HomeMy WebLinkAboutSupervisors Rec 17 1971SUPERVISORS RECORD NO. 17 ,. ADAMS COUNTY, NEBRASKA ACME PRINTING COMPANY Friday August 6, 19/i OURTHOUSE, HASTINGS,NEBRASKA 9:30 o'clock A.M. The Adams County Board of Supervisors met as per recess of July 29, 1971 and as per public notice given A.J. Theobald, Chairman presiding. Roll call , members present: Lightner, Kidd, Hoagland,McLane, Schmitz, Goble and Theobald. Mr. Jeff Banta, Deputy Nebraska Fire Marshall appeared to explain new regulations concerning the Adams County Nursing Home and the requirement for installation of fire doors. Luther Schmidt and Roger Harper appeared to present information concerning the Mid -Nebraksa Mental Retardation Services. Fifteen other Countie°shave now joined with Adams County in this service area. Motion by Kidd, seconded by Lightner that the Adams County Board of Supervisors oppose the use of money raied by tax levy designated for the Adams County Fair Association, for the purpose of paving Franklin Avenue in the City of Hastings. Roll call, all voted aye. Motion carried. Motion by Goble, seconded by Kidd that we enter into an agreement with Benjamin, Peterson, Kasi and Associates of McCook for preparation of a design for Bridges: (1) First Bridge, to be located Between Section 10 & 11 in Silver Lake Township, Adams County, Nebraska. Agreement to include preliminary survey work, bridge design and plans, preparation of bid forms and letting of bids for a cost of $3,150. (2) Second Bridge, to be located between Sections 23and 24 in Cottonwood Township, Adams County, Nebraska. AGreement to include preliminaty survey work, bridge design and plans, preparationof bid forms and letting of bids for a cost of $2,000. (3) It was further agreed that if a Third Bridge was to be designed in the near future, that an agreement for the same service would be done for a cost of $2,000. Roll call, all voted aye. Motion carried. Motion by Lightner, seconded by Goble that the following resolution be adopted RESOLUTION WHEREAS, The Department of Roads of the State of Nebraska has legal authority to act as Agent for said County in the matter of improving certainCounty Roads, and WHEREAS: Certain roads and streets in said County have been designated as the Federal Aid Secondary Road System of that County by joint action of said County, the Department of Roads, and the Bureau of Public Roads in compliance with Federal Laws pertaining thereto, and, WHEREAS: Said County desires to improve a certain portion of the Federal Aid Secondary Road System in said County, more fully described hereinafter, now therefore, BE IT RESOLVED: That the Department of Roads is hereby requested to act as Agent for said County as stated above and to program for construction that portion Beginning at the intersection with Highway No. 6 approximately i mile West of the Northwest corner Section 20-T7N-R9W, thence east 5.25 miles along an exisitng road to the Northwest corner of Section 24-?7N-R9W. and which construction includes: Grading, Culverts, Surfacing. The ESTIMATED cost of such improvement Grading and Culverts 15,000 5.25 Miles $78,750.00 And Asphaltic Concrete Surfacing 183,750.00 Surveys and Plans 10,000.00 Right of Way NONE Estimated Total for Project $272,500.00 Surveys and Plans will be made by Benjamin, Petersen, Kas1 & Association BE IT FURTHER RESOLVED: That the Chairman of the County Board is authorized to sign this resolution _-- on beheld of said Board and that the County Board hereby approves the above contemplated construction prior to first submitting of said project to the Bureau of Public Roads. BE TT FURTHER RESOLVED: That sufficient funds of said County are now, or will be, available and are hereby pledged to the Department of Roads, in the amount and at the required time for the purpose of matching Federal Funds available for the contempleted construction. Roll call, all voted aye. Motion carried. Motion by Goble, seconded by Lightner that we enter into a Tri -Party Agreement, between the County of Adams, Benjamin, Peterson,Kas1 & Associates and the State of Nebraska Concerning a Project beginning at the inetrsection with Highway no.6 approximately mile west of the Northwest Corner, Section 20-T7N R9W, thence East 5.25 Miles along an existing road to the Northwest corner of Section 24-T7N-R9W in Adams Coutsty,Nebraska, and that we athroize the Chairman to sign the Tri -Party Agrement in behalf of Adams County, Nebraska. Roll call, all voted aye. Motion carried. Motion by Hoagland, seconded by Schmitz that the Chairman be authorzied to sign Tax list corrections 5956 through 5961. Roll call, all voted aye. Motion. carried. Motion by Schlitz, seconded by McLane that the reports of Sheriff(2); Car Titles; County Clerk; Gouty Judge (2), Library; Register of Deeds (3); County Treasurer -=Distress Warrants be accepted and placed on file. Roll call, all voted aye. Motion carried. SUPERVISORS RECORD NO. 17 ADAMS COUNTY.. NEBRASKA ACME PRINTING,COMPANY Motion by Kidd, seconded by Goble that we authorize the Chairman to sign the Agreement with the State of Nebra4a, Department of Roads for the Accommodation of Utilities. Roll call, all voted aye. Motion carried. Notion by Lightner, seconded by Hoagland that because it would be in the best interest of Adams County to have one combined Road -Bridge Fund for all road and bridge purposes, we hereby direct the County Treasurer to transfer money presently in the Farm to Market Road Fund, all July collections for such fund and subsequent collections