HomeMy WebLinkAboutSP11-10-08COURTHOUSE HASTINGS NEBRASKA Tuesday, November 10, 2008 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Orthmann, seconded by Larson, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous regular meeting were approved as circulated. Kehoe attended the Emergency Management training exercise held last week for the small communities. The Buildings Committee is looking at a site at the Roads Dept for a new building and they also toured the installation of the new boilers. Saathoff attended a Chamber Board meeting on the 23rd and an HEDC meeting. He also attended a Drug Court graduation last Friday in Holdrege. Hynes attended a Road Committee meeting last Thursday as well as a couple hiring sessions for the new library director and a Region III meeting. Neumann attended the Sheriffs auction of properties for tax foreclosures. He also attended the Planning Commission meeting on November 3rd. He met with the Buildings and Grounds Committee this morning and they discussed the electronic voting board. They have received two bids and Harold Johnson is checking on a question regarding installation on one of the bids. He also attended the Midland Area Agency on Aging meeting last Thursday. Larson also attended the Sheriff’s auction, the MAAA meeting, the Road Committee meeting and the Extension Board meeting and the Veterans Parade on Nov 1st. Orthmann attended the Adams County Senior Services meeting and the court hearing for Michelan parr. He also attended the Emergency Management training exercise on Nov 3rd and a goal setting retreat for Adams County Convention and Visitors Bureau. He attended the arraignment of Julia Moeller on Nov 6th, the Veterans Parade and a Buildings and Grounds meeting this morning. Woodman attended the Road Committee meeting last Thursday. During the public comments portion of the Agenda, Butch Hughes of 4135 E Hadco Rd, Hastings addressed the Board regarding the plans to continue with the recall petition for Julia Moeller even though the paper reported that she planned to submit her notice of retirement to the Board at today’s meeting. Ron Seymour, County Extension Agent introduced Beth Maricle as the new county agent for the youth and 4-H programs. He also informed the Board of Susie Brown’s retirement function at the County Fairgrounds on January 15th and told the Board that the University is already looking fo9r a replacement for Brown. He also reminded the Board of the Chamber Ag Appreciation banquet to be held at the Fairgrounds on the 13th and urged the members to attend. Joyce Mangers and Rich Cartier of the City Planning Dept presented a plat to the Board for Dickenson Acres Subdivision and asked the Board to accept dedication of streets and easements. Motion by Kehoe, seconded by Neumann to accept dedication of streets and easements in Dickenson Acres Subdivision. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Hynes to move to Board of Equalization for motor vehicle exemptions, Tax List Corrections and discussion of the Imperial mall property. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Moved to Board of Equalization at 10:05 AM. Donna Daiss, attorney, asked the Board approval of a request by Probation for STOP funds to be used for work books for probationers. This is a one time request with future books to be paid by the probationers. Motion by Hynes, seconded by Neumann to approve Probation’s request for STOP funds in the amount of $800.00. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Greg Anderson, Asst. Highway Superintendent, presented information to the Board regarding bids for a box culvert on the Adams/Webster County line with the costs to be shared by both counties. They are currently in negotiations with the land owner and the bids will be reviewed and possibly awarded at the Board meeting on November 18, 2008. Motion by Neumann, seconded by Larson to approve appointment of Henry Wilson to the Planning Commission for a 3 year term to expire November 24, 2011 Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Neumann to approve claims except one payable to the Adams County Treasurer for reimbursement for expenses for a retirement party and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Hynes to move to Executive Session for discussion of a county burial request. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 10:55 AM. Motion by Neumann, seconded by Orthmann to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 11:00 AM. The Chairman announced that the only thing discussed in executive session was a request for county burial assistance. Roll call members present were Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were Attorney Daiss, County Clerk Lewis, Assessor Hynes, Appraiser Kuhn and Dee Thaut representing the Treasurer. Motion by Neumann, seconded by Saathoff to approve motor vehicle exemption applications for Goodwill Industries and North Shore Assembly of God Church. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none.
