The Adams County Board of Supervisors met as per recess of July 29, 1971 and as per public notice given
A.J. Theobald, Chairman presiding. Roll call , members present: Lightner, Kidd, Hoagland,McLane,
Schmitz, Goble and Theobald.
Mr. Jeff Banta, Deputy Nebraska Fire Marshall appeared to explain new regulations concerning the Adams
County Nursing Home and the requirement for installation of fire doors.
Luther Schmidt and Roger Harper appeared to present information concerning the Mid -Nebraksa Mental
Retardation Services. Fifteen other Countie°shave now joined with Adams County in this service area.
Motion by Kidd, seconded by Lightner that the Adams County Board of Supervisors oppose the use of money
raied by tax levy designated for the Adams County Fair Association, for the purpose of paving Franklin
Avenue in the City of Hastings. Roll call, all voted aye. Motion carried.
Motion by Goble, seconded by Kidd that we enter into an agreement with Benjamin, Peterson, Kasi and
Associates of McCook for preparation of a design for Bridges:
(1) First Bridge, to be located Between Section 10 & 11 in Silver Lake Township, Adams County,
Nebraska. Agreement to include preliminary survey work, bridge design and plans, preparation of bid
forms and letting of bids for a cost of $3,150.
(2) Second Bridge, to be located between Sections 23and 24 in Cottonwood Township, Adams County,
Nebraska. AGreement to include preliminaty survey work, bridge design and plans, preparationof bid forms
and letting of bids for a cost of $2,000.
(3) It was further agreed that if a Third Bridge was to be designed in the near future, that an
agreement for the same service would be done for a cost of $2,000.
Roll call, all voted aye. Motion carried.
Motion by Lightner, seconded by Goble that the following resolution be adopted
RESOLUTION
WHEREAS, The Department of Roads of the State of Nebraska has legal authority to act as Agent for
said County in the matter of improving certainCounty Roads, and
WHEREAS: Certain roads and streets in said County have been designated as the Federal Aid Secondary
Road System of that County by joint action of said County, the Department of Roads, and the Bureau of
Public Roads in compliance with Federal Laws pertaining thereto, and,
WHEREAS: Said County desires to improve a certain portion of the Federal Aid Secondary Road System
in said County, more fully described hereinafter, now therefore,
BE IT RESOLVED: That the Department of Roads is hereby requested to act as Agent for said County
as stated above and to program for construction that portion Beginning at the intersection with Highway
No. 6 approximately i mile West of the Northwest corner Section 20-T7N-R9W, thence east 5.25 miles along
an exisitng road to the Northwest corner of Section 24-?7N-R9W. and which construction includes:
Grading, Culverts, Surfacing. The ESTIMATED cost of such improvement
Grading and Culverts 15,000 5.25 Miles $78,750.00
And Asphaltic Concrete Surfacing 183,750.00
Surveys and Plans 10,000.00
Right of Way NONE
Estimated Total for Project $272,500.00
Surveys and Plans will be made by Benjamin, Petersen, Kas1 & Association
BE IT FURTHER RESOLVED: That the Chairman of the County Board is authorized to sign this resolution
_-- on beheld of said Board and that the County Board hereby approves the above contemplated construction
prior to first submitting of said project to the Bureau of Public Roads.
BE TT FURTHER RESOLVED: That sufficient funds of said County are now, or will be, available and
are hereby pledged to the Department of Roads, in the amount and at the required time for the purpose of
matching Federal Funds available for the contempleted construction. Roll call, all voted aye. Motion
carried.
Motion by Goble, seconded by Lightner that we enter into a Tri -Party Agreement, between the County of
Adams, Benjamin, Peterson,Kas1 & Associates and the State of Nebraska Concerning a Project beginning
at the inetrsection with Highway no.6 approximately mile west of the Northwest Corner, Section 20-T7N
R9W, thence East 5.25 Miles along an existing road to the Northwest corner of Section 24-T7N-R9W in Adams
Coutsty,Nebraska, and that we athroize the Chairman to sign the Tri -Party Agrement in behalf of Adams
County, Nebraska. Roll call, all voted aye. Motion carried.
Motion by Hoagland, seconded by Schmitz that the Chairman be authorzied to sign Tax list corrections
5956 through 5961. Roll call, all voted aye. Motion. carried.
Motion by Schlitz, seconded by McLane that the reports of Sheriff(2); Car Titles; County Clerk;
Gouty Judge (2), Library; Register of Deeds (3); County Treasurer -=Distress Warrants be accepted and
placed on file. Roll call, all voted aye. Motion carried.

