HomeMy WebLinkAboutSP06-24-08COURTHOUSE HASTINGS NEBRASKA Tuesday, June 24, 2008 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Neumann, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous regular meeting were approved as circulated. Saathoff attended a meeting of RSVP Senior Action on June 16th, A Governmental Affairs meeting on the 18th, Drug Court graduation on the 20th and heard property valuation protests on the 23rd. Hynes attended the Roads Committee meeting this morning and looked at the proposed new motorgraders on the 12th. Neumann attended a NACO seminar June 12th, Cottonwood Festival on the 15th, a meeting in the Assessor’s office on the 17th and heard property valuation protests with Saathoff on the 23rd. Larson looked at the new proposed motorgraders on the 12th and attended the Road Committee meeting this morning. Orthmann looked at the motorgraders on June 12th and attended an AARP meeting with Coleen Sedlacek, Senior Services Director looking for funding for insurance for the handibuses. Woodman attended the NACO seminar on June 12th, looked at the motorgraders, attended the meeting in the Assessor’s office on the 17th, viewed a road project with Dawn Miller and Mike Onnen on the 23rd and attended the Roads Committee meeting this morning. Loren Uden, Emergency Management Director, discussed a Memo of Understanding with Mary Lanning Memorial Hospital for Emergency management assistance in times o f disaster. Motion by Saathoff, seconded by Hynes to approve and authorize the Chairman to sign the Memo of Understanding with Mary Lanning Memorial Hospital for emergency management assistance in times of disaster. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Larson to move to Executive Session for personnel matters. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 9:45 AM. Motion by Kehoe, seconded by Larson to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 10:04 AM at which time the Chairman announced that the only discussion in Executive Session was about personnel and no action was taken. There were no bids for Secondary Public Defender received. It was discussed to re-advertise and send notice of seeking bids to all the attorneys in the county. Motion by Kehoe, seconded by Orthmann to re-advertise for bids for the services of Secondary Public Defenders with bids to be received by 5:00 PM on Monday, July 21, 2008 and the bid opening to be on Tuesday, July 22, 2008 and Attorney Perkins will send notice to all attorneys in the County that Adams County is seeking bids. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Orthmann to move to Board of Equalization for Tax List Corrections and motor vehicle exemption applications. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:09 AM Dawn Miller, Highway Superintendent, presented information to the Board on the bids received for a 2008 motorgrader. Motion by Hynes, seconded by Larson to award the bid for a 2008 motorgrader to Nebraska Machinery for a model Caterpillar 140 M in the amount of $110,991.00 over the bid for the John Deere 770 because of the reported fuel savings of the Caterpillar and the higher trade-in value. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. County Clerk Lewis reported that some budgets in the County’s general fund had exceeded their budgeted expenditures and asked the Board to pass a Resolution to transfer funds from the Miscellaneous budget Contingencies and Deficiencies to balance those budgets. Motion by Kehoe, seconded by Saathoff to approve and authorize the Chairman to sign Resolution 08-06-24 transferring funds to the following budgets: County Board, $3,686.54; County Court, $10,479.04; Public Defender, $26,418.57; County Attorney, $1,582.69; Communications Center, $469.57; and Day Care, $1,295.44 Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Miller presented a certificate for signing stating no right of way needs to be purchased for the installation of the safety signs the Board approved February 5, 2008. Motion by Kehoe, seconded by Saathoff to authorize the Chairman to sign the Right of Way Certificate for installation of safety signage, project HRRR – STWD (084). Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Board continued a discussion of setting levies for subdivisions that fall within the county levy. The previous discussion was held at the June 10, 2008 meeting and all motions made and voted on ended in tie votes. The discussion centered on the levy amount set for the Adams County Agricultural Society. Board members felt that with the increase in county valuation that the levy for the Ag Society could be set lower and would not reduce the amount of their budget request from previous years. No one from the Ag Society was at the meeting to give information to the Board regarding their future plans. Motion by Saathoff, seconded by Neumann to set the levy for the Adams County Agricultural Society at >025 for fiscal year 2008-2009. Roll call, ayes: Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, Kehoe. Motion by Neumann, seconded by Larson to approve the rest of the levies subject to the county levy as were previously set, Townships, .020; Library, .015; Fire Districts, .045 and Interlocal Agreements .020. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Neumann told the Board that he had asked the Clerk to research whether or not widows and widowers of county employees could remain on the County’s health insurance. Information received from NACO indicates that this would be possible if the County Board passes a resolution to that affect. The Board instructed the Clerk and Attorney to bring a resolution back to the Board for consideration. Motion by Kehoe, seconded by Hynes to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Roll call members present were: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, Attorney Perkins and Deanna Thaut representing the County Treasurer. Motion by Saathoff, seconded by Larson to approve and authorize the Chairman to sign Tax List Corrections number 13427 through 13444. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to approve motor vehicle exemptions for First United Methodist Church for a 2008 Equinox, Hastings Catholic Schools for a 1989 Thomas bus, North Shore Assembly of God church for a 1998 GMC bus, Midland Area Agency on Aging for a 2007 Ford sedan, Mary Lanning Memorial Hospital for a 2007 Ford Taurus, and Evangelical Free Church for a 2007 Ford van.
