HomeMy WebLinkAboutSP11-18-08COURTHOUSE HASTINGS NEBRASKA Tuesday, November 18, 2008 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Neumann, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Kehoe attended a regular CASA meeting and a special CASA committee meeting about truancy. They ar brainstorming for a solution. He also attended a meeting with the Emergency Manager. They have a concern about the state holding federal grant money and not releasing it timely. He reminded the Board members of the Combined City/County meeting Wednesday morning. Saathoff attended a Senior Action meeting on Monday. Hynes attended the workshop on the Comprehensive Land Use plan and the Chamber Ag Appreciation Barbeque. This afternoon he will be attending a retirement reception for Norma Spady, director of Hastings Area Council on Alcoholism. Neumann attended a meeting of South Heartland District Health Dept in Red Cloud on the 12th, the Planning Commission workshop on Land Use, the Ag Barbeque, the Midland Area Agency on Aging open house and the Ron Gardner Meth Coalition meeting. Larson attended the MAAA open house. Orthmann attended a Senior Services meeting, a Heartland Pet Connection board meeting, an Adams County Convention and Visitors Bureau meeting the MAAA open house and a video conference on public transportation. Woodman attended the Emergency Management meeting, the MAAA open house, the Ag Barbeque and a Road Committee meeting. During the public comment period Butch Hughes of 4135 E Hadco Rd informed the Board that the Recall Committee will not turn in the petitions for verification too soon so a recall election may not have to be called. He urged the Board to start the process to look for replacement candidates for the Treasurer. Dawn Miller, Highway Superintendent, reviewed the bid for a box culvert project on the Adams/Webster County line. Through negotiations she was able to get the bid for dirt reduced by $3000.00. The cost to Adams County would be $59,301.43. She felt the low bid from TCW would be the best bid they could get. Motion by Larson, seconded by Saathoff to award the box culvert project on the Adams/Webster County line to TCW at a bid of $118,602.85 with the costs to be shared 50/50 with Webster County. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. At 10:00 AM the Board held a public hearing to make a policy regarding the expenditures of county funds for recognition of county employees. Attorney Daiss gave an overview of policies from other counties ranging with expenditures of $75.00 for recognition gifts to $300.00 for reception costs. No one appeared to address the matter and the hearing was closed. Length of employment was discussed with Larson suggesting 10 years and other Board members suggesting 15 years. Motion by Neumann seconded by Saathoff to approve expenditures for recognition of county employees and elected officials who have at least 15 years of service with Adams County with such recognition function open to all county employees for a maximum of $300.00, with the inclusion of statutory language regarding employee recognition. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, Larson. Loren Uden, Emergency Management Director, presented a Resolution to the Board for the approval of updates to the Adams County Local Emergency Operating Plan. Motion by Hynes, seconded by Kehoe to approve and authorize the Chairman to sign Resolution 08-11-18.1 updating the Adams County Local Emergency Operating Plan. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete resolution on file in the County Clerk’s office. Dan Swartzkopf of the Krull Agecny, presented information to the Board regarding Blue Cross/Blue Shield insurance and the use of Mid-American Benefits Inc as a third party administrator of the medical deductible if the County changes their current health insurance plan from a $500.00 to $1500.00 deductible and the savings the County could realize by making this change. Motion by Saathoff, seconded by Larson to approve moving the County Blue Cross/Blue Shield health insurance plan to a $1500.00 deductible effective January 1, 2009 with Mid American Benefits Inc as the administrator of the Health Reimbursement Account. Roll call, ayes: Kehoe, Larson, Orthmann, Saathoff and Woodman. Nays, Neumann and Hynes. The Board took a recess at 11:05 AM and reconvened at 11:15 AM. Neumann brought forth a discussion of the Board using work sessions. He stated that he would like to see work sessions for such things as the discussion just had about the health insurance or other matters that require significant information prior to a Board decision.. He thought having work sessions the officials and department heads prior to budget time would be helpful. He asked the other Board members to give the matter some thought and ant input of ideas they may have on the matter. County Clerk Lewis read a Resolution into the record approving a recommitment to NIRMA and NIRMA II until 2012. Motion by Neumann, seconded by Kehoe to approve and authorize the Chairman to sign Resolution 08-11-18.2 for a recommitment to NIRMA and NIRMA II until 2012. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete resolution on file in the County Clerk’s office. Motion by Neumann, seconded by Kehoe to approve the amended Inlerlocal Agreements with NIRMA and NIRMA II. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff an Woodman. Nays, none. Dawn Miller, Highway Superintendent, updated the Board on the damages to the County from the storms on Memorial Day weekend and the FEMA payments the County will be receiving. She also updated the Board on the bridge closings. Kehoe told the Board that they have received two local bids for an electronic voting machine for the Board Room. He recommended accepting the low bid from Protex Central for a 7 station board in the amount of $4695.00. Motion by Kehoe, seconded by Neumann to award the bid for an electronic voting machine for the Board Room to Protex Central in the amount of $4695.00. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann and Woodman. Nays, Saathoff. Motion by Saathoff, seconded by Orthmann to approve claims and authorize the County Clerk to pay the same from their respective funds. Motion by Kehoe, seconded by Larson to approve Miscellaneous Receipts fount r the month of October in the amount $604,673.98. Motion by Hynes, seconded by Kehoe to accept officers reports for the month of October from the Register of Deeds, County Clerk & District Court Clerk.