Motion by Kidd, seconded by Goble that we authorize the Chairman to sign the Agreement with the
State of Nebra4a, Department of Roads for the Accommodation of Utilities. Roll call, all voted aye.
Motion carried.
Notion by Lightner, seconded by Hoagland that because it would be in the best interest of Adams County to
have one combined Road -Bridge Fund for all road and bridge purposes, we hereby direct the County Treasurer
to transfer money presently in the Farm to Market Road Fund, all July collections for such fund and
subsequent collections earmearked for Farm to Market Road Fund to the fund denoted as ROAD -BRIDGE Fund.
Roll call, all voted aye. Motion carried.
Motion by Schmitz, seconded by Lightner that the Chairman be authorized to sign the agreement gor Mutual
Aid District #13. Roll call, all voted aye. Motion carried.
Motion by McLane, seconded by Schmitz that the following Miscellaneous Receipts be made a part of this

voted aye. Motion carried.
Motion by Kidd, seconded by Goble that we approve the bond of Melvin Wiest as Deputy County Assessor and
Chief Appraiser, in the amount of $5,000.00 Roll call, all voted aye.. Motion carried.
Motion by McLane, seconded by Schmitz that we authorize the County Treasurer to suspend the issuance
of distress warrants for personal taxes delinquent two or more years in which due diligence has been exercised
on his part for collection in accordance with Sec.77-1926, Compiled Statutes 1929. Roll call, all voted
aye. Motion carried.
Motion by Lightner, seconded by McLane that the claims be allowed on their respective funds and the
County Clerk be instructed to issue warrants for the same. Roll call, all voted ay.e Motion carried.

The Adams County Board of Supervisors met in regular session as per recess of August 6, 1971 and as per
public notice given, A. J. Theobald, Chairman, presiding. Roll call, members present: Lightner, Kidd,
Hoagland, McLane, Schmidtz, Goble and Thebbald.
Mike Lee appeared and there was dicussion concerning a proposed recreation area at the site of a proposed
watershed dam.
Gary Fletcher, a representative of the Central Nebraska Health Planning Council appeared to give report of
the current activites of the council in this area.
Gerald Whelan, representing the governing board of Sanitary Improvement District No. 1, appeared to report
on action of the Sanitary Improvement District Board requesting approval for transfer �f funds.
Motion by McLane, seconded by Schmitz that in accordance with the request of the Sanitary Improvement District
Board the County Board of Supervisors hereby authorize and direct the County Treasurer to transfer the
money presently in the Sanitary Improvement District No. Construction fund to the Bond Fund for said
Sanitary Improvement District No. 1. Roll call, all voted aye. Motion carried.
Mr. Kas1 appeared to present preliminary plans and findings concerning the proposed construction of bridges
in Silver Lake and Cottonwood Townships.
Clifford Anderson, District Manager for the U.S. Savings Bond Program in this area appeared to present
information about Employee Participation in a U.S. Savings Bond Program.
Motion by Lightner, seconded by Kidd that we authorize the establishment of a payroll savings plan
as presented by District Representative Anderson. Roll call, Ayes: Lightner, Kidd, Hoagland, Schmitz,
and Goble. Nays., McLane. Motion carried.
Mr. Jerry Houser, Mr. Les Aspegren and Mr. John Smith, representatives of Republic National Life
Insurance Company appeared to explain benefits under the group policy for Adams County Employees =
and presented the refund for the past year service in the amount of $9,963.
Motion by Schmitz, seconded by McLane that we authorize the Chairman to sign a request for increased life in-
surance benefits from $5,000. to $10,000. and $10,000. accidental death and dismemberment, effective
August 30, 1971, at cost of $3.37. Cost to employee for dependent coverage to remain the same as
the prior year. Roll call, all voted aye. Motion carried.
Motion by Lightner, seconded by Goble that the claims be allowed on their respective
County Clerk by instructed to issue warrants for the same. Roll call, all voted aye.

"freeze" on prices, wages, ete„ we rescind the action taken on August 19, 1971 to increase
benefits under the group Life and Accident Insurance policy for County Employees. Roll call, all
voted aye. Motion carried.

