HomeMy WebLinkAboutSP06-10-08COURTHOUSE HASTINGS NEBRASKA Tuesday, June 10, 2008 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Larson, seconded by Neumann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous regular meeting were approved as circulated. Orthmann attended the Blue Cross/Blue Shield workshop on May 30th, a meeting at The Bridge on June 5th and a Buildings and Grounds committee meeting this morning. Larson attended a Budget Committee meeting on May 20th, a Midland Area Agency on Aging meeting and an Extension Board meeting on June 5th and a Road Committee meeting yesterday. Neumann attended a Budget Committee meeting on May 20th, a South Heartland District Health Dept meeting on May 30th, an MAAA meeting on June 5th and a Building and Grounds meeting this morning. Hynes attended a Region III meeting, the NACO Budget workshop on May 29th, a Combined Services meeting on May 21st and the Road Committee meeting yesterday. Saathoff attended a Chamber Government Affairs meeting on May 21st, Mid Nebraska Individual Services meeting in Kearney, Chamber meeting on May 28th, HEDC meeting on May 29th and the Blue Cross/Blue Shield meeting on May 30th. Kehoe attended the meeting with the Board of The Bridge on June 5th, a CASA meeting a Buildings and Grounds meeting about the phone system and a Buildings and Grounds meeting this morning and a Mutual Aid meeting in Fairfield. Woodman attended the Budget Committee meeting on May 20th, the NACO Budget workshop on May 29th. He also met with Dawn Miller and the engineer on a culvert project last Thursday and the Road Committee meeting yesterday. Larson also reported that Dawn Miller decided to pay the balance owed to Vontz Paving for the Asphalt project out of this year’s budget rather than next year. Saathoff encouraged the Board members to attend the upcoming Drug Court graduation to be held in hastings. During Public Comments, Doug Bruce of 900 Waynoka stated that he is the owner of a property at 295 N Marian Rd and was asking when the Board planned to do repairs to Marian Rd. He asked that he be notified when the repairs take place and to try to maintain an entrance open to his business. Willis Hunt of 616 Madden Rd stated that he had checked with the City Engineer this morning and the City of Hastings is not able to tie in their portion of repairs to Marian Rd when they repair W 2nd St as W 2nd is a federal project and the two cannot be tied together. The opened bids for a 2008 motorgrader at 9:45 AM. Greg Anderson, Asst Highway Superintendent, read the bids. Murphy Tractor bid $102,319.00 and Nebraska Machinery bid $110,991.00. Motion by Saathoff, seconded by Orthmann to table the awarding of the bid for a 2008 motorgrader until the June 24th meeting for review by the Highway Superintendent and Road Committee. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Anderson presented an Interlocal Agreement with Webster County for replacement of a box culvert one mile west of Showboat Blvd on Blue Valley Rd. Motion by Neumann, seconded by Larson to approve and authorize the Chairman to sign the Interlocal Agreement with Webster County for replacement of a box culvert on Blue Valley Rd, one mile west of Showboat Blvd. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Anderson also presented Interlocal Agreements with the townships for maintenance and gravel. Motion by Larson, seconded by Saathoff to approve and authorize the Chairman to sign Interlocal Agreements with all 16 townships for maintenance. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Saathoff to approve and authorize the Chairman to sign Interlocal Agreements with 12 townships, Blaine, Highland, Little Blue and Wanda not participating, for gravel. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Spencer Nelsen of the USDA Fish and Wildlife Service presented his annual report on animal control to the Board and a new contract for services in 2008-2009. The new contract amount is $8778.00, an increase of $218.00. Motion by Saathoff, seconded by Hynes to approve and authorize the Chairman to sign the new contract with USDA Fish & s Wildlife Services for animal control in the amount of $8778.00 for 2008-2009. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Larson left at 10:30 Am and returned at 10:35 AM. Dee Haussler, Hastings Economic Development Director, informed the Board about land that was being removed from the County Industrial Area at Motor Park Hastings, LLC. The property being removed will be used for a clubhouse. The City Council approved the removal at their meeting on Monday evening. There is no action required by the Board. Haussler also brought the Board up to date on new developments at Industrial park North. George Anderson, owner of Motor Park Hastings, brought the Board up to date on the improvements at the race track and plans for future development. The Board recessed at 10:45 AM and reconvened at 10:50 AM Coleen