Roll call members present, Michael Stromer-District 1, Glen Larsen—District 2, Lee Hogan-District 3,Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon Orthmann—District 7. Motion by Curtis,seconded by Stromer that this is an open public meeting of the Adams County Board of Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann, Orthmann. Nays: None. Orthmann stated that minutes from the December 18, 2018 meeting have been circulated and will stand approved unless there is a correction. No corrections were suggested minutes approved by unanimous consent. Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An agenda was available to the board members and was kept continuously current and posted in the County Clerk's office,the main courthouse lobby and the Adams County website.The following is the agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m.the business day prior to this meeting. Adams County Maintenance Supervisor,Tom Reichert,spoke during public comment to express concern over the current structure of some Adams County advisory committees. Reichert requested the Board consider doing some changes with representation on these committees. No additional public comments were made. Chairman Orthmann inquired if there was any old business that needs to be addressed prior to the Board adjourning sine die. No requests for addressing old business were made. Chairman Orthmann requested a motion that the Adams County Board of Supervisors adjourn sine die and appoint the County Clerk as the temporary chairperson to proceed with the reorganization of the Adams County Board of Supervisors for 2019. Such motion was made by Larsen,seconded by Curtis. Roll Call;Ayes:Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None. Adams County Clerk, Ramona Thomas, proceeded as temporary chairperson and requested nominations for the 2019 Adams County Supervisor Chairman. Supervisor Stromer nominated Eldon Orthmann for the 2019 Chairman position. Supervisor Neumann nominated Lee Hogan for the 2019 Chairman position 435 ! Page Neumann made a motion that nominations cease with the two nominated candidates, motion seconded by Larsen. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann,Orthmann. Nays: None. Clerk Thomas directed the Board to vote via secret ballot §84-1413(3) Clerk Thomas tallied the votes;4—voting for Eldon Orthmann as 2019 Board Chairman 3-voting for Lee Hogan as 2019 Board Chairman Chairman Orthmann proceeded presiding over the meeting and requested nominations for the 2019 Adams County Board of Supervisors Vice Chairman. Supervisor Thomsen nominated Dale Curtis as 2019 Vice Chairman Supervisor Hogan nominated Glen Larsen as 2019 Vice Chairman Nominations ceased by unanimous consent The Board was directed to vote for the 2019 Vice Chairman via secret ballot§84-1413(3) Clerk Thomas tallied the votes for 2019 Vice Chairman; 4 votes for Dale Curtis for vice chairman 3 votes for Glen Larsen as vice chairman Dale Curtis will remain the Adams County Vice Chairman for 2019. Chairman Orthmann requested a motion that the following banks be approved as Adams County depositories:Wells Fargo, Heritage, Pinnacle,Adams County Bank, Nebraska Public Agency Investment Trust, Five Point Bank, US Bank,Geneva State Bank,and the Bank of Doniphan. Thomsen made the motion to approve the banks listed by Orthmann as approved depositories,Stromer seconded by motion. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann. Nays: None. Chairman Orthmann requested a motion to authorize the Adams County Treasurer to deposit funds in the following local banks;Wells Fargo, Heritage, Pinnacle,Adams County Bank, Nebraska Public Agency Investment Trust, Five Point Bank, US Bank, Geneva State Bank,and the Bank of Doniphan. Stromer made the motion to authorize the Adams County Treasurer to deposit funds in the named banks, motion seconded by Thomsen. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann, Orthmann. Nays: None. Motion by Neumann,seconded by Stromer to designate the Hastings Tribune and the Adams County website as the official methods for the publication of meeting notices, public bid, County Board agendas and minutes. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann. Nays: None. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann, Orthmann. Nays: None. Deputy Attorney Bergin alerted Chairman Orthmann that the 2019 committee assignments were missed on the agenda. Chairman Orthmann inquired if there was any suggestions for changes of the current committee assignments. Supervisor Curtis stated he would like to be removed from the Adams County Ag Board where he is a liaison representative. Extensive discussion occurred regarding committee assignments. 436 ' Page Chairman Orthmann determined that Cutis could go off the Ag Board as Lee Hogan would still be a liaison representative for that board. There were no additional changes to the committee assignments. Adams County Highway Superintendent, Dawn Miller, presented the Board with Resolution 2019-01- 03.01,verifying the completion of the LPA High Risk Rural Road Advance Railroad Warning Sign Project Program Agreement. Miller has reviewed the resolution and is requesting Board approval. Motion by Curtis,seconded by Larsen to approve Resolution 2019-01-03.01 as presented by Miller. COUNTY BOARD RESOLUTION CERTIFICATE OF COMPLETION Adams County Resolution Noa7(/9-0/'O3 o 0/ WHEREAS,Adams County and State entered into an agreement entitled"LPA High Risk Rural Road Advance Railroad Warning Sign Project Program Agreement"(Program Agreement),for the installation of Advance Railroad Warning Sign on county roads(the Project),Agreement Number BL1644,signed by State on December 15th,2016 WHEREAS,the Adams County Highway Superintendent has informed;and the Board that the Project has been completed by County in accordance with the terms of the Program Agreement;and WHEREAS,the Program Agreement requires that the County Board certify to State that the Project has been properly completed. Be It Resolved: by the Board of Supervisors of Adams County: (1) The Project,for the installation of Advance Railroad Warning Signs has been completed by County in accordance with the terms of the Program Agreement. (2) The Advance Railroad Warning Signs(a)conform to the requirements of the current Manual on Uniform Traffic Control Devices(MUTCD),(b)were installed at the locations shown on Exhibit"B"to the Program Agreement,(c)were installed as required by the MUTCD. (3) LPA accepts ownership of the Advance Railroad Warning Signs. (4) County agrees to,at its own cost,protect and maintain the signs in proper condition and in working order. In the event that the traffic control devices are lost, stolen, damaged or destroyed,LPA shall be responsible for replacing or repairing the traffic control devices at LPA's sole costs. Fuel consumption 6. no cost for corn cast.Satellite service for warning operator of problems and upcoming service reminders 7. understanding was that the standard contract warranty that komatsu was 3000 hours 3 years and they do alt regular service during that span.and this may be able to be adjusted to fit our hours used and extend to 5 years. This Excavator was the best performing and smoothest to operate of the 3 demos. It had more power stability and smoothness of have operation. John Deere Pro's 1. Stable and smooth operation 2. like the thumb and 42"bucket it was equipped with. Machine performed well,smoother operation then the Cat excavator.Fair stability on over side operations even with the thumb that was on machine.Did like the Thumb style and operation worked real well to place rip rap. Cons:Joysticks are too skinny and tan,1 think that changes if you get a thumb put on. 2. John Deere: Pros:Large bucket and thumb were nice,smooth operating Cons:Out of balance,probably needs a better counterweight configuration.A little jerky when pulling a straight line. 3.Cat Pros:it was a new machine,so smooth Cons:Too many bells and whistles,kind of clutters up the operation.Takes a while to get the the machine to move after restarting as It has to boot up the computer.The 20 system would be more suited to a trenching outfit.First model line,this line of machines Is new and have had a lot of problems buying machines that are the"next and bests without them working the bugs out first.Jerky when putting a straight tine,same as our current machine.
