HomeMy WebLinkAboutSP11-17-09COURTHOUSE HASTINGS NEBRASKA Tuesday, November 17, 2009 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Saathoff, seconded by Neumann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as circulated. Kehoe reported that the Buildings and Grounds Committee met this morning and gave approval to place crushed rock on the County vacant lot on W 4th St. He also attended the CASA Forgotten Children program and CASA Board of Directors meetings. Saathoff attended the Chamber Governmental Affairs meeting and the Ag Appreciation banquet on the 12thand an RSVP meeting on the 16th. Hynes attended the NPZA workshop on the 5th, a Combined Services meeting on the 11th, the Ag Appreciation banquet on the 12th and the Road Committee meeting this morning. Neumann attended a Midland Area Agency on Aging meeting and the NPZA workshop on the 5th, the Horizon Recovery open house on the 6th, a South Heartland District Health Dept meeting on the 11th and a Building and Grounds Committee meeting this morning. Larson attended the MAAA meeting on the 5th, the Road Committee meeting this morning, two Handbook Committee meetings and an Extension Board meeting. Orthmann attended a BID meeting on the 10th, a Senior Services meeting and Heartland Pet Connection meeting on the 11th, an Adams County Visitors’ and Convention Bureau meeting on the 12th and the CASA Forgotten Children program on the 13th. He also reported that Paul Davis Restoration is finished at The Bridge and he will be contacting Laura Schneider with State Farm insurance for payment. Woodman attended the CASA Forgotten Children program and the Road Committee meeting this morning. During public comments, Dawn Miller, Planning Administrator told the Board the Planning Workshop on County Land Use is re-scheduled for December 1, at 6:00 PM in the City Council Chambers. Attorney Troshynski announced his resignation effective December 1st. He has taken a position in Lincoln with the Dept of Banking and Finance. Miller presented information to the Board on two subdivisions for their approval. Motion by Hynes, seconded by Neumann to approve the Mousel Ranch Subdivision, case 09-11.1, applicants Don and Eileen Mousel.. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Saathoff to approve the Cochran Subdivision, case 09-11.2, applicants Robert and Cheri Wolfe. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Ron Seymour, UNL Extension Educator presented a list of members to the Extension Board for re-appointment and new appointments. Motion by Larson, seconded by Saathoff to re-appoint LeRoy Hahn to a three year term and appoint Pamela Heirer and Robert Johnson to three year terms and Ardyce Bohlke to a one year term to fill the vacancy of Mark Swanson to the Extension Board. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Seymour also asked the Board for permission to close the Extension Office on December 30 and 31 so the staff could take vacation. He stated that this is a slow time for that office and the Extension Board has approved the closing. Motion by Larson, seconded by Neumann to approve closing of the Extension Office on December 30 and 31 for staff vacations. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Attorney Troshynski presented the revised Adams County Purchase Card Policy to the Board for approval. Motion by Saathoff, seconded by Orthmann to approve and authorize the Chairman to sign the revised Adams County Purchase Card Policy. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Jan Johnson, Register of Deeds, asked the Board for approval to dispose of obsolete microfilm equipment. Motion by Neumann, seconded by Hynes to declare obsolete microfilm equipment in the Register of Deeds office as surplus equipment to be placed for public sale. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Dan Swartzkopf of the Krull Agency reported to Board on the funding and usage of the County portion of the health insurance deductible. He also offered different scenarios to the Board for possible changes in an effort to save the County some costs on health insurance. The Board asked him to prepare some numbers on the options he had proposed and report back to them at their next meeting. Motion by Neumann, seconded by Hynes to approve claims with the exception of the claim submitted by the County Attorney payable to Culligans of Hastings in the amount of $501.90 and authorizes the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Kehoe to accept Miscellaneous Receipts for the month of October in the amount of $450,557.33. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, Larson Motion by Hynes, seconded by Orthmann to accept officer’s reports for the month of October from the Register of Deeds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Board recessed at 11:15 Am and reconvened at 2:30 to meet in a work session with elected officials and Department Heads. Issues discussed in the work session were salaries of elected officials to be set for the next term at the December 1st Board meeting, County costs for health insurance, the County Wellness Program and the process for submission of claims for Board approval.
