A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann presiding. Roll
call members present, Michael Stromer-District 1, Glen Larsen—District 2, ,Scott Thomsen—District 4, Dale Curtis-
District 5, Chuck Neumann—District 6, Eldon Orthmann—District 7.
Lee Hogan-District 3 was absent
Motion by Curtis,seconded by Stromer that this is an open public meeting of the Adams County Board of Supervisors.
Roll Call;Ayes:Stromer, Larsen,Thomsen, Curtis, Neumann, Orthmann. Nays: None.Absent: Hogan
Orthmann stated that minutes from the September 17, 2019 meeting have been circulated and will stand approved with
a correction showing Supervisors Larsen in attendance in the opening roll call lines. If no additional corrections are
suggested,the minutes shall stand as approved.
No additional corrections were suggested, minutes approved by unanimous consent.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An agenda was
available to the board members and was kept continuously current and posted in the County Clerk's office,the main
courthouse lobby and the Adams County website.The following is the agenda of items to be heard, no modifications
were made to the agenda after 9:30 a.m.the business day prior to this meeting.

provided an update that the maintenance department was able to do the necessary repair work
resulting in significant savings
September 20,2019-Attended a meeting and Juniata Feed Yard in regards to heavy vehicles traveling
rural roads
September 27,2019—spoke with the Adams County Register of Deeds regarding conflicts with the
renting of the assembly room in the ACOB
September 30,2019—met with Judy Mignery and Anjanette Bonham regarding the county possibly
being eligible for grant money to repair the ACOB parking lot based on the fact it is utilized for city
parades
(no dates provided) had several conversations with Randy Kort regarding the rural fire department
wanting to issue bonds for a new building
October 1,2019—Attended and Adams County Building and Grounds Committee meeting and reported
that Deputy Attorney David Bergin is working on a resolution regarding the use of space heaters in
county offices
Orthmann- September 17,2019—Attended a workshop with Adams County Elected Officials and Department
Heads
October 1,2019—Attended an Adams County Building and Grounds Committee meeting
Supervisor Neumann added to his committee report to inform the Board that the southeast truck route will not be open
by the scheduled date of October 1, 2019 the opening date is to be determined but hopefully it will be within a couple of
weeks.
Chairman Orthmann opened the meeting to hear comments from the public.

Adams County Treasurer, Melanie Curry, presented the Board with Resolution 2019-10-01.01 to strike personal property
taxes and mobile home taxes in accordance with§77-1738

RESOLUTION 2019-10-01.01
WHEREAS the Adams County Board of Supervisors has received from Melanie J.Curry,
Treasurer in and for the County of Adams,State of Nebraska,a request for authorization to
strike Personal Property and Mobile Home Taxes per Statute Section 77-1738.
THEREFORE be it resolved that Melanie J.Curry is authorized to strike such taxes after a
diligent search and unable to find any property of the within named person upon which to levy.

Supervisor Curtis started discussion on the closing of a Pinnacle Bank account which was utilized by MidAmerican
Benefits to pay county employee medical claims under the county's previous self-insured health plan. Funds from the
Pinnacle Bank account will be deposited into the county's HRA account through Five Points Bank.
Motion by Curtis,seconded by Thomsen to approve closing the Pinnacle Bank account and depositing funds into the Five

The Public Hearing opened at 10:00 a.m.
Adams County Budget preparers, Dawn Miller, Ron Kucera and Judy Mignery presented the Board with a corrected
2019/2020 county budget.The correction came as a result of being contacted by the Nebraska State Auditor's Office in
regards to the newly established Road Fund (300). It was advised that the levy be only associated with the General Fund,
then a transfer take place between the General Fund and Road Fund.The auditor's office stated that due to a very old
state statute, directly levying of funds for a road fund obligates the county to share those funds with other entities.
No additional comments were presented during the public hearing.
Motion by Curtis,seconded by Stromer to close the public hearing and resume regular session. . Roll Call;Ayes:Stromer,

Supervisor Neumann started the discussion of making the Adams County Public Defender a full time position. Neumann
stated the office now has an operating budget in excess of$1M which justifies a full time position.
Motion by Neumann to make the position of the Adams County Public Defender a full time position.
No second to the motion was received and it was declared that the motion dies.