Motion by Schmitz, seconded by Hoagland that the property of Evangelical Lutheran Good Samaritan
Society, d/b/a Good Samaritan Village, 931 East F. St., Hastings, further described as Beg. 671.67' E
of the N W cor of 17-7-9, S 150' W 27', S 46', E 27', S 154', E 160', N 200', W 60' N 150' W 100' to
beg. & comm. at a point 643' E & 150' S of the NW cor of Sec. 17, E 27' N to the S line of U.S. Hwy
#6 as it now stands, then running southwesterly along the S line of said Hwy & following the curve

Authorite, was transmitted to the County Board on the 15th day of July, 1971 and
WHEREAS, a summary of such proposed budget, together with a notice of public hearing to
the 29th day of July, 1971, was published in the Hastings Daily Tribune, legal newspaper, on
day of July,o1971.
WHEREAS the budget for the fiscal year, 7-1-71 to 6-30-72as categorically evidenced by the budget
document was adopted on the 29th day of July, 1971, and
WHEREAS, the action o f the State Board of Equalization has been had and certified to the County
Clerk,

Motion by Kidd, seconded by Schmitz that we authorize the Chairman of the County Board and the County Clerk
to execute the Four-Parpy Agreement together with the City of Hastings, Nebraska, Sthte of Nebraska and the
Burlington Northern Railroad to install a safety signal at the Burlington Northern Crossing on Marion Road.
Roll call, all voted aye. Motion carried.
Bids -to lay and roll two inches of hot mix on the 3rd mile on the Bladen Road (two miles south of Highway
#74 between Sections 5 & 6, T5N, R11W, in Silver Lake Township. Preparation to be done by County forces.

Industrial Park and expressed a desire for zoning regulations to be set for the area.

Enumerator Districts did no coincide with precinct boundary lines and request that the county be filed with
the County Clerk by September 20, 1971. Roll call, ayes: Kidd, Hoagland, McLane, Schmitz, Goble and
Theobald. Nays: Lightner, Motion carried.

The Adams County Board of Supervisors met in regular session as per recess of 9-20-71 and as per
public notice given, A.J. THeobald, presiding. Roll call, members present: Lightner, Kidd,
Hoagland, McLane, Schmitz, Goble and Theobald.
Motion by Kidd, seconded by Goble that referring to bids received on 9-20-71 for two bridges (one 120'
bridge to be located over the Blue River, 1.0 miles E & 3.8 miles south of Roseland and one 100'
bridge located over Cottonwood Creek 1.0 mi E and .35 mi N of Holstein in Adams County,Nebraska),
we accept the low bid of Hastings Asphalt, Inc. of $82,525.24 Total for construction of the two
above mentioned bridges. Roll call, ayes: Kidd, Hoagland, McLane, Schmitz, Goble and Theobald,
Nays: Lightner, Motion carried.

The Adams County Board of Supervisors met in regular session as per recess of September 20, 1971,
and as per public notice given, A. J. Theobald, Chairman, presiding. Roll call, members present:
Lightner, Kidd, Hoagland, McLane, Schmitz, Goble and Theobald.
Motion by Hoagland, seconded by Schmitz that we approve the substitution of Joint Custody Receipt
No. 1661C for Joint Custody Receipt No. 842C in the Amount of $100,000. by the Hastings State Bank.
Roll ca 11, all voted aye. Motion carried.
Motion by Kidd, seconded by Schmitz that the reports of the County Judge (2), Car Titles, County
Clerk, Register of Deeds (2), County Library and Nursing Home be accepted and placed on file. Roll
call, all voted aye. Motion carried.
Motion by Goble, seconded by Lightner that the Chairman be authorized to sign Tri Party Agreements
between State of Nebraska, Benjamin, Petersen, Kasl & Associates, and the County of Adams concerning
project beginning approx. 1100' West of the Southeast corner of Sec. 18, T7N, RIOW; thence East
along Sec. Line and existing road a distance of approx. 1.3 miles to S.E. corner of Sec. 17, T -7N,
R1OW. Roll call, all voted aye. Motion carried.
Motion by Goble, seconded by Lightner that we authorize the Chairman to, sign the Original and
Duplicate Original contracts on Project S-(252(6) and Project S-645 (5). Roll call, all voted aye.
Motion carried.
Colonel Kruger and Major Ayers from the Nebraska State Patrol and a representative from NCCC appeared
to explain the benefits of a communication system which had been made available to the County on a
trial basis and which cost would have to be assumed by the County if the service were to continue.
Investigation to be made to determine if other governmental or medical services would be interested
in obtaining services and sharing the cost.
Motion by Schmitz, seconded by McLane that we authorize the County Clerk to purchase forms and
supplies necessary to establish a new payroll system for Adams County. Roll call, all voted aye.
Motion carried.
Motion by Schmitz, seconded by Hoagland that we accept the Miscellaneous Receipts #3386 thru 3432
and make them a part of this Supervisors Proceedings. Roll call, all voted aye. Motion carried.

