Motion by Neumann, seconded by Stromer that this is an open public meeting of the Adams County Board of Commissioners. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson,Curtis, Neumann, Patterson Nays: None Chairman Hogan inquired if there were any conflicts of interest. No conflicts were disclosed. Roll was taken, roll call members present, Michael Stromer-District 1, Glen Larsen—District 2, Lee Hogan- District 3, Harold Johnson—District 4, Dale Curtis- District 5,Chuck Neumann—District 6,Joe Patterson- District 7. Chairman Hogan requested a motion to approve all consent agenda items including: Minutes from the August 2, 2022 meeting, claims to be paid by the county clerk, miscellaneous collections and pooled collateral report submitted by the county treasurer. The Board reserves the right to go into executive session if such session is clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual. Chairman Hogan opened the meeting to receive comments from the public. Sarah Meier with Rembolt Ludke Law office spoke on behalf of her client, Matt Greenquist, regarding the possible closure of Oregon Trail road near her client's home. Meier requested the board consider delaying action for a period of three months, pending research of alternative solutions. The following rural Adams County residents/land owners spoke in opposition of the board moving forward with the possible road/bridge closures on Oregon Trail and Osage roads: • Ernie Johnson • Richard Fredricks • Doug Saathoff(with the Nebraska Soybean Board—advised of possible$10,000.00 in funding) No additional public comments were made and public comment was closed. Chairman Hogan stated due to the number of residents and land owners present, he would move the discussion and action on the proposed road closures on Oregon Trail and Osage up on the agenda. Hogan stated he would like to see action on the proposed closures delayed as Adams County Highway Superintendent, Dawn Miller,was able to arrange a meeting with Burlington Northern Santa Fe Railroad in regards to their responsibility on the two roads in question. Motion by Johnson,to table discussion and action on the proposed closures on Oregon Trail and Osage Roads. Commissioner Patterson questioned the wording on Johnson's motion and requested it be worded to specifically state action would be deferred until after the meeting with Burlington Northern. Johnson withdrew his motion. Motion by Patterson,seconded by Johnson to defer action on the proposed road closures until after the meeting between Adams County and Burlington Northern.
