HomeMy WebLinkAboutSP05-06-08COURTHOUSE HASTINGS NEBRASKA Tuesday, May 6, 2008 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Neumann, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous regular meeting were approved as circulated. Orthmann attended the Senior Services Volunteer supper, the retirement for Gary Jacobitz and the Buildings and Grounds committee this morning and the Personnel Committee. Larson attended the Jacobitz retirement, a meeting of the Midlands Area Agency on Aging, an Extension Board meeting, a couple Road Committee meetings and the Personnel Committee met with the officials. Neumann attended a meeting of the South Heartland District Health Board, the MAAA meeting, the Jacobitz retirement, the Planning Commission meeting and a Buildings and Grounds meeting. Hynes attended the special board meeting on the 23rd, the Roads committee meetings and the Jacobitz retirement. Saathoff attended a Chamber of Commerce meeting, an RSVP meeting, a meeting of the Chamber Board, an HEDC meeting, the Jacobitz retirement and the Personnel Committee. Kehoe attended the CASA Spring Fling with about 250 people in attendance. They had a $2500.00 profit. He also attended a CASA budget & planning meeting and a class from Emergency Management on debris removal after an event. The Combined Services Committee will be meeting on the 14th and the Buildings and Grounds Committee met and recommends that Harold purchase a new mower as the zero turning mower is not working properly. He also reported that Harold would be placing signs outside the Board Room prohibiting cell phones. Woodman attended a Leadership Hastings class to explain about county government, the League of Women Voters forum, did a road check of county roads and attended the Jacobitz retirement. Willis Hunt of 616 Madden Road addressed the Board regarding the Marian Road project. He stated that the City has passed a resolution to participate in the repairs of the road and stressed that with rising oil costs it is important to get a signed contract sooner than later. Woodman explained that there is not funding in this year’s fiscal budget for the project but will be looked at after July 1, 2008, the next fiscal year. Jim Graves, NIRMA Board member, presented the Board with a clock in recognition of NIRMA’s 20th anniversary and Adams County’s charter membership since 1988. He stated that Adams County has received a total of $317,378.00 in dividends from NIRMA. NIRMA now has 78 member counties. Neumann expressed his thanks and gratitude to NIRMA for covering the Area Agencies on Aging. The Board discussed advertising for bids for secondary public defender services. The current contract expires in September of this year. Motion by Neumann, seconded by Larson to authorize the County Clerk to advertise for the services of secondary public defender with the bids to be opened at the Board meeting on June 24th. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. John Quirk appeared to request funding for the 2008 Chautauqua to be in Hastings in July. The total cost of the project is about $50,000.00, with about $34,000.00 coming from the state and national humanities groups and about $16,000.00 to be raised locally. They currently have contributions or pledges of just over $14,000.00 and requested $1000.00 from the County. Motion by Saathoff, seconded by Hynes to contribute $1000.00 in funding to the 2008 Chautauqua project to be paid from the Miscellaneous Contingency funds. Motion by Orthmann, seconded by Saathoff to move to Board of Equalization for real estate exemption applications. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:05 AM. The Board discussed when budget hearings would be held and set July 8th and 22nd as the dates for hearings. County Clerk Lewis read a letter from Kaleena Fong of the Adams County Convention and Visitors Bureau requesting the re-appointment of Pat Boyd to their Board. Motion by Orthmann, seconded by Larson to re-appoint Pat Boyd to the ACCVB Board for a 4 year term to begin July 1st, 2008 and expire July 2012. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Loren Uden, Emergency Management Director, discussed the Regional All Hazards Mitigation Plan meeting with the Board and urged their attendance at the meeting to be held on May 15th at the Quality Inn or one of the other meetings in the region. These meetings are to aid in the writing of the Hazardous Mitigation Plan that is being done by Olsson & Associates. Motion by Kehoe, seconded by Neumann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Larson to accept officer’s reports from the Sheriff and Register of Deeds for the month of April. Roll call members present were: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, Attorney Perkins and Assessor Diane Hynes. Hynes presented the application of 1st Church of God for a charitable exemption for the church parsonage at 1914 W 8th St. She recommends disapproval of this application in that this charitable purpose only benefits one person and not many and does not qualify. Motion by Hynes, seconded by Kehoe to support the Assessor’s recommendation to deny the real estate exemption request for the 1st Church of God for property located at 1914 W. 8th St. Roll call, ayes: Kehoe, Hynes, Saathoff and Woodman. Nays: Larson, Neumann and Orthmann. Motion by Kehoe, seconded by Saathoff to approve and authorize the Chairman to sign Tax List Correction number 13421. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Neumann to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 10:15 AM.