earmearked for Farm to Market Road Fund to the fund denoted as ROAD -BRIDGE Fund. Roll call, all voted aye. Motion carried. Motion by Schmitz, seconded by Lightner that the Chairman be authorized to sign the agreement gor Mutual Aid District #13. Roll call, all voted aye. Motion carried. Motion by McLane, seconded by Schmitz that we authorize the County Treasurer to suspend the issuance of distress warrants for personal taxes delinquent two or more years in which due diligence has been exercised on his part for collection in accordance with Sec.77-1926, Compiled Statutes 1929. Roll call, all voted aye. Motion carried. Motion by Lightner, seconded by McLane that the claims be allowed on their respective funds and the County Clerk be instructed to issue warrants for the same. Mike Lee appeared and there was dicussion concerning a proposed recreation area at the site of a proposed watershed dam. Gary Fletcher, a representative of the Central Nebraska Health Planning Council appeared to give report of the current activites of the council in this area. Gerald Whelan, representing the governing board of Sanitary Improvement District No. 1, appeared to report on action of the Sanitary Improvement District Board requesting approval for transfer �f funds. Motion by McLane, seconded by Schmitz that in accordance with the request of the Sanitary Improvement District Board the County Board of Supervisors hereby authorize and direct the County Treasurer to transfer the money presently in the Sanitary Improvement District No. Construction fund to the Bond Fund for said Sanitary Improvement District No. 1. Roll call, all voted aye. Motion carried. Mr. Kas1 appeared to present preliminary plans and findings concerning the proposed construction of bridges in Silver Lake and Cottonwood Townships. Clifford Anderson, District Manager for the U.S. Savings Bond Program in this area appeared to present information about Employee Participation in a U.S. Savings Bond Program. Motion by Lightner, seconded by Kidd that we authorize the establishment of a payroll savings plan as presented by District Representative Anderson. Mr. Jerry Houser, Mr. Les Aspegren and Mr. John Smith, representatives of Republic National Life Insurance Company appeared to explain benefits under the group policy for Adams County Employees = and presented the refund for the past year service in the amount of $9,963. Motion by Schmitz, seconded by McLane that we authorize the Chairman to sign a request for increased life in- surance benefits from $5,000. to $10,000. and $10,000. accidental death and dismemberment, effective August 30, 1971, at cost of $3.37. Theobald, Chairman, presiding. Rollcall, members present: Lightner, Kidd, Hoagland, McLane, Schmitz, Goble and Theobald and County Clerk, Anita Hawes. Motion by Schmitz, seconded by Goble that the vehicles described in application No. 1 through No 8 marked exhibit "A" on file in the County Clerk's office be declared tax exempt because used for educational purposes. Roll call, all voted aye. Motion carried. This Board of Equalization will now recess subject to the call of the Chairman of the Adams County Board of Supervisors. The anual statutory meeting of the Adams County Board of Supervisors met as per the requirements of Section 23-153 R.S.N. and as perpublic notice given, A.J. Theobald, calling meeting to order. Members present: Lightner, Kidd, Hoagland, McLane, Schmitz, Goble and Theobald. Motion by Hoagland, seconded by Goble that there is no more unfinished business and that the board adjourn sine die. Roll call, all voted aye. Motion carried. Board adjourned sine die. REORGANIZATION OF THE BOARD Motion by McLane, seconded by Schmitz that Hoagland be appointed as Temporary Chairman. Rall call, all voted aye. Motion carried. Motion by McLane, seconded by Lightner that we take an informal ballot for the appointment of a`Permanent Chairman of the Adams County Board of Supervisors for the year 1972. Roll call, all voted aye. Motion carried. An informal ballot was ordered and the Temporary Chairman appointed Lightner and McLane as tellers with results of the informal ballot as follows. Schmitz 3.., Kidd 1, Theobald 3. A second ballot was ordered with Lightner and McLane again appointed as tellers, with results of the second ballot: Schmitz 3, Theobald 4. Motion by Lightner, seconded by Goble that we suspend the rules and by unanimous vote Theobald be declared duly appointed Chairman of the Adams County Board of Supervisors for the year 1972 and Schmitz be declared Vice -Chairman of the Adams County Board of Supervisors for the year 1972. Roll call, all voted aye. Motion carried. Motion by Hoagland, seconded by kidd that the Hastings Daily Tribune be designated as the County official paper for the year 1972. Roll call, all voted aye. Motion carried. Motion by Kidd, seconded by McLane that we approve the following named banks as county depositories: First National Bank, Hastings, Nebraska; City National Bank, Hastings, Nebraska; Hastings State Bank, Hastings, Nebraska; Adams County Bank, Kenesaw, Nebraska; Roseland State Bank, Roseland, Nebraska. Also that we approve the securities posted by the following banks as security for the county funds in the the followingamounts: First National Bank, Hastings, Nebraska --$1,400,000.00: City National Bank, Hastings, Nebraska --$1,090,000.00; Roseland State Bank, Roseland, Nebraska --$100,000.00; Hastings State Bank, Hastings, Nebraska --$450,000.00; Adams County Bank, Kenesaw, Nebraska -- $205,000.00.
