Motion by Stromer,seconded by Johnson that this is an open public meeting of the Adams County Board of Commissioners. Roll Call,Ayes: Larsen, Hogan,Johnson, Reams, Neumann,Stromer, Patterson Nays: None The Pledge of Allegiance was performed. Chairman Hogan inquired if there were any conflicts of interest with today's agenda. Commissioner Reams stated he had a conflict of interest in regards to the appointment of a new county assessor and he would be abstaining from that vote. Adams County Deputy Clerk, Paula Scheil spoke during public comment regarding the upcoming agenda item of Zelle HR Services, LLC being hired to handle human resource duties for the county.Scheil spoke against hiring Zelle. Adams County Attorney, Donna Fegler Daiss spoke against approving the contract with Zelle HR Services. Adams County Sheriff,John Rust, spoke against approving the contract with Zelle HR Services. Adams County Highway Superintendent,Greg Schmidt, spoke regarding the proposed contract with Zelle HR Solutions.Schmidt stated having HR services was a "step in the right direction" however in house HR would be better. Adams County Clerk, Ramona Thomas, spoke against signing the contract with Zelle HR Solutions. Comments against approving a contract with Zelle included the contract being too vague,Zelle only being a consulting service,county employees and officials wanting HR on site and present every day, and the services not relieving HR duties form the clerk's office. No additional public comments were made and public comment closed. Charles McGraw with RYDE Transit presented Resolution 2024-03-05.01;the annual funding request for RYDE Transit totaling$63,980.00 Motion by Neumann, seconded by Stromer to approve Resolution 2024-03-05.01 as presented by McGraw.
