HomeMy WebLinkAboutSP08-04-09COURTHOUSE HASTINGS NEBRASKA Tuesday, August 4, 2009 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Orthmann, seconded by Kehoe, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as circulated. Kehoe attended a Buildings and Grounds Committee meeting this morning and discussed the request for proposals for the replacement windows at the ACOB. He handed around information that would be available to contractors regarding specifications for the bidding process. He also reported that nothing will be done with the telephone system. There are possibilities that more lines may come available for county use in the future. He also reported that a camera security system will be installed in the lobby and the Treasurer’s office. Saathoff attended a Chamber of Commerce Board meeting on July 22nd and an HEDC meeting on the 23rd. Hynes attended the Planning & Zoning meeting last night, a couple Road Committee meetings, a Region III meeting on the 24th, the Fair opening on the 22nd and a meeting of the Area Alcoholism Council. Neumann attended the Fair opening on the 22nd, a NIRMA meeting in Aurora on the 23rd, the Planning & Zoning meeting last night, and the Buildings and Grounds committee meeting this morning Larson attended two Road Committee meetings, plus two meetings with the Road Dept. and the Fair opening. Orthmann attended the Fair opening on the 22nd, an interview meeting in Holdrege for a position with South Central Economic Development District and the Buildings and Grounds meeting. Woodman attended the Fair opening and two Road Committee meetings. There were no public comments. Jessica Whalen, representing Congressman Adrian Smith, addressed the Board briefly stating that she was here for a mobile office visit and would be at the ACOB from 10:00 until Noon. She asked if the Board had any questions or concerns that she could relay to Congressman Smith. County Clerk Lewis presented a new Letter of Agreement from Region III for EPC services with Mary Lanning Hospital and Richard Young and asked for approval of the agreement. The new agreement increases the daily EPC rate to $687.03, a 15% increase authorized by the legislature. Motion by Hynes, seconded by Saathoff to approve and authorize the Chairman to sign the new Letter of Agreement with Region III for EPC services. Roll call, ayes: Kehoe, Larson, Hynes, Orthmann, Saathoff and Woodman. Nays, Neumann. Lewis also presented a list of several vehicles from the Sheriff’s Dept, Emergency Management, Roads Dept and Assessor’s Dept and a handibus to be declared as surplus equipment to be placed at public auction. The vehicles will be consigned with Ruhter Auction to be sold on August 24, 2009. Motion by Saathoff, seconded by Orthmann to declare the list of vehicles as presented as surplus equipment to be sold at public auction through consignment with Ruhter Auction and Realty. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Hynes to move to Board of Equalization for motor vehicle and real estate exemptions and Tax List Corrections. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:00 AM. Dawn Miller, Planning Administrator, presented the Interlocal Agreements with the villages for Planning Services to the Board for approval. Motion by Larson, seconded by Hynes to approve and authorize the Chairman to sign the Interlocal Agreements for Planning Services with Holstein, Roseland, Kenesaw, Juniata, Prosser and Ayr. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller also presented an agreement with the Nebraska Dept of Roads for approval for Project BRO-7001(14), Juniata SW. Motion by Saathoff, seconded by Hynes to approve and authorize the Chairman to sign the Interlocal Agreement with the Nebraska Dept of Roads for BRO 7001(14), Juniata SW, county project C1-300 for release of ARRA (stimulus) funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Larson to move to Executive Session for contract negotiations. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 10:30 AM. Motion by Saathoff, seconded by Orthmann to return to regular session. Roll all, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 10:53 AM. Motion by Neumann, seconded by Larson to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Larson, seconded by Kehoe to accept officer reports from the Sheriff. HASTINGS NEBRASKA Tuesday, August 4, 2009 The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing Tax List Corrections, motor vehicle and real estate exemption applications with Chairman, Larry Woodman, presiding. Roll call members present were Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Also present were Clerk Lewis, Attorney Troshynski, Assessor Hynes and Shannon Bird representing the Treasurer. Motion by Orthmann, seconded by Kehoe to approve and authorize the Chairman to sign Tax List Correction numbers 13514 and 13516. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Larson to approve motor vehicle exemptions for a 2002 Dodge Ram truck for Revival Center and 3 Nissan Quests Sports vans for Head Start Child & Family Development.
