HomeMy WebLinkAboutSP08-18-09COURTHOUSE HASTINGS NEBRASKA Tuesday, August 18, 2009 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Larson, seconded by Kehoe that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as circulated. Orthmann attended a City Council meeting about the Business Improvement District and also reported that the City Council voted against allowing alcohol in Central Park. He also attended a Senior Services Board meeting and A Heartland Pet Connection Board meeting on the 11th, an Adams County Convention and Visitors meeting on the 12, participated in the Kool-Aid parade and attended a BID meeting this morning. Larson attended an Executive Board meeting of the Midland Area Agency on Aging and the Road Committee meeting. Neumann also attended the Executive Board meeting of MAAA, the first meeting of the Wellness Committee and the farewell reception for Mike and Pam Kearney on Friday. He also visited with Harold Johnson, Maintenance Supervisor, and told him his staff was doing a good job on the cleaning of the County buildings. He plans to send a card to the maintenance staff thanking them for their good work. Hynes attended a Library Board meeting and the Road Committee meeting. Kehoe talked to Senator Utter about the National Guard building at 3rd St and West lawn Ave that will be vacant with the opening of the new Greenleaf Training Center. He told Senator Utter that the County might be interested in the old building when it comes available. Woodman attended the NIRMA Self Defense meeting in Kearney on August 6th & 7th and reported they were good meetings. He also attended the Road Committee meeting. During Public Comments, Dawn Miller, Highway Superintendent updated the Board on the overlay projects and reported that it had come in $38,000.00 under budget. The department will start on the bridge on DLD Road and the box on 8th Street is finished. She reported that Silver Lake will be open for harvest and that 18 of 30 projects on the One Year plan have been completed. Attorney Troshynski presented a revised grant application for the Victim Witness program for approval. Motion by Hynes, seconded by Saathoff to approve and authorize the Chairman to sign the revised Victim Witness grant application. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. County Clerk Lewis presented a new contract with Maximus for recovery of costs for the Title IV D program from the federal government. The new agreement will be through December 2013 for $7140.00 per year. Motion by Neumann, seconded by Larson to approve and authorize the Chairman to sign the new agreement with Maximus for recovery of costs associated with the Title IV D program. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. County Clerk Lewis explained to the Board that it was in the best interest of the County to take the 1% increase as allowed by statute to create a larger budget authority for future years. Increasing the allowable 1% does not increase the tax request for this year or the proposed County tax levy; however it might be beneficial to the County in the future. The state auditor recommends that the counties use approve the 1% increase. Motion by Saathoff, seconded by Kehoe to approve the 1% increase in budget authority for 2009-2010. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. At 10:00 AM the Board held a bid opening for deck slabs for the bridge known as Roseland South, project C1-163B. Miller opened the bids. Bids were received from Oden Enterprises in the amount of $18,122.26 and Husker Steel for $16,750.00. Motion by Larson, seconded by Hynes to award the bid for bridge Roseland South, project C1-163B to Husker Steel in the amount of $16,750.00. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller also presented addendums to the Interlocal Agreements from Hanover and Zero Townships for approval. Motion by Kehoe, seconded by Larson to approve and authorize the Chairman to sign the Addendums to the Interlocal Agreements for Hanover and Zero Townships. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The 2009-2010 proposed County budget was discussed. County Clerk Lewis reported that the General Fund tax request would be $7,031,958.00 with a value of $2,089,669,280.00 making the County levy .3365 per $100.00 of valuation. The Board set September 15, 2009 at 10:00 AM for the public hearing on the budget. Charlotte Hamburger, director of The Bridge, discussed transferring the ownership of the property at 907 S Kansas to The Bridge and Adams County would carry the mortgage in the amount of $100,000.00 and be noted on the deed as the lien holder. She explained that this would give The Bridge the opportunity to make some changes to the facility such as additional paved parking and perhaps another kitchen. This also would release the County from carrying insurance coverage on the building. The County Attorney’s office was directed to prepare an amendment to the contract with The Bridge and the paper work to transfer ownership. Motion by Neumann, seconded by Orthmann to approve claims and authorize the County Clerk to pay them from their respective funds. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, Larson. Motion by Saathoff, seconded by Orthmann to approve Miscellaneous Receipts for the month of July. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Larson abstained. Motion by Kehoe, seconded by Larson to approve officers reports for the month of July from the County Clerk, Clerk of District Court and the Register of Deeds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Saathoff to move to Executive Session for personnel and litigation. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 10:40 AM. Motion by Neumann, seconded by Larson to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 11:30 AM. The Chairman announced that the only discussion in Executive Session was about personnel and litigation and no action was taken. This Board is now adjourned.
