A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann
presiding. Roll call members present, Michael Stromer- District 1,Glen Larsen—District 2, Lee Hogan-
District 3,Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon
Orthmann—District 7.
Motion by Neumann, seconded by Larsen that this is an open public meeting of the Adams County
Board of Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann, Orthmann.
Nays: None.
Orthmann stated that minutes from the June 4, 2019 meeting have been circulated and will stand
approved unless there is a correction.
No corrections were suggested minutes approved by unanimous consent.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office,the main courthouse lobby and the Adams County website.The following is the
agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m.the business
day prior to this meeting.

Chairman Orthmann opened the meeting to hear comments from the Public.
Adams County Emergency Management Director, Ron Pughes, introduced Steve Eddy with the
National Weather Service in Hastings.
Mr. Eddy awarded Adams County with a Storm Ready Certification.
No additional public comments were made.
Horizon Recovery Director, Dan Rutt,provided the Board with a program update from the
Horizon office and made a budget assistance request in the amount of$10,000.00.
No action was taken on Rutt's budget assistance request as all budget requests will be reviewed
by the Adams County Budget Committee with a recommendation being made to the Board at
later date.
Motion by Curtis, seconded by Hogan to meet as a Board of Equalization to review and take
action on tax list corrections. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann,
Orthmann. Nays: None.

Motion by Hogan, seconded by Stromer to exit Board of Equalization and resume regular

Regular session resumed at 10:03 a.m.
Adams County Historical Society, Elizabeth Spilnik,provided the Board with a program update
from the Historical Society and submitted a budget assistance request in the amount of
$12,400.00.
The Adams County Historical Society continues its mission of collecting,preserving,and making available to the
public the history of Adams County. The number of researchers using the archive continues at about 2,500 annually. The
society receives several e-mail requests for information each day. We also receive several letters of request per week and
field approximately 100 phone calls each month. The Adams County Convention and Visitors Center,Hastings Chamber
of Commerce,Hastings Public Library,county offices,city offices,colleges and the Nebraska State Historical Society all
refer people to us for research assistance.
Our web site www.adamshlstorY.orq,makes the history of Hastings and of Adams County instantly available to anyone
anywhere in the world. It contains a bnef history of each village,the Regional Center and the Naval Ammunition Depot. It
also gives a history of every school district,cemetery,provides a history of many ethnic groups,a history and description of
National Register of Historic Places buildings and districts in the county,a historic map of the county,and slide shows
picturing many historic buildings, There Is also a photographic tour of the Oregon Trail across Adams County.
In addition to providing free information and a free research facility the society does the following:
1. Provides free storage space for many original county records including marriage records,naturalization records,
school records and probate files. For many years,the Foote family has provided us with valuable off-site storage
space free of charge. With that now unavailable,we will be paying an annual self-storage rental fee.
2. Researches and prints six issues of the Historical News and two newsletters annually. These are distributed free to
all schools and libraries in the county.
3. Assists local educators by providing local history information to students ranging from grade school through college
graduate level,and we provide study units on architecture and historic preservation,the Oregon Trail and oral history-
(HOHI). Elizabeth assists the high school students and teachers with History Day research.
4. Erects and maintains historical markers Volunteers mow and trim around the Oregon Trail markers throughout the
growing season. Elizabeth worked with Melon Roasters Club&City of Hastings to provide text for the Brickyard Park
Historical Marker,which will be erected by August 25,2019.
5. The society provides guides for Kool-Aid Days and programs for Leadership Hastings. This year,Kool-Aid Days will
have a separate tour and shuttle. We also provide free speakers for local organizations,reunions and conventions.
6. The society continues to serve as a liaison between local individuals and businesses and the state preservation office.
Historic preservation consultants for the Historic Hastings Commercial District and Hastings Brewery National Register
of Historic Places nominations utilized our archive to complete their research. As a result we now have 103
contributing properties in downtown Hastings that are eligible for federal and state historic tax credit programs and an
$8 million Brewery Lofts project that was able to utilize historic tax credits,due to the National Register listing.
Elizabeth Spilinek serves on the CRA's downtown facade and signage grant committee. The fruit of those labors is
visible in downtown Hastings. The society encourages and assists building restoration,which increases the property
tax base and employs local contractors
7. We will continue our partnership with the Hastings Community Theatre this year to produce the eighth Adams County
Cemetery Walk September 27^,280 and 29'". Its purpose is to increase awareness of the historic value of cemeteries
and to raise funds for both organizations. The 2018 walk was attended by 305 people. Parkview is the site for the
2019 tour.

