HomeMy WebLinkAboutSP03-04-08COURTHOUSE HASTINGS NEBRASKA Tuesday, March 4, 2008 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Saathoff, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous regular meeting were approved as circulated. Orthmann attended the South Central Behavioral Health open house on Assertive Treatment program on the 29th and the Buildings and Grounds Committee meeting this morning. Larson attended an Executive Board meeting at Midland Area Agency on Aging and the Road Committee meeting. On the 21st Neumann attended the dedication at Central Community Colleges new Harlan Building that houses their truck driving school. On the 25th he attended the Hastings Public Schools Town Hall meeting as well as the MAAA meeting. He also had a conference call with Dianne Fowler regarding LB 959; he attended the County Tax Sale yesterday as well as the Planning Commission meeting and the Building and Grounds Committee meeting this morning. Hynes attended the Road Committee meeting this morning. Saathoff also attended the dedication of CCC’s Harlan Building, Truck Driving Center and the Black History Banquet. He also attended a Chamber meeting on the 27th and an HEDC meeting on the 28th. He also attended the County Tax Sale. Kehoe attended the Buildings and Grounds Committee meeting this morning. Maintenance Supervisor Johnson has no emergencies but there are some things that need to be done such as the east & west outside doors. He also toured the new Harlan Building at CCC and attended a Hazardous Incident drill last Saturday at Hastings Utilities. He remarked that the drill was done well. Woodman attended the Road Committee meeting and they reviewed core samples from Marian, Showboat, Assumption and Blaine asphalt roads. There were no public comments. At 9:45 AM Highway Superintendent Miller presented her recommendations for awarding the gravel bids. She recommended that the low bid be awarded in each township. She said she was also asked if a letter of irrevocable trust could be used instead of a bond for the amount of bid. Attorney Perkins said that they could not use that this year. Motion by Saathoff, seconded by Hynes to award bids for gravel to the lowest bidder in each township as follows: Kenesaw at 6.99, Verona at 7.05, Wanda at 7.59 and Juniata at 8.01 to Mid NE Aggregate; Highland at 7.85, West Blue at 7.75, Denver at 8.75 and Blaine at 8.95 to Consolidated; Cottonwood and Roseland at 8.99, Logan at 8.75, Silverlake at 9.05 and Ayr at 9.58 to Mid NE Aggregate; Hanover at 9.49; Little Blue at 9.79 and armor coat at 7.75 to Deweese; Zero at 9.60 to Bladen Sand & Gravel; pit price at 5.00 and stockpile at the county shop at 7.77 from Mid NE Aggregate. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller also asked the Board to approve the appointment of Robert Hansen to the Planning Commission. Motion by Neumann, seconded by Kehoe to appoint Robert Hansen to the Planning Commission to represent Kenesaw Village for a term to expire April 2010. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. She also advised the Board that Alex Eckert was resigning his position on the Board of Adjustments and alternate member, Larry Eckhardt was also resigning his position. She asked if any of the Board members knew of anyone who may be interested in serving on the Board to send a letter of interest to Miller. Neumann and Woodman stated that they appreciated Eckert’s 12 years of service. Dianne Fowler, Executive Director of Midland Area Agency on Aging, presented information to the Board regarding an amendment to LB 959. It seems that the Homestead Exemptions were over budgeted by $7.5 million and AARP Nebraska is asking the Appropriations Committee to pass this over budgeted amount to the Area Agencies on Aging since this money was originally budgeted to assist senior citizens. The Appropriations Committee has allowed an additional $250,000.00 for the Agencies but rightfully the full amount should go to the Agencies and help them to assist the state’s senior citizens and allow them to continue to live in their own homes. She gave the Board members phone numbers to contact their senators and the governor. Clerk Lewis told the Board that Adams County Bank has requested the release of a $200,000.00 custody receipt; however they have not presented a replacement at this time. Motion by Larson, seconded by Orthmann to release custody receipt number 3136F24E5 from Adams County Bank in the amount of $200,000.00. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Lewis also told the Board that with the appointment of Chrys Setlik to the Clerk of District Court position a vacancy was created on the County Grievance Committee. Five county employees had submitted their names in nomination and the employees voted on a member. Dan Furman received the most votes. Motion by Kehoe, seconded by Hynes to appoint Dan Furman to the County Grievance Committee as an alternate member with the term to expire January 2009. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Saathoff told the Board members that he had a discussion with Assessor Diane Hynes last week regarding government owned land that is being rented or leased and has a tax exempt status. She feels that if government subdivisions are receiving rent or payments for this property that the property should no longer be tax exempt. Saathoff stated that she had to send notices of change in tax status by March 1. He told her that he felt that the property should be placed on the tax rolls and notices should be mailed. The governments have 30 days to appeal. The Board recessed at 10:25 and reconvened at 10:30 AM. At 10:30 AM the Board opened bids for county audit. Four bids were received, NE State Auditor of Public Accounts, Tonniges and Associates, Contryman and Associates of Hastings and Dana Cole of Grand Island. The State bid $17,500 with a one, two and three year option. Contryman bid $15,000 for 2008, $16,000 for 2009, $17,000 for 2010 and $4,000 for a single audit. Dana Cole bid $15,800 for 2008, $16,400 for 2009, $17,200 for 2010 and single audit bids for each progressive year at $2200.00, $2300.00 and $2400.00. Tonniges and Associates bid $14,975 and a single audit bid of $2500.00. Motion by Saathoff, seconded by Hynes to award the bid for county audit to the Nebraska Auditor of Public Accounts in the amount of $17,500 for years 2008, 2009 and 2010. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Neumann to approve claims and authorize the County Clerk to pay the same from their respective funds.
