A regular meeting of the Adams County Board of Commissioners was held with Chairman Lee Hogan
presiding.
Motion by Patterson, seconded by Stromer that this is an open public meeting of the Adams County
Board of Commissioners. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Reams, Neumann, Patterson
Nays: None
The Pledge of Allegiance was performed.
Chairman Hogan inquired if there were any conflicts of interest. No conflicts of interest were stated.
Roll was taken, roll call members present, Michael Stromer—District 1,Glen Larsen—District 2, Lee
Hogan—District 3 Harold Johnson—District 4,Tim Reams- District 5, Chuck Neumann—District 6,Joe
Patterson—District 7.
Public notice of this meeting, including the public hearing, has been given by publication in the Hastings
Tribune and by posting.The agenda was available to the board members and was kept continuously
current and posted in the County Clerk's office,the main courthouse lobby and the Adams County
website.The following is the agenda of items to be heard, no modifications were made to the agenda
after 9:30 a.m.the business day prior to this meeting.

Chairman Hogan requested a motion to approve all consent agenda items which includes minutes from
the February 21, 2023 meeting, claims to be paid by the Adams County Clerk, pooled collateral reports
submitted by the Adams County Treasurer, HRA funding payable to First Concord from the Health Fund
(Fund 1275), and officer reports from the Register of Deeds and the Clerk of the District Court.

Adams County Highway Co-Superintendent, Greg Schmidt, presented the board with Resolution
2023-03-07.01 authorizing the chairman to sign an agreement with the Nebraska Department of
Transportation,that will authorize to use portions of West 2"d Street, Marian Road and US Hwy 6 as a
detour route while making improvements to the Hasting Regional Center Spur Bridge. Schmidt has
reviewed the agreement and is recommending approval.
Motion by Neumann, seconded by Reams to approve Resolution 2023-03-07.01 concurrent with the

TO PERMIT A DETOUR OVER CERTAIN COUNTY ROADS
DURING A CONSTRUCTION PROJECT ON STATE SPUR 01C

BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF ADAMS COUNTY,
NEBRASKA that:
1.WHEREAS,the Nebraska Department of Transportation intends to engage in a construction
project to improve State Spur 01C;and

2.WHEREAS,the Nebraska Department of Transportation has determined that it is necessary to
establish a detour during the construction of the above-described project on certain designated
county roads.
THEREFORE,after consideration by the Adams County Board of Commissioners,it is
determined that it is appropriate for the Chairman of the Adams County Board of Commissioners
to sign AGREEMENT NO.XL2310 with the Nebraska Department of Transportation to permit
the use of certain county roads to be used as a detour during the above-described construction
project and hereby authorizes the Chairman to do so.

parties, and supersedes all proposals,oral or written, and all other communications between the

Adams County Victim Witness Advocate,Jacki Norris, requested the chairman sign the 2023 victim
witness grant application for funds totaling$88,530.00.
Motion by Neumann, seconded by Johnson to approve the chairman signing the grant application as

Commissioner Stromer presented the board with a request for payment to Beckenhauer Construction
for costs related to the Adams County Jail project. Prochaska &Associates have reviewed the request
and is recommending payment to Beckenhauer Construction in the amount of$1,294,914.60.

Commissioner Stromer presented the board with a quote received from Tek84 for a full body scanner
for the Adams County Justice Center. Stromer stated the bidding process was bypassed as the scanner
was determined to be a specialty item.
Clerk Thomas requested the board designate where within the budget the purchase of the scanner as
both the justice center bond funds and ARPA funds had been mentioned.

Adams County Extension Office Director, Ron Seymour and Extension Board President,Jackie Zeckser
presented the annual report of the Adams County Extension Office.
David Bergin presented the board with Resolution 2023-03-07.02. Bergin was directed to draft the
resolution based on a request from Southern Hills to extend hours in which liquor may be sold on
Sundays in areas within the county's jurisdiction.

resolution extend the hours during which the retail sale or dispensing of alcoholic liquor for
consumption on the premises is permitted,within such times as are permitted by statute.
THEREFORE,the retail sale or dispensing of alcoholic liquor for consumption on the premises
within Adams County,Nebraska,in the areas of the jurisdiction of Adams County which are
