HomeMy WebLinkAboutSP03-03-09COURTHOUSE HASTINGS NEBRASKA Tuesday, March 3, 2009 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Kehoe was absent. Motion by Neumann, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as circulated. Orthmann attended a Buildings and Grounds committee meeting on the 27th. Larson had no report. Neumann attended the Planning & Zoning workshop on the rural comp plan on the 17th with another meeting scheduled for March 9th. He also attended a wellhead protection advisory meeting on the 19th, the Planning Commission meeting on the 2nd, a Farm Bureau tour of Butler County on the 26th and Coffee with Senator Utter on the 28th and a meeting at Prairie Loft. Hynes attended the Planning and Zoning meeting on the 17th, the Farm Bureau tour on the 26th and a Roads Committee meeting this morning. Saathoff attended a special Chamber meeting on the18th, an Ag Business meeting on the 19th, the benefit for Terry Marshall, a regular Chamber meeting on the 25th, the Farm Bureau tour, Coffee with Senator Utter and the County tax Sale on the 2nd. Woodman attended the Planning & Zoning meeting on land use on the 17th, a meeting in Kenesaw on a wellhead protection area and discussed the dike west of town. He also attended a meeting with Orthmann and Neumann and the Mayor on the 20th about public transportation, a meeting on the City grant reuse fund on the 24th and the Farm Bureau tour on the 26th and Coffee with Senator Utter on the 28th. At 9:45, Dawn Miller, Highway Superintendent, presented bids received for project site culverts. She explained that the specs did not tie any of the projects together; however Ace Eaton Metals tied their bid to all the projects. They were the low bidder for project sites one, two and four. Contech Construction was the low bidder on sites three, five and six. Miller recommended awarding the bids to the low bidders for the individual sites and if Ace Eaton does not accept bids for sites one, two and four, Contech will meet their prices for those sites. Motion by Larson, seconded by Neumann to award the bid for project site culverts to the low bidders, Ace Eaton Metals for projects one, two and four and Contech for projects three, five and six. Roll call, ayes, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Miller also asked the Board to Authorize the Chairman to sign the gravel contracts that were awarded at the previous meeting. Motion by Hynes, seconded by Larson to authorize the chairman to sign the gravel contracts. Roll call, ayes: Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Dee Haussler, director of Hastings Economic Development Corp., thanked the Board for the funding in the amount of $30,000.00 for the paving of 39th St. The County had approved participating in the project some time ago and it has now finally been completed. Brent Meyer with the Nebraska Dept. of Agriculture reviewed the County Board’s duties regarding control of noxious weeds in the county. He also reported that he had reviewed the score of the annual weed report with Lynn Hanson, Weed Superintendent, and that it was a good report. Loren Uden, Emergency Management director, asked the Board to declare the old Comm bus, formerly the old Bookmobile, as surplus equipment. He said the engine is shot. Motion by Neumann, seconded by Larson to declare a 1983 ¾ Ton Chevrolet Bookmobile as surplus equipment to be placed at public auction. Roll call, ayes: Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. County Clerk Lewis read a letter from Kaleena Fong asking for appointment of two new members to the Adams County Convention and Visitors Bureau. Motion by Orthmann, seconded by Neumann to appoint Stephanie Hagemeier and Sheri Mazour to the Adams County Visitors and Convention bureau for terms to run through June 2013. Roll call, ayes: Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. The Board recessed at 10:30 and reconvened at 10:45. Charles McGraw and Ed Butler from Community Action Partnership of Mid=Nebraska were present to discuss operations of the Adams County public transportation. Attorney Daiss stated that she had not as yet completed a lease agreement for the county busses however; she did have a resolution prepared that would allow Community Action Partnership to proceed with applying for state and federal funds for operation of the county busses. Motion by Neumann, seconded by Orthmann to approve and authorize the Chairman to sign Resolution 09-03-03 authorizing Community Action Partnership of Mid-Nebraska to apply for federal and state funds for the operation of county busses for fiscal year 2009-2010. Roll call, ayes: Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Motion by Hynes, seconded by Orthmann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call ayes: Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Motion by Larson, seconded by Saathoff to accept officers reports for the month of February from the Sheriff, Clerk of District Court and County Clerk. Roll call, ayes: Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Motion by Saathoff, seconded by Orthmann to move to Executive Session for real estate negotiations. Roll call, ayes: Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Entered Executive Session at 11:05 AM. Motion by Hynes, seconded by Neumann to return to regular session. Roll call, ayes: Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Returned to regular session at 11:25 AM. The Chairman announced that the only discussion in Executive Session was about real estate negotiations and no actions were taken. The Board adjourned at 11:30 AM.
