A regular meeting of the Adams County Board of Commissioners was held with Chairman Lee Hogan
presiding.
Motion by Curtis, seconded by Johnson that this is an open public meeting of the Adams County Board
of Commissioners. Roll Call,Ayes: Stromer, Larsen, Hogan,Johnson, Curtis, Neumann, Patterson Nays:
None Absent: None
Chairman Hogan inquired if there were any conflicts of interest. No conflicts were disclosed.
Roll was taken, roll call members present, Michael Stromer- District 1, Glen Larsen—District 2, Lee
Hogan- District 3, Harold Johnson—District 4, Dale Curtis- District 5, Chuck Neumann—District 6,Joe

Chairman Hogan stated minutes from the December 7, 2021 meeting have been circulated to board
members and requested a motion to approve the minutes if there are no corrections.

Chairman Hogan opened the meeting to receive comments from the public.
Willis Hunt, 616 Madden Road in Hastings, addressed the board regarding concerns over the Adams
County Justice Center Project. Mr. Hunt wants to know when plans will be available for public viewing.
Commissioner Curtis stated that during the January 18,2022 meeting there will be a presentation with
proposed plans.
Lee Saathoff, 904 N 6th Ave in Hastings, addressed the board regarding concerns over the proposed
salary increases for elected officials. Saathoff's understanding is the increase is 6%which seems
excessive.
Commissioner Curtis stated even with the proposed 6% salary increase, Adams County is still under the
minimum salary recommendations published by NACO.
Public Comment was closed.
Motion by Stromer seconded by Johnson to approve the claims and direct the county clerk to pay them

NACO Executive Director,Jon Cannon, spoke to the board regarding the expenditure of American
Rescue Plan Act (ARPA)funds. Cannon outlined the timeline in which funds must be obligated and spent.
Cannon also outlined some of the uses for the ARPA funds.
Motion by Curtis seconded by Stromer to meet as a board of equalization to review and take action on
motor vehicle tax exemption applications and tax list corrections. Roll Call,Ayes:Stromer, Larsen,

Motion by Stromer seconded by Patterson to exit Board of Equalization and resume regular session. Roll

Adams County Highway Superintendent, Dawn Miller, presented the board with 2022 asphalt bids
received. Bids were collected by Oak Creek Engineering. The Adams County Road and Bridge Committee
has reviewed the bids and recommends rejecting the Assumption Road project at this time and approve
proceeding with the Adams Central Ave and Bladen projects with the low bidders.

Motion by Neumann, seconded by Larsen to approve the Bladen and Adams Central Road projects as
well as the 3.3 mile cost share project on Denman with the low bidder,Vontz Paving.

Commissioner Patterson presented the board with a one year extension agreement between Adams
County and the City of Hastings for ambulance service.The agreement was extended for thirty days
however it has been determined that would not be adequate time for review. A one year extension will
allow proper review of the agreement and propose any necessary changes for the future agreement.
Motion by Patterson seconded by Johnson to allow the chairman to sign the one year extension
agreement with the City of Hastings for ambulance service.

EXTENSION AGREEMENT
This Agreement is made and entered into this,2 1 day of December 2021,by and
between the City of Hastings Nebraska,a Municipal Corporation,hereinafter relhrrexi to as
"CITY",and Adams County Nebraska,a Political Subdivision,hereinafter referred to as
"COUNTY".
WHEREAS,CITY and COUNTY entered into an Agreement,herein referred to as the
"original agreement"on January 23,2012,which is by reference made a part hereof and a copy
of which is attached hereto as Exhibit"1",wherein CITY agreed to provide certain Necessary
Ambulance Service within the jurisdiction of COUNTY according to the terms and conditions
set forth therein;and
WHEREAS,the original Agreement,by its terms,will expire on December 21,2021;and
WHEREAS,the parties desire to extend the original agreement to December 21,2022 on
the same terms and conditions;
IT IS THEREFORE agreed by and between the parties as follows:
I.That the term of the original agreement is hereby extended to December 21,2022 on
the same tams and conditions and shall run through December 21,2022.
2. All the terms,conditions and provisions of the original agreement are to apply to this
Agreement and are made a part of this Agreement as though they were expressly rewritten,
incorporated and included herein.
3. The parties acknowledge that this Extension Agreement does not provide for any
extension of the original agreement beyond December 21,2022.
IN WITNESS WHEREOF,the parties hereto have executed this Agreement in duplicate
the day and year first above written.

A RESOLUTION TO SET SALARIES FOR ADAMS COUNTY ELECTED OFFICIALS
FOR THE TERMS OF OFFICE COMMENCING JANUARY,2023
BE IT RESOLVED that Pursuant to Nebraska Revised Statues§23-1114(1),the County Board of Commissioners shall fix
the salaries for all elected officials of the respective elected officials;therefore

BE IT FURTHER RESOLVED that in addition to the above stated salary,the elected official shall receive during his or her
term of office all county health and medical benefits offered to full time employees.
BE IT FURTHER RESOLVED that in addition to the above stated salary,the elected official shall receive during his or her
term of office at county expense opt-out provisions(aka"cash in lieu of"provisions)if an employee opts out of the
health and medical plan,the same as offered to all county employees.This option will be available as permitted by
Federal and State statutes and rules and regulations of agencies,including those promulgated and adopted by the U.S.
Department of Treasury,the U.S. Internal Revenue Service(IRS),the Center for Medicare&Medicaid Services(CMS)and
the U.S. Department of Health and Human Services(HHS).
Pursuant to the"cash in lieu of"program adopted by the county board and as allowed by State and Federal law and
rules and regulations,an elected county official shall receive"cash in lieu"of health insurance the same as offered to all
county employees.
*The Adams County Clerk will receive$10,000.00 per year for serving as the Adams County Election Commissioner in
addition to the annual salary set for the Adams County Clerk.Additional compensation will be paid throughout the year
in monthly increments on the regular pay schedule. If at any time the county clerk is relieved of election commissioner
duties,the additional compensation will be removed.

compensation will be removed.

Commissioner Curtis provided a formal update for the Adams County Justice Center project, including a
detailed construction timeline into early 2022.
Curtis stated that Beckenhauer Construction will be present at the January 18, 2022 Board Meeting to
answer questions from the full board.

Deputy Attorney David Bergin requested the Board consider whether Juneteenth shall be added as
holiday for county employees.
Commissioner Patterson stated he would like to see if other counties are recognizing the Juneteenth
Holiday.
Further discussion and action on making Juneteenth a recognized holiday was differed to the January 4,
2022 meeting.

renewals. Curry has reviewed all the renewals and confirms the entities meet the criteria for exemption
and is requesting board approval.
