Mid-American Benefits. Adams County Planning and Zoning Director,Judy Mignery stated she had not been given a copy to review. Adams County Roads Superintendent, Dawn Miller stated she felt there were errors on the Lyman-Richey Subdivision and would like an opportunity to review them before the Adams County Board of Supervisors takes action. Adams County Deputy Attorney, David Bergin, presented the Board with a revision to the Adams County Employee Handbook as suggested by the Adams County Personnel Committee. 215 Page ADAMS COUNTY BOARD OF SUPERVISORS RESOLUTION NUMBER BE IT RESOLVED, this 16th day of August,2016,the Adams County Board of Supervisors hereby makes the following changes to the ADAMS COUNTY EMPLOYEE HANDBOOK which became effective January 1, 2012: On page 8 of the Handbook, the section entitled"PERFORMANCE EVALUATIONS", paragraph 3 shall be repealed and reenacted to read as follows: "The results of this review will be used to determine salary recommendations and to support subsequent recommendations,if any, for promotion. The evaluation will become an official part of the employee's personnel record. If an employee's immediate supervisor determines that an employee shall not receive any annual wage increase, the employee's immediate supervisor shall document in writing all reasons for the denial of the annual wage increase and place such documentation in the employee's personnel record." Nays: None Adams County Treasurer, Melanie Curry, presented the Board with a motor vehicle exemption request from the Nebraska First Jurisdiction Church of God in Christ. Curry has reviewed the application and stated the organization meets the requirements for exemption and is requesting Board approval. Russell provided they Board with §77-1233.04 outlining the guidelines stating"The county board of equalization shall have no authority to waive or reduce any penalty which was correctly imposed and calculated". Because Garmin USA,Inc.did not file in a timely fashion,our office believed the penalty to be cottectiy calculated for the items that we had knowledge of.
