Adams County Highway Superintendent, Dawn Miller, addressed the Board during Public Comment to recap some of the information shared during the informational floodplain meeting held at the city auditorium. Miller provided the Board handouts from the meeting. No additional public comments were made. Charles McGraw with RYDE Transportation approached the Board regarding a 2006 van owned by Adams County and leased to RYDE Transportation.The van needs repairs to the parking brake in excess of$6000.00. McGraw explained the process of either repairing of replacing the van as monies for repairs must be approved by the state. McGraw recommended moving the bus to surplus and possibly budgeting for a replacement next fiscal year. Motion by Curtis,seconded by Hogan to declare the 2006 van as surplus. Nays: None Absent: Neumann Regular session resumed at 10:07 a.m. Adams County Planning and Zoning Director,Judy Mignery, presented the Board with plans for the Beeson Subdivision and read the following into the record: -ZoningAdministrator's-Gommems;--=fhe-applicant-would-like-to-subdivide-1;4F-acresin-the- SW 1/4 Section 23,T7N,R9W. The proposed subdivision has an existing building on the parcel and is served by City sewer and water. According to the Zoning regulations a subdivision may be 10,000 square feet if served by municipal sewer and water. The parcel does not fall with in the boundaries of the 100 year flood plain. Beeson Subdivision was created in 2014,containing 1.20 acres. The Applicant is proposing to vacate Beeson Subdivision concurrently with the approval of the plat of Beeson Second Subdivision. Access to Lot 2 of the proposed subdivision will be off of Alpha Drive. All requirements of the existing County and Village Subdivision Regulations and the Zoning Regulations have been met. RESOLUTION No. VACATE THE SUBDIVISION KNOWN AS: BEESON SUBDIVISION A Resolution of the Adams County Board of Supervisors,Adams County,Nebraska,vacating Beeson Subdivision and providing for the filing of the same with the Register ot'Deeds;proving an effective date of this Resolution;and repealing any Resolution or other provisions in conflict herewith. It is hereby resolved that the Chairman and members of the Adams County Board of Supervisors of Adams County,Nebraska: Section I. Your continued efforts are greatly appreciated and assist NPERS in providing better service to you and your employees. One area where we have a concern is when employees work in multiple counties. It would be helpful if we had data identifying these individuals. NACO has offered to work with NPERS to provide a quarterly data extract created by MIPS for those counties using the MIPS payroll system. We are writing to request that County plan employers authorize NACO/MIPS to provide NPERS with a list of county employees that includes, at a minimum: 1. The employee's name; 2. The employee's Social Security Number(SSN); 3. The name of each county in which the employee provides compensated service (a.k.a. works); 4. The name of each department, division, section, office, or other such subgroup of a county in which the employee works;. 5. The date the employee began working for each department, division, section, office, or other such subgroup of the county(a.k.a. "hire date"); and 6. The name and accounting identifier for the source of funds used to pay the employee for the work performed for each department, division, section, office, or other such subgroup of the county. We are requesting that this data be compiled by NACO from the information obtained by MIPS and reported to NPERS in a Microsoft Excel format. The data will be used for a variety of purposes, including, but not limited to: 1. Verifying each employee's eligibility for membership in the Retirement System for Nebraska Counties (County Plan); 2. Verifying that each employee has terminated employment with all counties covered by the County Plan prior to receiving a distribution; 4. Reporting information related to the County Plan;and 5. County Date Signature of County Official Printed Name of County Official Mark Evans with the City of Hastings Planning Department presented the Board with plans for the Bruntz Subdivision. The Bruntz Subdivsion was originally presented during the August 16th Adams County Supervisors meeting, however no action was taken as the Adams County Planning and Zoning Departments needed an opportunity to review the request. Evans stated that Adams County Planning and Zoning Director,Judy Mignery has reviewed the documents with the only comments being that the area in question was in the fly zone around the airport and no structure over 140'would be allowed. PC Staff Report Prelim and Final Plat—Bruntz The applicant is requesting approval of the Preliminary and Final Plat of Bruntz Subdivision,a one-lot subdivision containing 2.00 acres located in the two-mile ETJ. The west and north property lines of this tract border the ETJ line. The parcel is on the east side of North Highland Road one-half mile north of West Lochland Road. (see Exhibit'A`). The land is currently part of a pivot corner.(see Exhibit B') The property will be developed as a rural house site. The plat document combines the Preliminary Plat and Final Plat as one submittal.
