Motion by Patterson, seconded by Johnson that this is an open public meeting of the Adams County Board of Commissioners. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Neumann, Patterson Nays: None Absent:Curtis Chairman Hogan inquired if there were any conflicts of interest. No conflicts were disclosed. The Board reserves the right to go into executive session if such session is clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual. Chairman Hogan opened the meeting to receive comments from the public. Adams County Highway Superintendent, Dawn Miller,addressed the board regarding concerns over the employee health insurance plan. Miller felt the revised plan was not communicated effectively to the employees of the county as the maximum out of pocket amounts increased. Miller also expressed concerns over the board "back stepping"on the issue of a human resource person for the county.The board had stated during a May workshop this issue would be discussed and no action has been taken. Adams County Assessor,Jackie Russell, addressed the board regarding the upcoming property protest hearings.There will be three days of hearings scheduled from 8:00 am—7:00/8:00 pm each day. Due to the number of filings Russell stated that she and her staff can not re-review the valuation process with each protested, as her staff has spoken or has attempted to speak with each protester already. Russell provided the board a handout outlining their responsibility during protest hearings. No additional public comments were made. District 10 Probation Director,Joe Budnick, presented the proposed 2022/2023 probation office budget totaling$63,886.00. No action was taken on Budnick's requests as all budgets will be reviewed by the budget committees and a recommendation will be made to the full board. 685 I Page Adams County Assessor,Jackie Russell, presented the board with the 2022/2023 budget request for the Adams County Assessor's office totaling$599,854.00. No action was taken on Russell's requests as all budgets will be reviewed by the budget committees and a recommendation will be made to the full board. Adams County IT Director, Ron Kucera, presented the board with the 2022/2023 budget requests for the Adams County IT Department totaling$318,109.54,the Communications budget totaling$107,000.00 and the Jail Bonds Budget totaling$1,120,000. No action was taken on Kucera's requests as all budgets will be reviewed by the budget committees and a recommendation will be made to the full board. Motion by Neumann, seconded by Patterson to meet as a Board of Equalization to review and take action on motor vehicle exemption applications and tax list corrections. Adams County Planning and Zoning Director,Judy Mignery, presented the board with the 2022/2023 budget request for the Adams County Planning and Zoning office totaling$74,491.00. Mignery also serves as the County Board Administrator, and presented the 2022/2023 budget for the county board totaling$262,718.00. No action was taken on Mignery's requests as all budgets will be reviewed by the budget committees and a recommendation will be made to the full board. Adams County Veteran Service Officer, Chris Long, presented the board with the 2022/2023 budget for the Veteran Service Office totaling$161,223.00 as well as the Veteran's Aid budget totaling 3600.00. No action was taken on Long's requests as all budgets will be reviewed by the budget committees and a recommendation will be made to the full board. Adams County Clerk of the District Court,Amanda Bauer, presented the board with the 2022/2023 budget request for the Adams County Clerk of District Court office totaling$497,280.65. No action was taken on Bauer's request as all budgets will be reviewed by the budget committees and a recommendation will be made to the full board. Adams County Register of Deeds, Rachel Ormsby, presented the board with the 2022/2023 budget request for the Adams County Register of Deeds office totaling$290,176.14,as well as the microfilm budget of$9400.00 and the preservation and modernization budget of$57,389.00. No action was taken on Ormsby's requests as all budgets will be reviewed by the budget committees and a recommendation will be made to the full board. Adams County Maintenance Director, Brock Illiff, presented the board with the 2022/2023 budget request for the Adams County Maintenance Department totaling$232,082.40. No action was taken on Illiffs request as all budgets will be reviewed by the budget committees and a recommendation will be made to the full board. Budget preparer,Judy Mignery inquired about the budget for the law library which Fegler Daiss usually prepares. Fegler Daiss stated it was on oversight and she will submit the law library budget as soon as possible. Adams County Surveyor,Tom Krueger, presented the board with the 2022/2023 budget