HomeMy WebLinkAboutSP06-23-09COURTHOUSE HASTINGS NEBRASKA Tuesday, June 23, 2009 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Vice-Chairman, Chuck Neumann, presiding. Roll call members present were: Larson, Neumann, Hynes Orthmann and Saathoff. Kehoe and Woodman were absent. Motion by Saathoff, seconded by Larson, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Larson, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Kehoe and Woodman, absent. The Vice - Chairman announced the locations of the open meetings law and agendas in the room. Motion by Saathoff, seconded by Larson to appoint Ron Pavelka to fill the term on the Planning Commission due to the resignation of Key Monroe. Roll call, ayes: Larson, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Kehoe and Woodman, absent. Saathoff attended the NACO Institute of Excellence in Kearney on June 11th, the Oregon Trail tour on the 14th and an RSVP committee meeting on the 15th. Hynes had no report. Larson attended a Road Committee meeting. Orthmann attended the Institute of Excellence on the 11th, a BID board meeting on the 16th, an Adams County Senior Services and Heartland Pet Connection board meeting on the 17th and worked the Cottonwood Festival this past weekend. Neumann met with Chris Lewis and Becky Sullivan at Mary Lanning Hospital about a Wellness program for county employees. Motion by Hynes, seconded by Saathoff to reappoint Jim Kostal to the Planning Commission. Roll call, ayes: Larson, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Kehoe and Woodman, absent. Motion by Saathoff, seconded by Orthmann to reappoint Doug Joynt to the Board of Adjustments. Roll call, ayes: Larson, Neumann, Hynes, Orthmann, and Saathoff. Nays, none. Kehoe and Woodman, absent. Clerk Lewis presented a resolution to the Board that would move General Relief, Road-Bridge, Employment Security, Institutions, Community Block Grant Development, Courthouse Building and Intensive Supervision Probation to the County General Fund. This would eliminate the need to amend the budget if any of the funds exceeded their budget authority in a fiscal year. Motion by Hynes, seconded by Larson to approve and authorize the Vice-Chairman to sign Resolution 09-06-23.2. Roll call, ayes: Larson, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Kehoe and Woodman, absent. Complete Resolution on file in the County Clerk’s office. Lewis also presented a resolution that would transfer funds within the General Fund to budgets in the General Fund that exceeded their budgeted amounts. Motion by Orthmann, seconded by Saathoff to approve Resolution 09-06-23.1. Roll call, ayes: Larson, Neumann, Hynes, Orthmann and Saathoff, nays, none. Kehoe and Woodman, absent. Complete Resolution on file in the County Clerk’s office. Lewis read an addendum to a lease with Dept of Health and Human Services which extends the lease to November 30, 2010. Motion by Saathoff, seconded by Larson to approve and authorize the Vice-Chairman to sign the Lease Addendum with health and Human Services for rent of space at the Adams County Office Building. Roll call, ayes: Larson, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Kehoe and Woodman, absent. Melissa Eckhardt, Planning Assistant presented information to the Board regarding two proposed Subdivisions. Both have been recommended by the Planning Commission for approval. Motion by Hynes, seconded by Saathoff to approve the Deer Run Subdivision, case number 09-06.1, applicant, Ron Pavelka. Roll call, ayes: Larson, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Kehoe and Woodman, absent. Motion by Saathoff, seconded by Hynes to approve the Warnke Subdivision, case number 09-06.2, applicants Dick and Doris Warnke. Roll call, ayes: Larson, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Kehoe and Woodman, absent. Motion by Larson, seconded by Orthmann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Larson, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Kehoe and Woodman, absent. Motion by Saathoff, seconded by Larson to accept Miscellaneous Receipts for the month of May in the amount of $840,391.44. Roll call, ayes: Larson, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Kehoe and Woodman, absent. Motion by Saathoff, seconded by Larson to accept officers reports for the month of May from the Register of Deeds and the Treasurer. Roll call, ayes: Larson, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Kehoe and Woodman, absent. Treasurer Bev Davis requested the Board to allow her to establish a Long/Short fund for daily balancing transactions. Motion by Orthmann, seconded by Larson to allow Treasurer Bev Davis to establish a Long/Short Fund in the amount of $100.00 for daily balancing transactions and postage due mail from the post office. Roll call, ayes: Larson, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Clerk Lewis reported to the Board on a meeting that she and Supervisor Neumann had with Becky Sullivan at Mary Lanning Memorial Hospital about establishing a Wellness Program for county employees. The Board requested that Ms Sullivan be placed on the July 7, 2009 agenda to make a presentation to the full Board about the program and then they will determine whether or not to establish such a program for county employees. At 10:30 AM the Board held a public meeting to amend the 2008-2009 County budget. Clerk Lewis told the Board that the County General Relief Fund and Courthouse Building fund expenditures had exceeded the budgeted amount for the fiscal year 2008-2009. There are sufficient revenues in both funds for the amounts expended and no additional tax request is needed for the funds. Vice-Chairman Neumann opened the public hearing and asked for those wishing to speak to step forward. No one appeared to speak and the hearing was closed. Motion by Larson, seconded by Saathoff to amend the Adams County 2008-2009 budget General Relief Fund for an amended budget authority of $31,697.00 and also to amend the County Courthouse Building Fund for an amended budget authority of $127,306.00, there being sufficient monies in both funds to cover the additional budget authority and thereby not needing any additional tax request. Roll call, ayes: Larson, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Kehoe and Woodman, absent. The meeting was adjourned at 10:35 AM.
