COURT HOUSE, &STINGS, NEBRASKA. Tuesday, January 6, 1948. 10:00 o'clock A.M. Regular meeting of the Adams County Board of Supervisors met as per recess of December 6, 1947. Jay Goble, Chairman, presiding. Roll call, members present: Bivens, Goble, Harni, Hohlen, James, Sergeant and Snyder. Minutes of last meeting were read and approved. Motion by Hohlen, seconded by Bivens, that we lease the Adams County Farm to Tracy Oelschlager for the term of March lst, 1948 to February 28, 1949. Roll call, Ayes: Bivens, Goble, Harm and Hohlen. Nays: Jaynes, Sergeant and Snyder. Motion carried. Motion by Bivens, seconded by Hohlen, that we appoint Jesse Evans as custodian for the year 1948. Roll call, all voted aye. Motion carried. ;Motion by James, seconded by Harm, that the following Resolutions be adopted: WHEREAS, Lawrence S. Dunmire, guardian of John A. Utecht, incompetent, duly appointed by the County Court of Adams County, Nebraska, has filed with the District Court of Adams County, petition and application for license to sell the following described real estate belonging to said incompetent, to -wit: An undivided 10/258 equitable interest in the South 13 feet of Lot 5, and all of Lots 6 and 7, in Block 12, Moore's Addition to the City of Hastings, Adams County, Nebraska for the purpose of investing the proceeds thereof, alleging that it is for the benefit of said incompetent that the real estate be sold and the proceeds thereof be put out at interest or invested, and WHEREAS, the Board of Supervisors of Adams County, Nebraska, have investigated said matter and approve such sale and deemit for the best interest of said incompetent; NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Adams County, Nebraska, that we deem such proposed sale proper and beneficial to the estate of said incompetent, and approve the same and deem it adviabable. BE IT FURTHER RESOLVED, that a copy of this resolution shall be certified by the County Clerk of said County, to the Judge of the District Court of Adams County, Nebraska. WHEREAS, William S. Arvanette and Floyd H. Arvanette, Guardians of John Arvanette, incompetent, duly appointed by the County Court of Adams County, Nebraska, have filed with the District Court of Adams County, petition and application for license to sell the following described real estate belonging to said incompetent, to -wit: An undivided 12/258 equitable interest in the South 13 feet of Lot 5, and all of Dots 6 and 7, in Block 12, Moore's Addition to the City of Hastings, Adams County, Nebraska for the prupose of investing the proceeds thereof, alleging that it is for the benefit of said incompetent that the real estate be sold and the proceeds thereof be put out at interest or invested, and WHEREAS, the Board of Supervisors of Adams County, Nebraska, have investigated said matter and approve such sale and deem it for the best interests of said incompetent; NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Adams County, Nebraska, that we deem such proposed sale proper and beneficial to the estate of said incompetent, and approve the same and deem it advisable. Statutory meeting of the Adams County board of Supervisors met as per recess of January 6, 1948. Jay Goble, Chairrnai , presiding.. • Roll call, all members present: Bivens, Goble, Harm, Hohlen, Jaynes, Sergeant and Snyder. Motion by Givens, seconded by Harm, that there appears to be no more unfinished business that this Board now adjourn sine die. Roll call, all voted aye. Motion carried. REORGANIZATION OF THE BOARD Roll call, all members present: Bivens, Goble, Harm, Hohlen, James, Sergeant and Snyder. Motion by Snyder, seconded by Hohlen, that Goble be appointed temporary chairman. Roll call, all voted aye. Motion carried. Motion by Harm, seconded by Snyder, that we proceed to take an informal ballot for the election of a permanent chairman. Roll call, all voted aye. Motion carried. The Chairman appointed Sergeant and Snyder as tellers. Motion baa Harm, seconded by Snyder, that an informal ballot was taken with results as follows: Snyder, 1 Goble 4, Bivens 2, Roll call, all voted aye. Motion carried. Motion by Snyder, seconded bySergeaitthat the informal ballot be made formal and Jay Goble, be declared duly appointed Chairman of the Adams County board of Supervisors for the year 1948. Roll call, all voted ayr. Motion carried. Motion by Harm, seconded by Hohlen, that the Hastings Daily Tribune be designated as the County official paper for the year 1948. Roll call, all voted aye. Motion carried. Motion by Snyder, seconded by Bivens, that we consent to the County Treasurer depositing up to 100% of the capitol stock and surplus in any depository banks named, said deposits to be protected by the bonds as required by law. Roll call, all voted aye. Motion carried. Motion by Bivens, seconded by Sergeant, that we approve the following banks as County Depositories: The Hastings National Bank, City National Bank, Adams County Bank, Kenesaw, Roseland State Bank, Roseland; also approve the securities posted by the following banks as securities: The Hastings National Bank, Hastings $350,000.00, City National Bank, Hastings $198,000.00, Roseland State Bank, Roseland $20,000.00, and Adams County Bank, Kenesaw $12,000.00. Roll call, all voted aye. Motion carried. Motion by Sergeant, seconded by Bivens, that we adopt the same wage scale as of 1947 for County Employees. Roll call, all voted aye. Motion carried.. Motion by Harm, seconded by Sergeant, that the petitions of the County Road Employees be placed on file. Roll call, all voted aye. Motion carried. Motion by Snyder, seconded by