request for the Adams County Surveyor totaling$31,490.00. No action was taken on Krueger's request as all budgets will be reviewed by the budget committees and a recommendation will be made to the full board. Adams County Visitor's Bureau Director,Anjanette Bonham, presented the 2022/2023 budget request for the Adams County Visitor's Bureau totaling$377,418.00. No action was taken on Bonham's request as all budgets will be reviewed by the budget committees and a recommendation will be made to the full board. Bonham also presented two applicants for visitor improvement grants.Applicants were the Crystal Lake Recreation Area requesting$12,500.00 and the Hastings Community Arts Council requesting$8000.00. Both applicants have been approved by the Adams County Visitor's Bureau Board and are now being presented for county board approval. The second chosen sculpture for the project is'Dragon Fly"by artist Alex Slaw.An organic-shape metal sculpture will capture the spirit of nature along the Pioneer spirit trail with the artist's selected location at Lake I Iastings—yet another spotlight on the trail. The Hastings Community Arts Council is actively seeking a third Installation,and the attached budget includes the costs for that piece,once it it secured.Hastings Park and Roc department has agreed to donate the cost of installing the structures as long as the Hastings Community Arts Council can provide fending for the material costs. Region 8 Education Service Center is an Education Service Center which is defined as a "political subdivision"in Texas Education Code 8.009 and falls under the definition of"Unit of State Government"in Chapter 2260 of the Texas Government Code.' Pursuant to Section 791 of the Texas Government Code(The Interlocal Cooperation Act)to increase the efficiency and effectiveness of local governments,Region 8 Education Service Center may enter into an interlocal agreement with any political subdivision or local government of this state or any other state to provide purchasing functions and services.' Vision: TIPS will continue to become the premier purchasing cooperative in North America through the qualifying and procurement of quality vendors and through serving all public entities and qualifying non-profits. Purpose: The purpose of this Agreement shall be to improve procurement process efficiencies and assist in achieving best value for the participating public entities through cooperative purchasing. Duration: This Agreement is effective immediately and shall be in effect for one (1)year and automatically renews for an additional year annually. Role of the Public Entity: • Commit to participate in the program by an authorized signature on membership forms. • Designate and keep current a Primary Contact and Secondary Contact for entity. • Commit to purchase products and services from TIPS Vendors when in the best interest of the entity. • Submit Purchase Orders and/or Vendor Contracts through the TIPS PO System by emailing the pdf document to tipspo@tips-usa.com. • Accept shipments of products ordered from Awarded Vendors. • Process Payments to Awarded Vendors in a timely manner. • Report all TIPS purchases to TIPS through TIPS authorized methods. • Determine when a TIPS purchase is legal and appropriate under Federal,State,and Local law and policy before proceeding with a TIPS purchase. General Provisions: The Parties agree to comply fully with all applicable federal, state, and local statutes, ordinances,rules, and regulations in connection with the programs contemplated under this Agreement. This Agreement is subject to all applicable present and future valid laws governing such programs. No joint agency or joint real property ownership is created by this Agreement. This Agreement shall be governed by the law of the State of Texas and venue shall be in the county in which the administrative offices of RESC 8 are located which is Camp County,Texas. This Agreement contains the entire agreement of the Parties hereto with respect to the matters covered by its terms,and it may not be modified in any manner without the express written consent of the Parties. If any term(s) or provision(s) of this Agreement are held by a court of competent jurisdiction to be invalid, void,or unenforceable,the remainder of the provisions of this Agreement shall remain in full force and effect. The Parties to this Agreement expressly acknowledge and agree that all monies paid pursuant to this Agreement shall be paid from legally appropriated and budgeted available funds for the current fiscal year of each such entity. No Party to this Agreement waives or relinquishes any immunity or defense on behalf of themselves, their directors, officers, employees, and agents as a result of its execution of this Agreement and performance of the functions and obligations described herein.
