Motion by Curtis,seconded by Johnson that this is an open public meeting of the Adams County Board of Commissioners. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Curtis, Neumann, Patterson Nays: None Chairman Hogan inquired if there were any conflicts of interest. No conflicts were disclosed. Roll was taken, roll call members present, Michael Stromer-District 1, Glen Larsen—District 2, Lee Hogan- District 3, Harold Johnson—District 4, Dale Curtis- District 5, Chuck Neumann—District 6,Joe Patterson - District 7. Public notice of this meeting, including the public hearing, has been given by publication in the Hastings Tribune and by posting.The agenda was available to the board members and was kept continuously current and posted in the County Clerk's office,the main courthouse lobby and the Adams County website.The following is the agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m.the business day prior to this meeting. Motion by Patterson,seconded by Larsen to approve consent agenda items. George Hasley of 9 Village Dr in Hastings, addressed the board regarding the condition of a property east of Hastings at the Industrial Park East. Hasley stated the property is not maintained by the current owner, Cathcart Rail LLC. Halsey provided handouts and pictures of the property. No additional public comments were made and public comment was closed. Adams County Deputy Attorney, David Bergin, presented the Board with Resolution 2022-10-18.01;for the foreclosure of certain Adams County Tax Sale Certificates. Bergin has reviewed the resolution and is recommending board approval. Motion by Neumann, seconded by Stromer to approve Resolution 2022-10-18.01. Roll Call,Ayes: Stromer, Larsen, Hogan,Johnson, Curtis, Neumann, Patterson Nays: None Commissioner Johnson started discussion on revising the county's vacation and sick leave policy.The personnel committee would like to propose the waiting period to utilize paid leave be reduced to three months, as opposed to six month for sick leave and one year for vacation leave. Clerk Thomas requested the board designate an effective date for the policy change and advised January, 2023 would be the best option. Motion by Johnson, seconded by Patterson to adjust the sick and vacation leave policy to a three month waiting period effective January, 2023. Chairman Hogan requested a motion to moved to the closed session portion of the meeting. Motion by Neumann, seconded by Johnson,to meet in closed session;for the protection of the public interest,to discuss contract negotiations with the Hastings Fire Department regarding costs associated with calls outside of city limits. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Curtis, Neumann, Patterson Nays: None Entered closed session at 9:51 am Motion by Patterson,seconded by Larsen to resume regular session. No action was taken while in closed session and only the contract negotiation with Hastings Fire Department was discussed. Motion by Larsen, seconded by Neumann to meet as a Board of Equalization to review and take action on tax list corrections and to certify 2022 levy rates.