Sedlacek, Director of Adams County Senior Services, presented information regarding the United Way funding that had been received for the public transportation. She reported that United Way had funded her request at 100% for $15,000.00. This makes her local match request for this budget year from Adams County at $35,964.00. Sedlacek also presented a contract with Action Cab to provide rides in Hastings when the handibus is not available. She stated that the price per ticket was increasing by $1.00, however the Senior Services will absorb that increase with their in kind services, rather than increase the ticket cost to individuals using the service. Motion by Neumann, seconded by Orthmann to approve and authorize the Chairman to sign the agreement with Action Cab to provide taxi services in the Hastings area when the handibuses are not available. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Neumann to approve and authorize the Chairman to sign the Agreement for Purchase of Services for funding by the federal government for the taxi service. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. There was a discussion by the Board with Sedlacek regarding a letter from NIRMA and the insuring of the handibuses. NIRMA suggests that the handibuses should be owned by the Senior Services who operates them or that should be leased to the Senior Services. In either way, Senior Services should be providing the insurance coverage. Sedlacek stated that she understood NIRMA’s position but feels that their timing is wrong as she has had to submit her budget request to the State Roads Dept for approval in April. She stated that this is something she could work on for next year’s budget. She mentioned that perhaps now is the time to start thinking about a regional transit authority. Motion by Orthmann, seconded by Kehoe to continue insurance coverage for the handibuses through NIRMA to give Adams County Senior Services the time and opportunity to research insurance coverage for next year’s budget purposes.  Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Loren Uden, Emergency Manager, gave an update on the storm damages in Adams County and reported that FEMA was at his office this morning and currently touring the county roads. He has a Declaration of emergency for the Chairman to sign. Orthmann left at 11:30 AM. Neumann told the Board that he had asked for the discussion about BOE and Planning workshops. He thought perhaps the Board would need to meet in a workshop to discuss the process for scheduling and hearing property protests if our current procedures are revised. He also would like to see a workshop in the future for planning of the County’s need for a one year and five year period. Kehoe asked for a discussion regarding land values and how the information was collected and the new values determined. He says he has seen conflicting information regarding the amount of increase and he would like an explanation since he has constituents asking him for an explanation. There was a brief discussion of setting new levies for the subdivisions that fall within the county levy but the discussion was to be continued after lunch. Motion by Saathoff, seconded by Larson to cancel duplicate, voided and outstanding checks from September 4, 2007 to April 15, 2008, written on the County Imprest Fund with the stipulation that claims may be submitted for payment upon request of any of the vendors. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Saathoff and Woodman. Nays, none. Orthmann, absent. Motion by Neumann, seconded by Saathoff to authorize the Chairman to sign the contract with JEO for land use review for planning purposes. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Saathoff and Woodman. Nays, none. Orthmann, absent. The Board recessed at 12 Noon and reconvened at 1:15 PM. The Board made their quarterly jail inspection tour. The Board resumed their discussion of setting levies for the subdivisions. The discussion centered around the levy for the Ag Society and their ability to have the full county value for levy purposes versus the townships and fire districts having only the value of their subdivision for determining their levy. Motion by Saathoff, seconded by Hynes to set the levy for 2008-2009 for the Ag Society at .025. Roll call, ayes: Hynes, Saathoff and Woodman. Nays, Kehoe, Larson and Neumann. Orthmann, absent. Motion by Larson, seconded by Neumann to leave the levies for the subdivisions under the county levy as they are currently set. Roll call, ayes: Kehoe, Larson, Neumann. Nays, Hynes, Saathoff and Woodman. Orthmann, absent It was decided that since both motions ended in tie votes the discussion would be continued at the June 24, 2008 Board meeting.. Motion by Neumann, seconded by Larson to move to Board of Equalization for Tax List Corrections. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Saathoff and Woodman. Nays, none. Orthmann, absent.