order the County Treasurer to transfer $20,000.00 from the County General Fund to tieMedical-
surgical, Hospital Fund to cover a current lack of funds. Expenditures::have not exceeded the
adopted budget. When 1971 taxes have been sufficiently collected to meet current demands and the

Motion by Lightner that we purchase 1 maintainer from Nebraska Tractor and Equipment and 1 main-
tainer from Lincoln Equipment Co. Motion withdrawn for lack of a second.
Motion by Kidd, seconded by Goble that we purchased 2 120 Caterpillar maintainers with trade-in
of the following vehicles: 2 Gallions purchased in 1967; 1 Adams 666 purchased in 1963 and 1
Caterpillar 12 Patrol, and $42,500.00 from Lincoln Equipment Company. Roll call: Ayes: Kidd,
Hoagland, Schmitz, Goble and Theobald, Nays, Lightner and McLane. Motion carried.
Motion by Goble seconded by Kidd that we apply 2 inches of bituminous mat surface to 2 additional
miles on the Bladen Road making a total of 3 miles, approximately 1 mile to be overlaid to about
32 inches, work to be done by Vontz Construction Co. at the existing bid price of $6.95 per ton.
Also that we apply 2 inches bituminous mat surface to 1 mile between Sec 3 & 4, Denver Twp., work
to be done by Werner Construction Co. at existing bid price of $7.39 per ton. Roll call, all
voted aye. Motion carried.
Motion, by McLane, seconded by Schmitz that Adams County enter into agreement with NCCC for
communication network for the sum of $312.50 per month, provided that the Federal Crime Commis-
sion well provide 75% of the funds. Said agreement to be effective for one year. Roll call,
all voted aye. Motion carried.
Motion by Goble, seconded by Schmitz that the Chairman by authorized to sign the lease with
Construction Service Equipment Co. to rent a Drot 40 Cruzair Machine at the rate of $12.75 per hour.

The Adams County Board of Supervisors met in regular;session as per recess of November 5, 1971 and as per
public notice given, A.J. Theoblasl, Chairman presiding. Roll call, members present: Lightner, Kidd,
Hoagland, McLane, Schmitz, Goble and Theobald.
Some members from theCity Council appeared to protest a proposed precinct line involved in redistricting
the County. A special meeting of the Board of Supervisors was called by the Chairman to be scheduled
for Tuesday night at 7"30 P.M. at the Board Room at the Courthouse, November 23, 1971.
Motion by Lightner, seconded by Schmitz that we grant the request of the City of Hastings for a Joint
Election to be held May 9, 1972 and authorize the Chairman to sign a letter of permission. Roll call,
all voted aye. Motion carried.

A special meeting of the Adams County Board of Supervisors was called by the Chairman for
the purpose of attempting to solve the problem of re -districting and public notice of such
meeting given. A.J. Theobald, Chairman, presided at the meeting. Roll call; members present:
Lightner, Kidd, Hoagland, Schmitz, Goble and ,Theobald. Absent: McLane.0
Motion by Kidd, seconded by Hoagland that we approve; the Ward and. Precinct Lines as shown on
Exhibit "C" on file in the County Clerk's office. Roll call, all voted aye. Motion carried.
Motion by Schmitz, seconded by Goble that the Adams County Board of Supervisors shall re-
district according to information based on the 1970 federal census, and according to Ward and
Precinct lines approved as Per Exhibit "C" on file in the County Clerk's office as follows:

The Adams County Board of Supervisors met as per recess of November 23, 1971 and as per
public notice given with A. J. Theobald, Chairman, presidirigR Roll call, members present:
Lightner, Kidd, Hoagland, McLane, Schmitz, Goble and Theobald.
A group of persons, including Dr. Weiler, Harold Butterfield, City Sanitarian, Mr. Poppe, Mr.
Hodge, Mr. Kendig and Mr. Martin appeared to ask about The feasibility of a joint City -County
Health Department. Mr. Butterfie?;d was asked to make further investigation and report back
to the Board.
Motion by Kidd, seconded by Hoagland that the request of the Village of Juniata and of the
village of Roseland to hold their election with the Primary election be granted. Roll call,
all voted aye. Motion carried.
Motion by McLane, seconded by Schmitz that the reports of Car Titles, County Clerk, Register of
Deeds (3), Library, County Judge (2),and sheriff—Tax Collections (2) be accepted and placed on

