Roll call members present, Michael Stromer- District 1, Glen Larsen—District 2, Lee Hogan- District 3,Scott Thomsen—District 4, Dale Curtis- District 5, Chuck Neumann—District 6, Eldon Orthmann—District 7. Motion by Curtis,seconded by Larsen that this is an open public meeting of the Adams County Board of Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann,Orthmann. Nays: None. Orthmann stated that minutes from the February 5, 2019 meeting have been circulated and will stand approved unless there is a correction. No corrections were suggested minutes approved by unanimous consent. SHOWBOAT BOULEVARD IMPROVEMENT 1.1 The State has a project to reconstruct U.S.Highway 6 in Hastings and Adams County. See Exhibit W.State's project Is expected to be built in the near future,as soon as the State is able to assemble sufficient funds. When the State project is constructed,NDOT needs a detour for through traffic along Showboat Boulevard. Showboat Boulevard will need to be widened prior to State's project for the use by the State as a detour during State's project. NDOT is willing to contribute to the cost of improving Showboat Boulevard to accommodate the detour traffic. County will design,let and monitor the construction of the Showboat Boulevard Improvement. NDOT prepared and estimated the cost to trench widen and overlay the detour route to accommodate the expected traffic. The City and County requested a cash payment toward the cost of the County's project so that they can use the money for an improvement that better fits their future plans for the Showboat corridor. Based on cost estimates,the cash payment would be$660,000 and includes funds that State would have expended to maintain traffic on the detour during construction. This segment is referred to as the Showboat Boulevard Improvement. 12 NDOT agrees to pay County$330,000 in advance for the Showboat Boulevard Improvement and upon award of the County construction contract and the remaining$330,000 on or before August 1,2019,so long as substantial progress is made on the construction. This local road segment Is part of the State Improvement because the intersection geometrics Impact the U.S.6 highway operations. 2.1 Generally,the State Improvement will be a new 10-Inch thick concrete intersection approach,with 12 foot lanes,a 14-foot center turn lane and 8-foot shoulders of which 2-feet would be surfaced with concrete. The details of this project will be shown In the plans provided by the State for this Intersection approach. The parties agree to the following additional details: • The State Improvement will be constructed as part of the Showboat Boulevard improvement and • The State will provide County and City engineering plans,acquire the necessary right of way and have utility conflicts relocated In preparation for the State Improvement. The State will also provide necessary environmental clearances and permits required for the State Improvement;and • The State will pay County the actual cost for work on the State Improvement. The estimated construction cost of this segment of roadway is$193,000.
