HomeMy WebLinkAboutSP09-02-08 (2)COURTHOUSE HASTINGS NEBRASKA Tuesday, September 2, 2008 CORRECTED MINUTES A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Orthmann, seconded by Neumann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous regular meeting were approved with correction. Orthmann attended a meeting of the South Central Economic Development District on the 20th at Kearney, the Board of Adjustment workshop on the 25th and the Buildings and Grounds meeting this morning. Larson attended the Board of Adjustment workshop and the Roads Committee meeting this morning. Neumann attended a meeting of the South Heartland District Health Board on the 18th and toured a property they are considering to purchase. He also attended a meeting of the Budget Committee on the 18th, the Board of Adjustment meeting on the 25th and the Buildings and Grounds Committee meeting this morning. Hynes attended the monthly meeting with the Emergency Management director on the 19th, the Board of Adjustment workshop and the public hearing after the workshop, an LEPC meeting on the 27th and the Road Committee meeting this morning. Saathoff attended the dedication of the new Middle School on the 24th, the Board of Adjustment workshop on the 25th and a Chamber meeting and HEDC meeting on the 27th. Kehoe attended the Board of Adjustment workshop, a CASA fund raiser, a meeting with the Emergency Management director and a Buildings and Grounds Committee meeting this morning. Woodman attended the meeting with the Emergency Management director, the Budget Committee meeting with the auditor, the Board of Adjustment workshop and the Roads Committee meeting. County Clerk Lewis reported that she had received a new lease agreement from DHHS for the space their department occupies at the Adams County Office Building. The lease will begin December 1, 2008 and run through November 30, 2009 for the same amount of $5687.07 per month. Motion by Kehoe, seconded by Saathoff to approve and authorize the Chairman to sign the lease with Dept of Health & Human Services for office space at the ACOB. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Board reviewed the inventories received from the departments within the County. Motion by Saathoff, seconded by Hynes to accept the inventories for 2008 from the County departments as presented. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman brought forward a discussion about the method that Roll Call is taken on the motions made by the Board members. Woodman asked for suggestions from the other Board members about ways to change the order of the roll call. It was suggested that perhaps the Board should consider electronic voting. Orthmann stated that he had explored that option and the cost s associated with it but that was a while ago. He will revisit the matter and bring more information to the Board. Motion by Saathoff, seconded by Kehoe to move to Board of Equalization to hear an appeal of homestead rejection and motor vehicle exemption applications. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Dee Haussler, HEDC director appeared to update the Board on the business of HEDC and also to inquire if HEDC’s request for funding was included in this year’s budget proposal. County Clerk Lewis looked at the proposed budget and reported that the funding was included. The Board proceeded to open bids received for purchase and installation of new boilers for the Courthouse. Maintenance Supervisor Harold Johnson opened and read the bids received. Rutt’s Heating and Air Conditioning presented a bid of $71,250.00 and Johnson Controls submitted a bid of $74,974.00. Kehoe asked the Board to defer awarding of the bids until later in the meeting so Johnson and the Buildings and Grounds Committee could review the bids and make a recommendation to the Board. Motion by Larson, seconded by Kehoe to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. County Clerk Lewis read a proposed resolution to the Board that transfers money from the Courthouse Bond Fund to the General Fund. Motion by Saathoff, seconded by Orthmann to approve and authorize the Chairman to sign Resolution 08-09-02. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. The Board recessed at 10:25 AM and reconvened at 10:30 AM. At 10:30 AM the Board held a public hearing for the proposed 2008-2009 County budget. The Chairman opened the hearing and asked for those wishing to speak to come forward. No one appeared and the Chairman closed the hearing. Motion by Neumann, seconded by Larson to approve the 2008-2009 Adams County budget as presented. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Kehoe to move to Executive Session fro personnel matters. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 10:35 AM. Motion by Kehoe, seconded by Saathoff to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. The Chairman announced that the only discussion in Executive Session was about personnel and no action was taken. Returned to regular session at 10:57 The Board recessed at 11:00 AM for the Buildings and Grounds Committee to review the bids for the boilers and reconvened at 11:10 AM. The Buildings and Grounds Committee recommended the Board accept the Bid submitted by Rutt’s Heating and Air Conditioning as it met all the requirements of the bid specifications such as asbestos removal. Motion by Kehoe, seconded by Neumann to award the bid for boilers for the Courthouse to Rutt’s Heating and Air conditioning in the amount of $71, 250.00 as it was the low bid as well as a complete bid for meeting all requirements of the bid specifications. Board of Supervisors met as a Board of Equalization for the purpose of hearing an appeal of a homestead rejection and motor vehicle exemption applications with Chairman Woodman presiding. Roll call, members present were: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, Attorney Fegler, Assessor Hynes, Dee Thaut representing the Treasurer and Michael J. Quintard of 1110 W 7th St. Mr. Quintard addressed the Board on behalf of his Mother, Nancy Quintard, whose homestead exemption was denied by the Assessor because it was not filed prior to the deadline of June 30th. Mr. Quintard indicated that it was his fault the application was not filed on time but due to illnesses in his family he simply had forgotten to do it. Assessor Hynes with the advice of Attorney Fegler, told the Board they had the ability to extend the deadline period to July 20th if they chose to. Motion by Saathoff, seconded by Neumann to grant the extension of the filing deadline to July 20th for Nancy Quintard and to approve her homestead application. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Hynes to approve and authorize the Chairman to sign Tax List Corrections 13459 through 13465. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff abstained based on a relationship with one of the property owners. Dee Thaut presented applications to the Board for motor vehicle exemptions approved by the Deputy Treasurer, Bev Davis. Motion by Kehoe, seconded by Orthmann to approve motor vehicle exemption applications for Hastings College for 4 vehicles and Hastings Catholic Schools for 1 vehicle. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Larson to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Returned to regular session at 10:12 AM. This Board is adjourned.