8. ACHS board member Les Harms continues his radio program,'Moments In Time,"which airs every 2rtl and 4m"Friday
at 5:45am and 8:40am on KHAS Radio. Programs are archived on the KHAS Radio website,with a link on the ACHS
website
Each dollar spent to fund the Adams County Historical Society is recovered several times in the local economy,plus the
society spends grant money locally.Out-of-town researchers who travel here to visit our archive and to tour the historic
districts,eat,shop and stay overnight in Hastings. This last year out-of-county researchers from Nebraska to Alaska,and
many states in between,signed our guest book In many cases each person who registers represents a family group
spending time shopping and dining in Adams County. We provide visitors with information to help extend their stay here
by encouraging them to tour Hastings'historic districts,to spend a day using the Fountain to Fountain tour book,the Naval
Ammunition Depot tour, and to travel across the county using our self-guided Oregon Trail tour.
With one part-time employee and many dedicated volunteers,the society accomplishes a tremendous amount for the
citizens of Adams County on a very limited budget. We are requesting from you the same amount as last year,S12,400
annually, On behalf of the Adams County Historical Society,I thank you for your generous support. We are deeply
grateful for your help and could not do what we do without your support.

No action was taken on Spilnik's request as all budget assistance requests will be reviewed by
the Adams County Budget Committee for a recommendation to the County Board.
Hastings Public Library Director, Amy Hafer, presented the Board with an update from the
Hastings Public Library.
No action was necessary on Hafer's budget request per the current inter-local agreement
between Adams County and the Hastings Public Library stating; the county contribution to the
Hastings Public Library shall be $167,732.00.
Adams County Victim Witness Advocate, Jackie Norris, presented the Board with an
addendum to the Victim Witness Grant in regards to policies and procedures relating to
discrimination and harassment. Norris has reviewed the addendum and is requesting Board
approval.
Motion by Thomsen, seconded by Curtis to approve the chairman signing the addendum to the
Victim Witness Grant regarding discrimination and harassment policies. Roll Call;Ayes:Stromer,

Director of the South Heartland District Health Department, Michele Bever,presented the
Board with a program update from the SHDHD office and submitted a budget assistance
request for the SHDHD immunization clinic in the amount of$2500.00

Dear Mr.Orthmann and Ms.Thomas,
SHDHD appreciates the current support for South Heartland's Hastings/Adams County Immunization Clinic
(Vaccine for Children Program)provided by the Adams County Board.This program protects at risk children,who
are uninsured or on Medicaid,from vaccine-preventable childhood diseases. While the vaccine is provided free
through the federally funded Vaccine for Children program,there are no funds provided to administer the vaccine
—which includes wages/taxes/worker's comp/unemployment for a part-time clinic manager,vaccinators,
immunization registry staff and clerical staff,plus any office or other supplies and equipment. South Heartland has
been awarded some federal pass-through funding from NE DHHS which covers a portion of these costs.In
addition,Mary tanning Healthcare has graciously donated immunization supplies(syringes,needles,etc)to
support this program.
from July 20113- June 2010,SI 10110 completed another full year of immunization services for the Hastings/Adams
County greater community,administering 571 vaccines(up 77 from the previous year)for 255 client visits(up 25
from the previous year)for children up through 18 years of age. The department collected an average of$4.03 per
patient visit in donations from patients(this is an average of$3.41 per vaccine administered). Based on the
number of vaccines administered this year,Adams County provided another 54.03/vaccine toward the vaccine
administration costs,as did the City of Hastings. Our actual cost in 2018-19 to administer this program,which
includes vaccine storage and monitoring,scheduling appointments,data reporting to NE DHHS Immunization
program,staffing the clinic,interpretation services,education and promotion of immunizations,administration of
vaccine,and program evaluation,was approximately S60 per vaccine. South Heartland,with funding from the NE
immunization Program(63%)and SHDHD funds(17%),continues to cover the remaining costs not covered by
patient donation(6%),City funds(7%)and County funds(7%).
The Sustainability of the program under our oversight continues to depend on local funding from Adams County
and the City of Hastings. Therefore,I respectfully request that the Adams County Board include South Heartland's
Hastings/Adams County Immunization Clinic in the County's FY 2019-2020 budget. As we have requested level
funding for the past 8 years,we are requesting a small increase in funding($200)for the next fiscal year,for a total
annual amount of$2500,to help offset costs for this program.

