HomeMy WebLinkAboutSP05-20-08COURTHOUSE HASTINGS NEBRASKA Tuesday, May 20, 2008 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Larson, seconded by Kehoe, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous regular meeting were approved as circulated. Orthmann attended the DARE graduation at District 60 on the 7th, a meeting of the Adams County Convention & Visitors Bureau on the 8th, a Buildings and Grounds meeting about VOIP on the 9th, a BID meeting on the 13th, an Adams County Senior Services meeting and a Heartland Pet Connection Board meeting on the 14th, the Zone awards banquet on the 15th, a Personnel Committee meeting on the 19th and a Buildings and Grounds meeting this morning. Larson attended two personnel Committee meetings and two Roads Committee meetings. Neumann attended the DARE graduation at District 60 on the 7th, a Meth Coalition meeting on the 12th and a South Heartland District Health Board meeting in Clay Center on the 14th. He also announced that there is a public meeting of the Meth Coalition at the library tonight and also again at noon tomorrow. Hynes attended a meeting with the Emergency Manager, a Library Board meeting Monday and a Road Committee meeting this morning. Saathoff attended the Zone award banquet, two Personnel Committee meetings and a Senior Action Board meeting. Kehoe received a call from an employee at Gordmans asking if the County could help to keep the store open in Hastings. He will visit with the store manager about a resolution from the Board in support of keeping the Gordmans store in Hastings. He also reported on some happenings with Homeland Security and classes regarding debris removal. The Combined Services meeting was cancelled but has been rescheduled for Wednesday at 8:00 AM and the Buildings and Grounds Committee met this morning about the phone system. Woodman attended the meeting with the Emergency Manager on the 6th, the DARE graduation on the 7th, a Road Committee meting with the NRD on the 14th and the Waste Management Mitigation Plan meeting on the 15th. Dawn Miller, Highway Superintendent, presented information about a resolution stating that the County would be responsible for all culverts forty inches and larger including those on township roads. Motion by Saathoff, seconded by Larson to approve and authorize the Chairman to sign Resolution 08-05-20 making the County responsible for all culverts forty inches and larger including those on township roads. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County clerk’s office. Miller also provided information regarding upcoming Road Dept projects and bids for a new motorgrader to be opened in June. At 10:00 AM Miller presented information on a subdivision case forwarded to the Board from the Planning Commission. Motion by Hynes, seconded by Kehoe to approve case 08-05.1, Duden Acres Subdivision, applicant Orville Duden. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Gary Streeks, representative with Blue Cross Blue Shield presented information to the Board regarding renewal of the County’s current minimum premium funding plan and the full funded PPO plan. Motion by Neumann, seconded by Hynes that the County continue the minimum premium funding plan with Blue Cross Blue Shield for the 2008-2009 fiscal year. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Board recessed at 10:48 AM and reconvened at 10:57 AM. Dawn Miller presented a proposal from JEO for $24,800.00 for the land use and zoning project in Adams County. The project would take about 12 months and the fee could be split into two fiscal years, 2008-2009 and 2009-2010 with a savings of about $4000.00 using the County’s GIS department. Motion by Neumann, seconded by Kehoe to approve the proposal from JEO for the County’s land use and zoning regulation project in the amount of $24,800.00 to begin July 2008 with $12,400.00 to be paid in 2008-2009 and $12,400.00 to be paid in 2009-2010. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, Larson. Larson told the Board that the Personnel committee has met with the officials regarding salary increases for the employees for the next fiscal year. He reported that the officials were requesting 4.5% due to the recent increases in fuel and food prices. Woodman stated that he didn’t think the private sector would see those kinds of salary increases. Larson stated that government employees shouldn’t compare to private sector. County Clerk Lewis stated that the salaries of clerical staff at the County was a lot less than clerical staff in the private sector and other local governments. Hynes stated he had heard that the City is proposing 3.25% for library employees. Motion by Saathoff, seconded by Orthmann to approve a 4% salary increase for county employees other than officials and their deputies effective July 1, 2008. Roll call, ayes: Kehoe, Larson, Neumann, Orthmann and Saathoff. Nays, Woodman and Hynes. Motion by Orthmann, seconded by Hynes to move to Board of Equalization for motor vehicle exemption applications. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 11:25 AM. Motion by Neumann, seconded by Kehoe to table the request from Dee Haussler to remove property from MPH County Industrial Area until June 10, 2008. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Orthmann to approve claims and authorize the County clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Kehoe to approve Miscellaneous Receipts for the month of April in the amount of $1,659,900.94. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Larson, seconded by Orthmann to accept officers reports from the County Clerk for the month of April. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Neumann to move to Executive Session for discussion of TERC litigation and contract negotiations. Returned to regular session at 12:07 PM. The Chairman announced that the only discussion was about TERC litigation and contract negotiations and no actions were taken during closed session. The inspection of the jail was moved to the agenda for June 10, 2008. The Board adjourned at 12:10 PM. Motion by Neumann, seconded by Saathoff to approve motor vehicle exemptions for the following: Catholic Social Services, 2 vehicles; Hastings Catholic Schools, 1 vehicle; YMCA, 1 vehicle; and North Shore Assembly of God Church, 1 vehicle. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Larson, seconded by Saathoff to approve and authorize the Chairman to sign Tax List Corrections numbers 12413 through 13425.
