A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann
was presiding. Roll call members present, Michael Stromer- District 1, Glen Larsen—District 2, Lee
Hogan- District 3,Scott Thomsen—District 4, Dale Curtis- District 5, Chuck Neumann—District 6, Eldon
Orthmann—District 7.
Motion by Curtis,seconded by Larsen that this is an open public meeting of the Adams County Board of
Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann,Orthmann. Nays:
None.
Orthmann stated that minutes from the February 5, 2019 meeting have been circulated and will stand
approved unless there is a correction.
No corrections were suggested minutes approved by unanimous consent.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office,the main courthouse lobby and the Adams County website.The following is the
agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m.the business
day prior to this meeting.

approve match funding for RYDE Transportation iii the amount af$44,000.00.

WHEREAS, there are federal funds available under Section 5311 of the
Federal Transit Act and for the Nebraska Public Transportation Assistance
Program, and
WHEREAS, the RYDE Transit-Community Action Partnership of Mid
Nebraska desires to apply for said funds to provide public transportation in
(transit system's service area).
NOW THEREFORE, BE IT RESOLVED; the
(authorizing board or mayor) hereby
instructs the RYDE Transit to apply for said funds.
Said funds are to be used for the RYDE Transit transportation operations in
the FY 2019-20 Application for Public Transportation Assistance.

$751,535.74 for the J Street& Maxon overlay project. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,

Miller presented a cost sharing agreement between Adams County and the City of Hastings for the
Hastings Southeast detour. Miller and Deputy Attorney Bergin have reviewed the agreement and are
recommending appFoval.
Motion by Hogan,seconded by Larsen to approve the financial agreement between Adams County and

THIS AGREEMENT is between The City of Hastings, a political Subdivision of the State of
Nebraska, ("City"), Adams OoUnty, a political Subdivision of the State Of Nebraska, ("County)
and the State of Nebraska, Department 4f Trahsportatian.("State"), collectively referred to asihe
"Parties".

WITNESSETH:
WHEREAS,the State,County and City entered Into an interlocal Cost Sharing Agreement
dated 12/4/2018 by the County and 12110/2018 by the City concerning construction work to be
complete on Showboat.Boulevard;and
WHEREAS,Stateagreed to contribute funds to the project described to the interlocal
agreement;and
WHEREAS,this agreement,which shall constitute an addendum to the previOusiysigned
Interlocal Cost Sharing Agreement,Is needed to provide additional details about the work to be
completed related to the state funding contribution and state requested work on the south
approach to the US-8/Showboat Boulevard Intersection;and
NOW THEREFORE,in consideration of these facts and the mutual promises'of the Parties
hereto,the Parties agree as follows:

SECTION 1. SHOWBOAT BOULEVARD IMPROVEMENT
1.1 The State has a project to reconstruct U.S.Highway 6 in Hastings and Adams County.
See Exhibit W.State's project Is expected to be built in the near future,as soon as the State is
able to assemble sufficient funds. When the State project is constructed,NDOT needs a detour
for through traffic along Showboat Boulevard. Showboat Boulevard will need to be widened
prior to State's project for the use by the State as a detour during State's project. NDOT is
willing to contribute to the cost of improving Showboat Boulevard to accommodate the detour
traffic. County will design,let and monitor the construction of the Showboat Boulevard
Improvement. NDOT prepared and estimated the cost to trench widen and overlay the detour
route to accommodate the expected traffic. The City and County requested a cash payment
toward the cost of the County's project so that they can use the money for an improvement that
better fits their future plans for the Showboat corridor. Based on cost estimates,the cash
payment would be$660,000 and includes funds that State would have expended to maintain
traffic on the detour during construction. This segment is referred to as the Showboat
Boulevard Improvement.
12 NDOT agrees to pay County$330,000 in advance for the Showboat Boulevard
Improvement and upon award of the County construction contract and the remaining$330,000
on or before August 1,2019,so long as substantial progress is made on the construction. This
payment schedule is based on the County's construction occurring during the summer of 2019.
Payments will be based on a State review of the County project plan and the commitment in this
agreement by the County to build the County project in strict accordance with the plans
reviewed by the State.

SECTION 2.STATE IMPROVEMENT
2.1 Additionally,the State has requested,and the County and the City agree,to include
within their Showboat Boulevard improvement project,the reconstruction of the south approach
of the US-6/Showboat Boulevard intersection(State Improvement"),so that construction work
will not need to be completed on this approach during the State's project,and so that detour
traffic will be able to use the south approach of the intersection during construction. This local
road segment Is part of the State Improvement because the intersection geometrics Impact the
U.S.6 highway operations.
2.1 Generally,the State Improvement will be a new 10-Inch thick concrete intersection
approach,with 12 foot lanes,a 14-foot center turn lane and 8-foot shoulders of which 2-feet
would be surfaced with concrete. The details of this project will be shown In the plans provided
by the State for this Intersection approach.
The parties agree to the following additional details:
• The State Improvement will be constructed as part of the Showboat Boulevard
improvement and
• The State will provide County and City engineering plans,acquire the necessary right of
way and have utility conflicts relocated In preparation for the State Improvement. The
State will also provide necessary environmental clearances and permits required for the
State Improvement;and
• The State will pay County the actual cost for work on the State Improvement. The
estimated construction cost of this segment of roadway is$193,000. The bid Items for

the State Improvementwtil be separately listed to readily determihe the State's costs.
The State's estimated cost will be updated after the contract for the Showboat Boulevard
Improvement Is awarded.
• The State will provide environmental clearances and commitments for the State
Improvement to be Included as part of the construction contract.
• County and City will be solely responsible for the maintenance,repair and replacement
of Showboat Boulevard,except while the State Is constructing project No.S-6-4(1022)
and using Showboat Boulevard as a traffic detour. During the detour period,
maintenance and operations of Showboat Boulevard will be the responsibility of the
State.
SECTION 3.COORDINATION
3.1 All parties agree to coordinate the plan development,contract letting,construction
monitoring,Snd inveldng and reimbursement to mako the project most efficient

The Adams County Board of Equalization met on J at 10:00 a.m. in the Adams County Board Room to
review and take action on tax list corrections and motor vehicle tax exemption applications. Chairman
Eldon Orthmann presided over the meeting.
Roll Call members present were: Michael Stromer—District 1, Glen Larsen—District 2, Lee Hogan-
District 3,Scott Thomsen—District 4, Dale Curtis- District 5, Chuck Neumann—District 6,
Eldon Orthmann—District 7
Motion by Stromer,seconded by Thomsen to meet as a Board of Equalization to review and take action
on tax exempt applications for real property and motor vehicles. Roll Call;Ayes:Stromer, Larsen, Hogan,
Thomsen, Curtis, Neumann, Orthmann. Nays: None.

Exemption Application. The property In question had paperwork filed with the Register of Deeds on
December 18,2018.This paperwork was not made available to the Hastings College Adminstration
Offices proir to the close of the of the Offices for the Holiday break on December 21,2018 through
January 1,2019.
This property will be used to as the prlclpal residence of the College President.We will be selling the
current President's home located at 712 W 7th Street which should come off exemption status.

Russell also presented two tax exemption applications that she had originally presented during the
January Board of Equalization meeting. Russel stated she would need the Board to take action on the
two applications again as'she mistakenly presented them too early.The applications were submitted by
the Kenesaw Heritage Museum and Mary Lanning Hospital. Russell has reviewed the applications and is
requesting approval.
