HomeMy WebLinkAboutSP02-17-09COURTHOUSE HASTINGS NEBRASKA Tuesday, February 17, 2009 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Neumann, Hynes Orthmann, Saathoff and Woodman. Larson was absent Motion by Neumann, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Larson, absent. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as posted. Orthmann attended the NIRMA annual meeting in Kearney on February 11th and the NACO County Board workshop also in Kearney on the 12th. He also attended a meeting of Adams County Senior Services on February 4th and Heartland Pet Connection fund raiser on the 7th and a Buildings and Grounds Committee meeting this morning. Neumann attended the meeting of Adams County Senior Services on the 4th, a Midland Area Agency on Aging Board meeting on the 5th, a South Heartland Health Dept meeting on the 6th The Heartland Pet Connection fund raiser on the 7th, a Meth Coalition meeting on the 9th, the NIRMA annual meeting on the 11th as well as a meeting of Hastings Utilities on well head protection areas and the Buildings and Grounds meeting this morning. Hynes attended a Road Committee meeting near Pauline on the 6th, a library board meeting on the 9th, the NIRMA annual meeting and the Hastings Utilities meeting on the 11th and the NACO County Board workshop on the 12th . Saathoff attended a Senior Action meeting on the 16th. Kehoe attended the Buildings and Grounds meeting this morning, the NIRMA meeting on the 11th, the NACO meeting on the 12th and a CASA meeting. Woodman attended the Road Committee meeting on the 6th, the NIRMA meeting on the 11th and the NACO meeting on the 12th. He also told the Board that he had erred on the side of safety and closed the Courthouse on Friday afternoon due to the predicted heavy snow. There were no comments from the public. At 9:45 the Board opened bids for gravel for 2009. Dawn Miller, Highway Superintendent opened and read the bids received from 5 suppliers. Motion by Neumann, seconded by Hynes to accept the lowest bids for township gravel at per cubic yard prices and all three bids for gravel at pit price as follows: Mid NE Aggregate, Kenesaw, 7.38; Verona, 7.42; Wanda, 8.06;Juniata 8.52; Highland, 8.06; Cottonwood, 9.58; Roseland, 9.58; Silver Lake, 9.99; Ayr, 9.99; Consolidated, West Blue 9.25; Denver. 9.80; Blaine, 9.80; Deweese Sand & Gravel, Hanover, 9.89; Zero, 9.90 ; Little Blue, 9.99 and asphalt aggregate at 8.45 with the pit price bids as Bruner, 6.41; Deweese, 7.00 and Lilley at 5.50; and Mid NE Aggregate for the Stockpile bid of *.00. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Larson, absent. At 10:00 AM the Board held a public hearing for the One and Six Year County Road Plan. The Chairman declared the hearing open and asked those wishing to speak to step forward. Dawn Miller, Highway Superintendent, reviewed the plan. No one else appeared and the hearing was closed. Motion by Hynes, seconded by Kehoe that we approve and place on file the One and Six Year Road Plan as presented by Dawn Miller, Highway Superintendent, and authorize the Chairman to sign. Roll call, ayes: Kehoe, Neumann, hynes, Orthmann, Saathoff and Woodman. Nays, none. Larson, absent. At 10:15 the Board opened sealed bids received for the sale of the 1973 Jeep C5 with attached snow plow. There were 23 bids received ranging from a low of $455.00 to the high bid of $6001.00. Motion by Saathoff, seconded by Orthmann to award the sale of the 1973 Jeep CJ5 with attached snowplow to the high bidder, Carl Groenewold, in the amount of $6001.00. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Larson, absent. Ed Butler, Business Manager, and Karen Lueck, CFO, of RYDE of Kearney presented information to the Board about assuming the operation of the Adams County Public Transportation program. The Board will discuss the matter further and possibly make a decision at the March 3rd Board meeting. Dawn Miller presented two resolutions dealing with setting weight limits on county roads beginning March 1st. Motion by Neumann, seconded by Saathoff to approve and authorize the Chairman to sign Resolutions 09-02-17.1 and 09-02-17.2 setting weight limits on Adams County Roads beginning March 1st. Roll call, ayes, Kehoe, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Larson, absent. Complete resolutions on file in the county clerk’s office. County Clerk Lewis presented a bid from Spencer Fane Britt and Brown to update the county employee handbook in the amount of $2500.00 with changes in policy in the amount of $120 per hour for a paralegal and $230 per hour for the attorney. Motion by Saathoff, seconded by Orthmann to accept the bid for updating the county employee handbook by Spencer Fane Brit and Brown not to exceed $3500.00 to $4000.00. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Larson, absent Saathoff left at 11:30 AM. Motion by Kehoe, seconded by Hynes to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann and Woodman. Larson and Saathoff, absent. Saathoff returned at 11:35 AM. Motion by Saathoff, seconded by Orthmann to accept Miscellaneous Receipts for the month of December in the amount of $1,566,687.50. Roll call, ayes: Kehoe, Neumann, Orthmann, Saathoff and Woodman. Nays, none. Larson, absent. Motion by Hynes, seconded by Orthmann to accept officers reports for the month of January from the Register of Deeds. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Larson, absent. Motion by Orthmann, seconded by Neumann to move to Executive Session for real estate negotiations. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Larson, absent. Entered Executive Session at 11:45 AM. Orthmann left at 12:20 PM. Motion by Kehoe, seconded by Neumann to return to regular session. The Chairman announced that the only discussion was about real estate negotiation and no action was taken in Executive Session. Returned to regular session at 12:30 PM. This Board is now adjourned.
