HomeMy WebLinkAboutSP01-22-08COURTHOUSE HASTINGS NEBRASKA Tuesday, January 22, 2008 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Kehoe, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous regular meeting were approved as circulated. Orthmann attended an Adams County Senior Services meeting on January 9th and reported that the new handibus that is ordered will not cost the County anything as the County’s portion of funding will be covered by gas tax refunds and the sale of two older busses. Also on the 9th he attended a meeting of the Board of Directors of Heartland Pet Connection and a meeting of Adams County Convention and Visitors Bureau on the 10th. Larson attended three Road Committee meetings and an Extension Board meeting. Neumann announced that there will be an open house for Wayne Mousel on January 29th from 9:00 AM to 11:00 AM and 1:00 PM to 3:00 PM who is retiring from the Maintenance Dept. Neumann attended a Meeting of the South Heartland District Health Dept in Nelson and also announced there will be an open house on January 24th at the Library to meet the new director of the Meth Coalition. Neumann reported that Midland Area Agency has been accepted on their own for insurance coverage through NIRMA and will not need to piggyback on the County any longer. He also announced that the South Central Cattlemen’s Association will be hosting a Valentine Dinner on February 17th at the Opera House in Red Cloud. Hynes attended the meeting with the Emergency Management Director, the bid opening for the bridge project on Winchester Ave, a meeting of the Hastings Area Council on Alcoholism and the Road Committee meeting this morning. Kehoe attended the meeting with the Emergency Management Director, the City/County Combined Services Committee meeting and a meeting of the Central Nebraska Interoperable Radio Coalition in Kearney. Woodman attended the Combined Services meeting as well as the meeting with the Emergency Management Director and a couple of Road Committee meetings. He also met with the City regarding the box culvert project on 42nd Street. He also contacted Tonniges and Associates about our County audit and reported that it has been delayed for the need for additional information but should be completed soon. There were no public comments. Joyce Mangers representing the City Development Office presented a plat of Plum Second Subdivision and asked the Board to accept dedication of streets and easements. Motion by Neumann, seconded by Saathoff to accept the dedication of streets and easement sin the Plum Second Subdivision. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Dawn Miller presented the annual Weed Report to the Board for Lynn Hanson who is out with an injury. Motion by Larson, seconded by Saathoff to accept and authorize the Chairman to sign the 2008 annual Weed Report. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Saathoff to authorize the Chairman to sign the lease agreement with Fairbanks International for a New Holland Skid Steer Loader for the use of the Maintenance Dept. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to cancel duplicate and outstanding checks from march 6, 2007 to November 20, 2007, written on the County Imprest Fund with the stipulation that claims may be submitted for payment of any of the vendors. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Woodman announced that no one had contacted him about changing committee assignments so he was leaving the assignments the same as last year unless any of the Board members would like to change at this time. None of the Board members expressed they wished to change so the committee assignments will remain the same as 2007. At 10:00 AM the Board reviewed the bids received for supplies and construction of bridge project C1-376 on Winchester Ave. Dawn Miller, Highway Superintendent, presented information regarding the bids received from Midwest Sales & Service, Husker Steel, Norfolk Contracting, Oden Enterprises, LJ Webb and Theisen. Midwest Sales & Services and Husker Steel bid supplies only and Oden Enterprises bid supplies and construction. Miller stated that the low bids were from Husker Steel for supplies at $116,360.00 and Norfolk Contracting for construction at %0,554.00. Motion by Hynes, seconded by Neumann to award the bid for supplies to Husker Steel for $116,360.00 and construction to Norfolk Contracting for $50,554.00 for a total bid of $166,914.00 with a finish date of June 1, 2008 for bridge project C1-376 on Winchester Ave. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller presented information to the Board regarding proposed subdivisions in the County. Motion by Neumann, seconded by Hynes to approve Housemovers Subdivision, case 08-01.2, owners Williams Midwest Housemovers, Inc. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Saathoff to approve the plat for Flat Creek Subdivision, case 08-01.3, applicant James Hartman with the recommendations and conditions as set out by the Planning Commission. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Hynes to approve Hoppe Subdivision, case 08-01.4, applicant David Shafer. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller also brought the Board up to date on the request of Ed Bourg for a subdivision to sell off the bin site on his property. Motion by Neumann, seconded by Kehoe to move to Board of Equalization for motor vehicle exemption applications and Tax List Corrections. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:40 AM. Motion by Neumann, seconded by Larson to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Neumann to accept officers reports for the month of December from the Register of Deeds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Saathoff to move to Executive Session for litigation. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 10:47 AM. Motion by Larson, seconded by Orthmann to return to regular session. Roll call members present were: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis and Jan Timm representing the Treasurers office. Motion by Larson, seconded by Neumann to approve a motor vehicle exemption for South Central Behavioral Services for one new vehicle. Roll call, ayes: Kehoe, Larson Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Orthmann to approve and authorize the Chairman to sign Tax List Corrections numbers 13382 – 13390. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Kehoe to return to regular session.
