A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann was presiding.

Motion by Weeks,seconded by Stromer that this is an open public meeting of the Adams County Board of Supervisors.

Orthmann stated that minutes from the September 6, 2016 meeting have been circulated and will stand approved
unless there is a correction.

available to the board members and was kept continuously current and posted in the County Clerk's office,the main

Chairman Orthmann opened the meeting for comments from the public.
Adams Count Highway Superintendent, Dawn Miller, spoke during public comment to remind the board of the
information floodplain meeting to be held tonight at the Hastings City Auditorium.
Adams County Highway Superintendent, Dawn Miller, presented the Board with the Road and Bridge Contract Report
for the 2015/2016 fiscal year. Miller requested the Board review and approve the chairman's signature on forms one
and six of the report.
Motion by Neumann,seconded by Curtis to approve the signing of forms one and six of the 2015/2016 Road and Bridge

Adams County Budget preparers Dawn Miller and Judy Mignery presented the Board with Resolution 2016-09-20.01 for
the adoption and appropriates of the 2016/2017 Adams County Budget. Miller requested the Board review and approve
the resolution.

2016.2011 BUDGET ADOPTION AND APPROPRIATIONS
WHEREAS,a proposed County Budget for the Fiscal Year July 1,2016,to June 30,2017,prepared by
the Budget Making Authority,was transmitted to the County Board in Public Hearing procedures on
the 6'^day of September,2016,and
WHEREAS,per the Public Hearing on said presented budget,the County Board reviewed the published
budget request,and after further discussion directed the Budget Making Authority to notify each
official/department to reduce their respective budget request by 1%,and also decided to reduce the
Necessary Reserve from$750,000 to$500,000,in order to reduce the overall Tax Rate for 2016,and
WHEREAS,after all reductions were taken as noted above,the Budget Making Authority,then
presented the changes to the County Board on September 20,2016.
NOW,THEREFORE,BE IT RESOLVED,by the Board of Supervisors of Adams County,Nebraska as
follows:
SECTION 1. That the budget for the Fiscal Year of July 1,2016,to June 30,2017,as categorically
evidenced by the budget Document be,and the sane hereby is,adopted as the Budget for ADAMS
COUNTY for said fiscal year.
SECTION 2. That the offices,departments,activates and institutions herein named are hereby
authorized to expend the amounts herein appropriated to them during the fiscal year beginning July 1,
2016,and ending lune 30,2017.
SECTION 3. That the income necessary to finance tie appropriations made and expenditures
authorized strap be provided out of the unencumbered cash balance In each fund,revenues other than
taxation to be collected during the fiscal year in each fund,and tax levy requirements for each fund.

Prairie Lakeview Subdivision. Mignery read the Administrator's Comments into record:
Administrator's Comments: This is a proposed one(1) Lot Subdivision in the SE % of Section
31-T7N-R1 OW. Orville purchased a residence and placed it on the quarter in December,2015.
He would like to subdivide an area of approximately 3 acres around the house. There is a
question as to whether the road(Osage) is open or closed in this area.The road was closed by the
Adams County Board of Supervisors by Resolution on August 16,2016. The land reverted to
the adjoining landowners 33' of each side of the 'A section line. An Easement Agreement with
Gary Shay for access to property in the NE 'A was filed by document 20162140 in the Register of
Deeds Office on June 30,2016. Double D Ranch Subdivision also exists in this quarter,it is
south of this proposed subdivision. A septic system was installed per DEQ Title 124
Requirements.

Thomas also presented the indirect cost reimbursement report received by Sequoia Group for child support
enforcement cost.Thomas requested the Board review and approve the report so that she may submit it to the

Supervisor Thomsen informed the Board of several instances reported by the Adams County Maintenance Department
regarding weddings taking place after regular courthouse hours.Thomsen stated that wedding parties have left messes
in upstairs bathrooms,as well as having multiple wedding guests left unsupervised while in the building.
Thomsen also stated that many officials he has spoken to are uncomfortable with wedding participates not being
screened by security.Thomsen suggested weddings guests pay to reserve the ACOB assembly room.
Adams County Clerk Magistrate,Tom Hawes was present and spoke as he performs these ceremonies. Hawes stated
that he has never had an issue with these weddings until now and sees no reason to relocate the ceremonies.
Supervisor Curtis stated that he feels a compromise can be made and would like to defer any action on this matter until
conversations can take place.
