HomeMy WebLinkAboutSP10-06-09COURTHOUSE HASTINGS NEBRASKA Tuesday, October 6, 2009 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Orthmann, seconded by Larson, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as posted. Kehoe attended the Buildings and Grounds Committee meeting this morning. He reported that Harold Johnson, Maintenance Supervisor, has asked for permission to close the East and West entrances to the Courthouse in the event of an all day snowfall, He would place chains at the entrances so people would know that those entrances weren’t open. Johnson had also received a note from Kim Wilder about how nice the landscape around the Courthouse was looking. He also reported that Loren Uden, Emergency management Director had received an award from the Lt. Governor for the good work he has done for emergency preparedness in Adams County. Saathoff attended a Chamber Ag Business meeting on September 17th, a Senior Action meeting on the 21st, a Mid NE Individual Services meeting on the 24th, a Chamber retreat at Hastings College on the 28th, Family Drug Court graduation on the 29th and the Senior Action annual meeting to recognize the volunteers on October 1st. Hynes attended the Planning workshop for land use on September 22nd and the Road Committee meeting this morning. Neumann attended the Wellness Committee meeting on September 21st and reported that Adams County can get some funding for Wellness through a grant received by South Heartland District Health Board. He also attended a meeting with City officials and the new CEO at Mary Lanning Hospital, Brad Neet, regarding the ambulance issue. He attended the Planning work session on the 22nd and a meeting of the South heartland District Health Board on the 29th, an officials meeting also on the 29th, Nancy Hauptman’s retirement reception on the 30th, a Midland Area Agency on Aging meeting on October 1st, Drug Court graduation in Kearney on the 2nd, Planning meeting on the 5th and the Buildings and Grounds Committee meeting this morning. Larson attended the MAAA meeting on October 1st in the morning and an Extension Board meeting that evening and the Road Committee meeting this morning. Orthmann attended a meeting of the South Central Economic Development District on September 24th, an evaluation meeting of SCEDD by the State on the 29th, the volunteer banquet of Senior Action and the Buildings and Grounds Committee meeting this morning. Woodman attended the meeting with City officials about the ambulance issue on September 21st, the Planning workshop on the 22nd and the retirement reception for Nancy Hauptman on the 30th. During the public comments portion of the meeting, Loren Uden, Emergency management Director presented awards to Equalizer Midwest and Larry Meyer for their contributions to the Adams County LEPC and to Shelly Boden, assistant director, in recognition of the good job she does with the Adams County Emergency Management website. Uden also commented on the award he received from the Lt Governor for Excellence in Community Preparedness and remarked that the award was for all of Adams County and everyone making contributions in time and effort for the community preparedness. Dawn Miller, Highway Superintendent, informed the Board of two dates for the Planning Commission, October 27th is the next work session on the land use issues and November 5th Adams County will be hosting the NPZA work session at the Quality Inn in Hastings. She also updated the Board on costs of asphalt and the patching that has taken place from July through September. She reported that NMC has come through with the credit for the discrepancy on the hour meter of the recent excavator purchased and the new American made motorgrader to replace the foreign made machine should be delivered this afternoon. She also showed the Board decals that will be placed on County Road Dept equipment. At 10:00 AM the Board held a public hearing to set the County Tax Request for 2009-2010. The Chairman opened the hearing and asked for those wanting to speak to step forward. No one appeared and the hearing was closed. Motion by Neumann, seconded by Saathoff to approve and authorize the Chairman to sign Resolution 09-10-06.4 setting the County Tax Request for 2009-2010 at $7,031,958.00. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Motion by Kehoe, seconded by Orthmann to enter Board of Equalization for Tax List Corrections, correction of values to real estate, motor vehicle exemption applications and to set tax levies for 2009. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:15 AM. Dr Michele Bever, Director of South Heartland District Health Dept, gave an update and answered questions on the H1N1 flu. She will provide information brochures to the County to be placed in employee payroll envelopes. County Clerk Lewis presented a Memorandum of Agreement with South Heartland District Health Dept for funding of costs related to programs to be offered by the County through the Wellness Program. Motion by Neumann, seconded by Saathoff to approve and authorize the Chairman to sign the memorandum of Agreement with South Heartland Health District for funding of costs for the County Wellness program. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann. Saathoff and Woodman. Nays, none. Lewis also presented the application with US Bank for the NACO Purchase Card for approval. Attorney Troshynski stated that he was still working on policies regarding the use of this card by county employees but should have them ready for approval by the Board prior to the cards being issued. Motion by Orthmann, seconded by Hynes to approve and authorize the Chairman to sign the application with US Bank for the NACO Purchase Card program. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Troshynski presented the final award for the Victim Witness grant for Board approval. Motion by Neumann, seconded by Hynes to approve and authorize the Chairman to sign the final grant award for the Victim Witness program. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The recessed at 11:14 Am and reconvened at 11:20 AM. Troshynski also presented a resolution to the Board to allow him to proceed with tax foreclosures. Motion by Neumann, seconded by Larson to approve and authorize the Chairman to sign Resolution 09-10-06.1 authorizing the County Attorney to proceed with tax foreclosures. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann , Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Dawn miller, highway Superintendent presented a resolution to the Board requesting the Nebraska Dept of Roads to relax the standards on project STPE-2175 unit 9 on the horizontal and vertical curves on Showboat Blvd north of the Webster County line. She reported that this will be on the agenda for consideration by NDOR on October 16, 2009 at a meeting in Grand Island. Motion by Hynes, seconded by Larson to approve and authorize the Chairman to sign Resolution 09-10-06.2 requesting the Nebraska Dept of Roads to relax standards on project STPE-2175 unit 9 on the horizontal and vertical curves on Showboat Blvd north of the Webster County line. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.  Complete Resolution on file in the County Clerk’s office. Bev Davis, Treasurer, submitted a resolution to the Board for approval requesting authorization to issue Tax Sales Certificates on delinquent taxes. Motion by Saathoff, seconded by Neumann to approve and authorize the Chairman to sign Resolution 09-10-06.3 authorizing the Adams County Treasurer to issue tax Sales Certificates on delinquent taxes. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Motion by Larson, seconded by Orthmann to approve claims and authorize the County Clerk to pay the same from their respective funds. Motion by Neumann, seconded by Larson to accept officers reports for the month of September from the Register of Deeds and Clerk of District Court. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Orthmann to move to Executive Session to discuss the ambulance contract. Returned to regular session at 11:52 AM and the Chairman announced that the only discussion was about the contract with the ambulance and no action was taken. This Board is adjourned.