Director of the Adams County Convention and Visitor's Bureau,Anjanette Bonham,presented
the Board with a recommendation to award Prairie Loft Center for Outdoor&Agricultural
Learning, an Improvement Fund Grant award of$15,000.00. Bonham stated that Prairie Loft
meets the criteria to qualify for the grant and the request has been approved by the Adams
County Convention and Visitors Bureau Board of Directors.

Brief Description of Project:
The Prairie Loft Center for Outdoor and Agricultural Learning respectfully requests a grant from the
Adams County Convention&Visitors Bureau Improvement Fund in support of our capital
campaign,specifically directed toward renovation of the Workshop The renovation will transform a
former farm maintenance building into a multi-function,energy-efficient,year-round facility to
significantly increase capacity for education and community programming.
Praine Loft respectfully requests new funding support in the amount of$15,000 to help finish the
current construction phase.This phase of work in the north end of the building creates 2,400
square feet of temperature-controlled space for year-round activities. Thanks to generous
community support from the community,we have already made significant progress with
renovations to Prairie Loft's program facility.Since capital improvements began,our education
program capacity and participant numbers have both nearly tripled.
We are honored to have received a generous donation from a local individual specifically for the
kitchen and another gift designated for the meeting room.New funding from the Adams County
Convention&Visitors Bureau would help provide resources needed for finishing touches on this
phase including kitchen tile backsplashes,food prep equipment,interior doors and trim,family
bathroom fixtures,and audio-visual equipment.
Prairie Loft is ideally suited to implement this project.We have proven success through planning.
implementation and results over eleven years of site improvements and programs benefitting more
than 73,000 people to date. Further upgrades to the buildings and grounds will keep Prairie Loft w1_r2.1J
sustainable far into the future to provide an accessible place that fos:ers our community culture
and offers space for exceptional education and community participation.
We look forward to continuing the partnership with the CVB on this project.Thank you so much for

Adams County Deputy Attorney, David Bergin, alerted the Board to a piece of property located
in southwest Hastings (610 S. Swell Ave), which was foreclosed on and did not sell at public
auction. Bergin informed the Board that the county could now purchase the lot for the amount
of unpaid taxes; $850.00.
Brief discussion occurred in regard to who would maintain the property if the county purchased
it and who was responsible for mowing the lot if it remains unclaimed.
Supervisor Curtis recommended contacting Habitat for Humanity in regards to the county
donating the lot for low income housing.
No action was taken on the property located at 610 S. Swell Avenue pending research on what
can be done with the property.
Supervisor Thomsen started discussion in regards to all employees being screened through
security effective July 1, 2019. In light of recent national events regarding violence in public
buildings by employees, the Adams County Security Committee is making this
recommendation.
Motion by Thomsen, seconded by Neumann to enforce mandatory screening of all employees
entering through the south courthouse door effective July 1, 2019. Roll Call;Ayes:Stromer,
Larsen,Thomsen, Curtis, Neumann,Orthmann. Nays: Hogan.
Supervisor Curtis started discussion in regards to having a local insurance agent service the employee

Supervisor Thomsen stated that Prochaska &Associates has completed phase one of the Adams

for a new jail would come from.
Supervisors Curtis and Thomsen stated phase II would be necessary to determine the exact needs in
Adams County. Brief discussion occurred on the finding in phase one and it was stated that the current
jail is continuing to operate under a grandfather clause as the current conditions of the jail are not up

