HomeMy WebLinkAboutSP08-19-08COURTHOUSE HASTINGS NEBRASKA Tuesday, August 19, 2008 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Neumann, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous regular meeting were approved with correction. The amount of money owed by Adams County to the CRA should read as $20,000.00, not 420,000.00. Kehoe attended two CASA meetings and the Buildings & Grounds Committee met to discuss taking bids for replacement of boilers at the Courthouse. Saathoff attended a Senior Action Board meeting yesterday. The Hastings office is taking on the Foster Grandparent program. Hynes attended the Roads Committee meeting this morning. Neumann attended a Budget Committee meeting with the County Attorney on the 12th and a meeting of the South Heartland District Health Board and Midland Area Agency on Aging on the 14th. Larson attended the MAAA meeting on the 14th and the Budget Committee meeting on the 12th and the Roads Committee meeting this morning. Orthmann attended the NIRMA Self Defense seminar on the 7th and 8th, a meeting of the South Central Economic Development District on the 12th, a Senior Services meeting on the 13th as well as a meeting of Heartland Pet Connection, a meeting of Adams County Convention and Visitors Bureau on the 14th and a BID meeting this morning. Woodman attended the Budget Committee meeting on the 12th and the Roads Committee meeting this morning. County Attorney Daiss presented the final draft of the Victim Witness grant for approval by the Board. Motion by Larson, seconded by Kehoe to approve and authorize the Chairman to sign the final draft of the Victim Witness Grant for 2008-2009. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. At 10:00 AM the Board held a public hearing for a Conditional Use Permit, case 08-08.1. Dawn Miller, Planning Administrator, presented information from the Planning Commission. Applicant, Roger Soucek, addressed the Board regarding his application and request to allow third house in a quarter mile. Motion by Saathoff, seconded by Larson to approve the Conditional Use Permit application of Roger and Mary Soucek for a third dwelling in a quarter mile with the same stipulation as the Planning Commissioner that the Souceks not subdivide their property again. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Hynes to approve R Land Inc Subdivision #1, case 08-07.3, applicant Robert Wallace. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Larson to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Hynes to accept Miscellaneous Receipts fro the month of July in the amount of $883,314.69. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Kehoe to approve officers reports for the month of July from the Register of Deeds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Julia Moeller handed out information to the Board regarding the proposed 2008-2009 county budget. She asked that if the Board had no changes they authorize her to publish the budget proposal and set the public hearing time and date. Motion by Saathoff, seconded by Hynes to authorize Julia Moeller to publish the proposed 2008-2009 budget hearing for Tuesday, September 2, 2008 at 10:30 AM. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Larson, seconded by Orthmann to move to Executive Session for discussion of litigation regarding the CRA. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 11:00 AM. Motion by Saathoff, seconded by Kehoe to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 11:20 AM. The Chairman stated that the only discussion in Executive Session was regarding the CRA. Motion by Kehoe, seconded by Saathoff to approve delaying payment of the refund of taxes to the CRA on the Crosier Park property due to subsequent developments. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none. The Board adjourned at 11:30 AM.
