Motion by Stromer, seconded by Johnson that this is an open public meeting of the Adams County Board of Commissioners. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Reams, Neumann, Patterson Nays: None Absent: None The Pledge of Allegiance was performed. Chairman Hogan inquired if there were any conflicts of interest with today's agenda. No conflicts of interest were disclosed. Commissioner Neumann nominated Commissioner Lee Hogan for the chairman position Clerk Thomas called twice for additional nominations. No additional nominations were received. With only one nomination received,Clerk Thomas requested a motion that nominations cease and a unanimous ballot be cast for Lee Hogan for the 2024 Adams County Chairman. Such motion was made by Neumann, seconded by Reams. U envy.LIy 406 ' Page Roads Superintendent,Greg Schmidt, presented the results of a speed study conducted on Prairie Lake Road between Marian Road and Southern Hills Drive. - Fc t 4 c OAK CREEK ENGINEERING Adams County Highway Department December 18.2023 415 N Adams Central Ave 1 Juniata,NE 68955 Re: Speed Study—West Prairie Lake Road,from South Southern Hills Drive to South Marian Road (1 mile),Adams County OCE Project#14-C-1 Greg, At your request,we have completed an engineering study of the site conditions at the above referenced location. The study request was made to determine if the speed limit was appropriate for this segment of roadway. Reference documents for this study were the Nebraska Department of Transportation— Roadway Design Manual,2011 Edition and AASHTO,A Policy on Geometric Design of Highways and Streets, 6th Edition(Green Book). Site Disposition This roadway provides access to several residences,is bordered by the local golf course for 1/4 mile of the stretch and has adjacent farmland/grassland. There is currently no posted speed,so 50 mph can be assumed by statue for an unposted,gravel road outside municipal limits. At approximately 0.4 mile east of South Southern Hills Drive,a crest vertical curve exists that does not meet 50 mph design speed for stopping sight distance.Based on the surveyed roadway profile,the curve provides approximately 340 linear feet of stopping sight distance at the controlling location, which equates to a Stopping Sight Distance speed of 40 mph. NE State Statute Reference Nebraska Revised Statute 60-6,190 provides for speed limits to be reduced to a maximum of 35 mph outside of a business or residential district. Recommendation This segment has portions of Residential and Agricultural Zoning.Based on site geometrics,it is recommended to post this segment at a speed limit of 40 mph for stopping sight distance requirements. Posting shall be 40 mph speed limit,beginning 0.2 mile east of South Southern Hills Drive and extending east,terminating 0.5 mile east of South Southem Hills Drive,along West Prairie Lake Road. Page Extensive discussion occurred regarding the recommendation to reduce the speed of a section of Prairie Lake Road to 40 mph. It was suggested the reduction in speed be for the entire mile in which the study was done. Motion by Reams, seconded by Neumann to change the speed limit on Prairie Lake Road between Southern Hills Drive and Marian Road to 40 miles per hour. Intent:Provide Adams County with a current standards resource of a mobile Incident Command Post According to the National Incident Management System(NIMS),and the Incident Command System(ICS),the Incident command post(ICP)is a predesignated temporary fscikry and signifies the physical location of the tactical-level,on-scene incident command and management organization It typically comprises the incident commander and immediate staff and may include other designated incident management officials and responders from federal,state,local,and tribal agencies,as well as private-sector,nongovernmental,and volunteer organizations.