Sergeant, that the Bridge Employees be paid 75¢ and 800 per hour. Roll call, Ayes: 0 E. Motion by Bivens, seconded by Sergeant, that we appoint Daniel Snyder a member of the Board of Directors of the Hastings Chamber of Commerce. Motion by Snyder, seconded by Hohlen, that the County Clerk be authorized to advertise for bids on 1 -two ton rating Truck, 8:25x20 Front, 9:00x20 dual rear tires and wheels, two speed rear ax101 cab, heater, L.W.B., and heavy Grill Guard and front Chain. Roll call, all voted aye. Motion carried. Motion by Sergeant, seconded by Snyder, that the County offices open from 9.L to 5 P. M. 6 days a week effective February 1, 1948. Jay Goble, Chairman, presiding. Roll call, all members present: Bivens, Goble, Harm, Hohlen, James, Sergeant and Snyder. Motion by Snyder, seconded by Bivens, that we employ Mr. Edw. B. Johnson, as County Engineer at a salary of $3600.00 and transportation or paid mileage, beginning January 19, 1948. Should he resign he is to give 30 days notice and if his services are to be discontinued by the County Board he is to have 30 days notice. Jay Goble, Chairman, presiding. Roll call, members present: Bivens, Goble, Haran, Hohlen, James Minutes of the last meeting were read and approved. Motion by Snyder, seconded by Sergeant that the following Agreement be adopted: This agreement entered into this 6th day of April, 1948, between the County of Adams, State of Nebraska, herein called the County and the Kansas -Nebraska Natural Gas Company, Inc., a Kansas Corporation, herein called the Compan `VHEREAS, the Company is preparing to construct certain natural gas pipe lines within the said County of Adams, for the transmission of natural gas through said County and desires to construct a portion of said pipe lines upon and along the right-of-way of certain public roads within said County of Adams; NOW THEREFORE, for and in consideration of the sum of One Dollar (41.00) to the County paid by the Company, the receipt of which if hereby acknowledged, the County hereby grants to the Company, the right to construct, install, maintain and operate a pipe line for the transmission of natural gas in, under, upon and along the public high- ways situated and described as follows, to -wit; A Public road running North and South on the half Section line of Section 1, Township 7 North, Range 11 West. It is understood and agreed that this instrument shall limit the company to the above ground construction of one pipe line in the grader ditch acmiugummommmtat of the above described road, such construction to be confined to the said grader ditch, except that said pipe line shall be buried at all road crossings and field entrances, to sifficient depth as to in no manner interfere with traffic upon the said road. It is understood and agreed that the Company may lay said pipe line in the grader ditch, but that said roads shall be kept open for traffic. The Company agrees to replace the surface of said roadways and leave same insofar as is practicable in as good condition as existed immediately prior to the installation of said pipe lines. The Company covenants and agrees with the County that it will protect, save harmless and indemnify the County from and against all liability, loss, damage and expense suffered by or imposed by the County by reason of the construct and installation of said pipe line. Regular meeting of the Adams County board of Supervisors met as per recess of June 21,1948. Jay Goble, Chairman, presiding. Roll call, all members present: Bivens, Goble, Harm, kohlen, James, Sergeant and Snyder. Motion by Harm, seconded by Snyder, that we adopt the following Resolution: RESOLUTION WHEREAS, it is desirable that a County Law Library be established for the use of the Judges, County Officials and the general public of Adams County, and WHEREAS, in past years the funds allocated for law books by the County have been expended for the various offices without any unified plan, and said practice has resulted in the duplication of books in the various offices, and WHEREAS, it appears that if a County Law Library were established, and a policy formulated for the purchase and maintenance thereof, contributions would be made thereto by private citizens of Adams County, Nebras*a; NOW, THEREFORE, BE IT RESOLVED by the County board of Supervisors of r'dams County, Nebraska: That a law library be established and known as "Adams County Law Library"; that until a more suitable location is found therefor, that it be located in the northwest corner of the second floor of the Court House; that there be included in the budget for the office of the County Attorney, the suin of +x1300.00 in each year, for five years b beginning in 1948, for the purchase and maintenance of the library. That the library be governed, operated and maintained by a Library Committee of five members as follows: A member of the County Board of Supervisors who shall be appointed by the chairman of said board and who shall be the chair,na of the Committee; the County attorney; the District Judge residing in "dams County; the County Judge; and a member of the "dams County bar association to be selected by the president of the Association; that the Committee shall be charged with making rules governing the use of the library, selecting books therefor, accepting gifts of books from private parties, and adopting plans in reference to the scope and contents of the library; that all orders for books, as aforesaid, be signed by the chairman of the Committee, and all bills for expense in reference to the library be presented for allowance to the County Board of Supervisors.
