HomeMy WebLinkAboutSP05-19-09COURTHOUSE HASTINGS NEBRASKA Tuesday, May 19, 2009 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Kehoe was absent. Motion by Larson, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. The Chairman announced the locations of the open meetings law and agendas in the room. Saathoff reported that on May 12th he attended a conference call with the Institute of Excellence and drug court graduation in Grand Island on the 15th. Hynes attended a Library Board meeting on May 11th, the Board work session on livestock operations on the 12th, a meeting on Blue Cross/Blue Shield on the 13th, the NACO Board of Equalization workshop on the 14th, a Road Committee meeting on the morning of the 18th and a Planning Commission workshop in the evening of the 18th. Neumann attended a Midland Area Agency on Aging meeting on May 7th, a Ron Gardner Meth Coalition meeting on the 11th, the Board work session on livestock operations on the 12th, a South Heartland District Health Board meeting on the 13th, a Board of Adjustment meeting on the 13th, and the Planning Commission meeting on the 18th. He also wanted the minutes to reflect a moment of recognition to recently deceased Stanley Stuehrenberg who served Adams County as a former Board Supervisor. Larson attended the MAAA meeting and Extension Board meeting on May 7th, the Board work session on Livestock operations on the 12th and the Road Committee meeting on the 18th. Orthmann attended the Institute of Excellence conference call on the 12th, a Senior Services meeting on the 13th and an Adams County Convention and Visitors Bureau meeting on the 14th. Woodman attended the Board work session on livestock operations on May 12th, the Blue Cross/Blue Shield meeting on the 13th, the Board of Equalization workshop on the 14th, the Road Committee meeting in the morning of the 18th and the Planning Commission workshop in the evening. During the public comments portion of the agenda Charles McGraw and Ed butler of RYDE presented information to the Board regarding the change of hours and fees for the Adams County Transit system. The hours will be expanded to 6:00 AM to 6:00 PM and the fees will be reduced from $1.75 to $1.50 for one way. They will be accepting comments from the public regarding those changes. At 9:45 the Board held a public hearing for a Conditional Use Permit application for Doran D Haussler for a Watchman’s Quarters at 4001 N Gunpowder Rd. Melissa Eckhardt, Planning Assistant, read into the record the administrator’s comments and the recommendation from the Planning commission. The Chairman opened the public hearing. Dee Haussler of 1532 Highland Dr, owner of the property spoke in favor of the permit and answered questions from the Board. Jerri Haussler, also of 1532 Highland Dr, spoke in favor of the and explained the condition of the property and renovations that had taken place. Alan Anderson of 701 N Shore Dr, owner of property next to the subject property spoke in favor of the permit stating that it would be good for neighboring property owners to know that someone would be keeping an eye on activities in the area after normal business hours. No one spoke against the issuance of a Conditional Use Permit for the property and the hearing was closed. The Board raised questions regarding the conditions placed on the permit when the Planning Commission forwarded their recommendation to the Board. The questionable conditions were about the length of vacancy and the time for review of the permit. Motion by Neumann, seconded by Saathoff to approve the Conditional Use Permit, case 09-05.2, applicant Doran D. Haussler and to change the condition for length of vacancy from 60 to 270 days and the time of review by the Planning Commission from two to three years. Roll call, ayes: Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Eckhardt read into the record the Administrator’s comments and the recommendation of the Planning Commission for Reiners Subdivision. Mr. Johnny Reiners was available for questions. Motion by Saathoff, seconded by Larson to approve Reiners Subdivision, case 09-05.1, applicants John and Judith Reiners. Roll call, ayes: Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent.
