Supervisor Curtis took this time to encourage Hastings residence to vote on the Hastings City Block Project even though at this time it appears the project may not move forward.Curtis encouraged people to vote so that the city had a clear picture of the amount of support for future similar projects. Chairman Orthmann also took this time to state that the Heartland Pet Connection has an abundance of cats ready for adoption. Public Comments Closed Carissa Uhrmacher with the South Central Partnership Regional Consortium, presented the Board with a Memorandum of Understanding regarding juvenile services. Motion by Neumann, seconded by Curtis to approve the signing of the MOU by Chairman Orthmann. N... olis,Fillmore,e,Phelps, Kearney, " kiln,and Barlett to continue this arrangement for the funding requested for 2017-201 S. On October 31,2001,the original four counties(Adams,Clay,Nuekolls,and Webster)agreed t Clay County should be the lead county in this funding effort to vvork with juveniles from ages 12-ih who are already in the juvenile justice system. Assessments were made in 42 focus groups to develop the "e CAN Juvenile Services Man during 1• 0 . The present Comprehensive County Juvenile Services Plan has been updated with input from the Juvenile Justice institute,as well as representatives from each of the nine counties for 2600-011. Ail nine counties are participatingin the 2015-2015 plan. Sharon l wane,Clay County Treasurer,serves as the fiscal agent. As such, she will handle all financial transactions including income anti expenses. Carissa Uhrmacher, Project Director,writes application,report,and making contact with County Boards in each of the nine counties,and Jennifer Lewis will serve as s Project Admksistrator.The projett administrator also facilitates all program requests for fundft from total non-profits,businesses,and individuals working it r juveniles in the nine county region. Hawes stated that he disagreed with the $25.00 fee to be charged for the use of the facility. Extensive discussion occurred among several Board members. Weeks stated he viewed the courthouse as"the people's" building and agreed the fee should not be charged. Motion by Thomsen,to approve the resolution as prepared by Bergin. Chairman Orthmann requested a second. No second to the motion was received. Discussion occurred as the proper protocol to follow when there is a lack of a second. Neumann motioned to amend the resolution by striking article five pertaining to the fees that would be imposed.The motion was seconded by Weeks. Orthmann asked for discussion Adams County Employee,Judy Mignery,spoke addressing concerns that allowing the Clerk Magistrate to perform weddings after hours would open the door to allow any county employee to use the facility for activities that would generate personal income. Thomsen referenced Mignery's comments and agreed that a precedence would be set. Orthmann called for a vote of the motion introduced by Neumann and seconded by Weeks to amend the resolution by striking article five. Roll Call:Ayes:Weeks, Hogan, Neumann,Orthmann. Nays:Stromer,Thomsen, Curtis. Article five of proposed resolution 2016-10-18.01 will be stricken. Thomsen's motion that lacked a second dies as it was approved to alter the original resolution.