Regular meeting of the Adams County Board of Supervisors was galled to order as per recess
of December 20, 1971 and as per public notice given, A. J. Theobald, Chairman, presiding,
Roll call: members present: Lightner, Kidd, Hoagland, McLane, Schmitz, Goble and Theobald.
Motion by Lightner, seconded by McLane that the reports of the County Library, Nursing Home,
Register of Deeds (3), Car Titles, County Clerk, County Judge (2) be accepted and placed on
file. Roll call, all voted aye. Motion carried.
Motion by Schmitz, seconded by Goble that we grant permission for the Village of Holstein to
hold their election on the day of the State Primary in Adams County to be conducted as a
join lection. Roll call, all voted aye. Motion carried.
Motion by Kidd, seconded by Hoagland that we approve the bonds of Robert E Neeman, Donald
Snoberger and Max Mohler alAssistant Assessors, in the amount of $500.00 each. Roll call,

cadastral maps. Action deferred until further investigation and study could by made.
Clark, Enersen and Association from Lincoln, Nebraska and Robert Seelander and Association
from Omaha, made presentations concerning preparation of a comprehensive plan for Adams County
in preparation for making planning and zoning regulations. Action was deferred until further
investigation could be made.

Thursday, January 6, 1972. 9:30 o'clock
The Adams County Board of Supervisors convened as a Board of Equalization, A. J. Theobald,
Chairman, presiding. Rollcall, members present: Lightner, Kidd, Hoagland, McLane, Schmitz,
Goble and Theobald and County Clerk, Anita Hawes.
Motion by Schmitz, seconded by Goble that the vehicles described in application No. 1 through
No 8 marked exhibit "A" on file in the County Clerk's office be declared tax exempt because
used for educational purposes. Roll call, all voted aye. Motion carried.
This Board of Equalization will now recess subject to the call of the Chairman of the Adams
County Board of Supervisors.

Tuesday, January 11, 1972. 9:30 o'clock A.M.
The anual statutory meeting of the Adams County Board of Supervisors met as per the requirements
of Section 23-153 R.S.N. and as perpublic notice given, A.J. Theobald, calling meeting to order.
Members present: Lightner, Kidd, Hoagland, McLane, Schmitz, Goble and Theobald.
Motion by Hoagland, seconded by Goble that there is no more unfinished business and that the board
adjourn sine die. Roll call, all voted aye. Motion carried. Board adjourned sine die.
REORGANIZATION OF THE BOARD
Motion by McLane, seconded by Schmitz that Hoagland be appointed as Temporary Chairman. Rall call,
all voted aye. Motion carried.
Motion by McLane, seconded by Lightner that we take an informal ballot for the appointment of
a`Permanent Chairman of the Adams County Board of Supervisors for the year 1972. Roll call, all
voted aye. Motion carried.
An informal ballot was ordered and the Temporary Chairman appointed Lightner and McLane as tellers
with results of the informal ballot as follows. Schmitz 3.., Kidd 1, Theobald 3.
A second ballot was ordered with Lightner and McLane again appointed as tellers, with results of
the second ballot: Schmitz 3, Theobald 4. Motion by Lightner, seconded by Goble that we suspend
the rules and by unanimous vote Theobald be declared duly appointed Chairman of the Adams County
Board of Supervisors for the year 1972 and Schmitz be declared Vice -Chairman of the Adams County
Board of Supervisors for the year 1972. Roll call, all voted aye. Motion carried.
Motion by Hoagland, seconded by kidd that the Hastings Daily Tribune be designated as the County
official paper for the year 1972. Roll call, all voted aye. Motion carried.
Motion by Kidd, seconded by McLane that we approve the following named banks as county depositories:
First National Bank, Hastings, Nebraska; City National Bank, Hastings, Nebraska; Hastings State Bank,
Hastings, Nebraska; Adams County Bank, Kenesaw, Nebraska; Roseland State Bank, Roseland, Nebraska.
Also that we approve the securities posted by the following banks as security for the county funds in the
the followingamounts: First National Bank, Hastings, Nebraska --$1,400,000.00: City National Bank,
Hastings, Nebraska --$1,090,000.00; Roseland State Bank, Roseland, Nebraska --$100,000.00;
Hastings State Bank, Hastings, Nebraska --$450,000.00; Adams County Bank, Kenesaw, Nebraska --
$205,000.00. Roll call, all voted aye. Motion carried.