This Letter Agreement describes the contractual terms under which Prochaska&Associates(P&A)
will provide Part 2-Facility Development services for Adams County(AC)for the Jail, Sheriffs
Office,Dispatch and potentially the Courts and Court support spaces.
Specific terms of this Agreement are as follows:
A. SCOPE OF SERVICtS
The Scope of Work for Part 2 is to determine the most feasible and cost effective solution to
the current LEC's space and functional shortcomings,shortage of jail beds and compliance
issues with the Jail Standards Division of the Nebraska Crime Commission. it Is our
understanding that other Courthouse areas such as County,District and Magistrate Courts,
as well as Sheriffs Offices,ancillary spaces,and County Sheriff's Dispatch functions,whose
space needs were Included for your consideration in the Programming Summary of the
Needs Assessment,are still under consideration for Inclusion in the proposed LEC,as are
other possible County departments.
Options to be evaluated include: 1) construction of a new LEC Addition to the existing
Courthouse, using all or a portion of the property north of a vacated 5"' Street; 2)
construction of a stand-alone LEC,possibly containing some or all of the Courts functions,
on a selected property In town,or a"greenfield"site,and 3)closing the current Jail,creating
a Jail Standards-compliant Holding Facility and transporting all inmates to out-of-County
jails. Based upon direction from the SOS and Sheriff,and Information gathered for the prior
Needs Assessment Study, PM will target a 146-bed Jail, with jail support spaces, and
Sheriff's Department,as well as with the potential for inclusion of other County departments
as listed above. The LEC site will be master-planned to permit expansion In the future if ever
necessary, it is also understood that this Part 2 effort will:1)develop options for reuse of
the vacated third floor of the existing Courthouse, and also 2) consider significant
modification,or replacement of the existing,outdated Courthouse mechanical systems,as
was also described in the Needs Assessment Study document
Part 2 will provide AC with a review of feasible LEC options,a recommended`best'option
and a preliminary Project Budget At the conclusion of Part 2,Adams County wi11 have the
necessary information to resolve the Jail and Law Enforcement Center facility issues and to

pursue financing options,such as a bond referendum.
We propose to furnish the following.Phase 2 Preliminary Concept Planning services:
1. Work with the BOS,Shertif and staff,other appropriate County representatives,and a select
— Citizens Committee,to review the shod and long-range needs for jail,law enforcement
services,and other County departments,as Identified in the Part t Needs Assessment.
2. Review and update the Part I Space Program of required functions,rooms and spaces for
the LEC,including type,number,size and relationships of spaces.
3. Using the Space Program,develop preliminary drawings for the following options:
A. Build a new LEC Addition north of the Courthouse,possibly using a vacated 5"Street
and other acquired properties to the north. Link the new stricture with the existing
Courthouse.
B. Identify reuse options for spaces vacated in the existing Courthouse,particularly the
Main Floor Sheriff's Administration and the Third Floor Jail areas.Incorporate potential
remodel costs of these areas into the overall project budget.
C. Build an entirely new LEC on property identified by the County,and consider inclusion
of all or a portion of the Courts.
D. Close the existing Jail, renovate current Jail space into a Nebraska Jail Standards
compliant Holding Facility and transport and board all County detainees out-of-county.
4. Develop Project Budgets for each feasible Option,Including Construction Chard•)costs and
Miscellaneous Overhead("softs costs.
5. Assist the Citizens Committee and BOS with determining which of the options is the best
long-term,financially feasible and code-compliant solution to Adams County's LEC needs.
8. Prepare graphics end other promotional materials as needed to communicate the
recommended Option and costs to the voters of Adams County,should the BOS choose to
proceed with a referendum.
7. Assist the BOS,Sheriff,and Citizens Committee with promotion of the need,solution,and
justification to the voters of the County prior to a special election
B. COMPENSATION
Our proposed fee for the above Phase 2 Facility Development services is$15,000.00.
The above fees are excfushre of out-of-pocket reimbursable expenses Incurred in the Interest
of the project(printing costs,travel,long distance telephone calls,postage,etc.). Project
services or changes in Scope beyond those listed above would be at the County's discretion
and billed on an hourly basis as an Additional Service.
C, ADAMS COUNTY RESPONSIBILITIES
Adams County representatives shall provide P&A with all available existing facility plans,any
available site survey data, demographic and law enforcement/detention data and other

relevant information as requested.
Adams County hereby agrees that, upon arrangement of financing for the project
contemplated herein,it shall enter Into an Owner/Architect Agreement with P&A for design
and construction phase services for the Adams Courtly LEC,or Justice Center project,on
terms and conditions to be agreed upon at that time.
D. ENTIRE AGREEMENT
This Agreement contains the entire understanding between the parties hereto with respect
to the subject matter hereof and may not be modified in any manner except by written
instrument duly executed by each of the parties hereto.
Mr.Thomsen,we have enjoyed worldng with you and the rest of the BOS,Sheriff Rust,and various
members of the Jail and Law Enforcement staff. Your signature below on two copies of this
