Tuesday, January 15, 2013
A regular meeting of the Adams County Board of Supervisors was held as per public notice given with
Chairman Chuck Neumann presiding. Roll Call members present were: Thomsen, Curtis, Neumann,
Hynes, Orthmann, Saathoff and Weeks.
Motion by Curtis, seconded by Orthmann that this meeting is a regular meeting of the Adams County
Board of Supervisors and public notice of the meeting has been by publication in the Hastings Tribune
amd by posting. An Agenda was available to all members and an agenda was kept currently amended and
posted in the County Clerk's Office. Roll call ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann,
Saathoff and Weeks. Nays, none.
The Chairman announced the locations of the open meetings law and agendas in the room and also asked if
there were any conflicts of interest with any agenda items.
Minutes of the previous meeting were approved as circulated.
Thomsen attended a Planning Commission meeting on the 7`h, Little Blue NRD workshop on the 10`h ,
ASAAP meeting and Chris Lewis retirement reception on the 11`h, and the Building and Grounds meeting
this morning.
Saathoff attended Wellness session at the YMCA on the 6`h , Personnel Committee meeting on the 9th,
Chris Lewis retirement reception on the 11`h Road and Bridge Committee meeting to open bids for asphalt
projects on the 14th, and Road and Bridge Committee this morning.
Hynes attended Combined Services meeting on the 9th, Chris Lewis retirement reception on the 11`h, Road
and Bridge Committee meeting to open bids for asphalt projects on the 14th, and Road and Bridge
Committee this morning.
Weeks attended meeting with Adams County Visitors Bureau on the 10th, Chris Lewis retirement reception
of the 11`h, Library Board meeting and Road and Bridge Committee meeting to open bids for asphalt
projects on the 14th, and Road and Bridge Committee this morning.
Curtis attended Extension Board meeting on the 3rd, Ag Society meeting on the 8th, Personnel Committee
meeting on the 9th, Library Board meeting on the 14`h
Orthmann attended Combined Services meeting, Adams County Senior Services meeting and Personnel
meeting on the 9th, MAAA meeting on the 10`h, Chris Lewis retirement reception on the 11`h and Building
and Grounds this morning.
Neumann attended Combined Services meeting on the 9th, MAAA meeting on the 10th, Chris Lewis
retirement party on the 11`h, and Building and Grounds meeting this morning.
During Public Comments Duane Coulter commented on the proposed per diem resolution, stating that it is
important to use IRS rates and encourages the Board to consider the use of per diems. Dawn Miller,
Highway Superintendent reported on Federal Aid project lettings. Ayr Northeast Bridge letting will be
April 15 and Hastings NE will be May 23. Dawn also reported on article in Columbus Telegraph about
grading roads against traffic.
Dave Rippe, presented annual release of properties from CIA. This is fourth release for Central Logistic
Services, second release for Centennial Plastics, and first release for PMP.
Motion by Saathoff, seconded by Weeks to release properties from CIA as presented by Rippe. Roll call,
ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays, none.
Dawn Miller presented bids for Asphalt Overlay Projects. Bid A, Alda North; Werner $533,861.25, Vontz
$600,956.51. Bid B, East J Street; Werner $303,056.19, Vontz $387.970.89. Bid C, East J Street; Werner
$189,272.16, Vontz $252,536.15. Bid D, South Technical Boulevard; Werner $221,214.27, Vontz
$260,360.09. Dawn stated that there is not enough money in budget to do all projects. The bids are good
for 60 days. Saathoff recommended that a committee review cost estimates of one -six year projects and the
approval of bids be placed on the next agenda.
Judy Mignery presented Case 13-01.2 Gerald Konen Subdivision for approval.
Motion by Thomsen, seconded by Hyne to approve Case 13-01.2 Gerald Konen Subdivision. Roll call,
ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays, none.
Eric Walston, presented annual weed reports. Walston also provided information on possible new noxious
weed (Sericea Lespedeza).
Motion by Thomsen, seconded by Orthmann to approve annual weed reportas presented by Walston. Roll
call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays, none.

ADAMS COUNTY, NEBRASKA
Chip Volcek presented MOU to install equipment on tower at Elm Street by Good Samaritan Village.
There will be four microwave dishes placed on tower. This was requested by the Nebraska Regional
Intraoperative Network (NRIN). Volcek will find out what dishes are already existing on tower.
Motion by Thomsen, seconded by Weeks to approve installation of equipment on Elm Street tower for
NRIN and authorize Chairman's signature. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann,
Saathoff and Weeks. Nays, none.
Terry Anstine and Michele Henke presented and discussed information about the United Way campaign
and encouraged county employee participation.
Motion by Weeks, seconded by Saathoff to release and replace security at Five Points Bank. Roll call,
ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays, none.
Attorney Naples presented two proposed resolutions for setting county per diem to the Board. There were
questions by the Board regarding IRS rates and including incidentals. The Board asked to have the item
placed back on the agenda at their next meeting.
Board requested that the Quarterly Jail Inspection be placed on next month agenda.
Motion by Orthmann, seconded by Curtis move to Board of Equalization for Tax List Corrections. Roll
call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays, none. Entered
Board of Equalization at 11:40 AM.
Motion by Saathoff, seconded by Orthmann to approve claims and authorize the County Clerk to pay the
same from their respective funds Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff
and Weeks. Nays, none.
Motion by Saathoff, seconded by Hynes to accept Miscellaneous Receipts for the month of December in
the amount $405,713.94. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and
Weeks. Nays, none.
Motion by Saathoff, seconded by Hynes to accept officer Reports for the month of December from the
Register of Deeds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks.
Nays, none.
Recess at 11:50 until 1:30.
Work session with County officials and Department heads regarding Courthouse security. Neumann lead
discussion on courthouse security and concerns offices may have. Mike Mead, attorney stated his
concerns. Thomsen and Orthmann will put a committee together to research needs and costs of security in
Courthouse.
Board of Supervisors interviewed three applicants for County Clerk position. Applicants for position are
Pam Witte, Ramona Thomas and Byron Marrow. The same twenty-one questions were asked to each
applicant. The Board by ballot wrote name of whom they felt was most qualified applicant.
Motion by Weeks, seconded by Hynes to appoint Ramona Thomas County Clerk. Roll call, ayes:
Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays, none.

Tuesday, January 15, 2013
The Adams County Board of Supervisors met as a Board of Equalization for the purpose
of hearing tax corrections with Chairman Charles Neumann presiding. Roll call members
present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Also
present were Acting Clerk Judy Mignery, Attorney Naples, Assessor Hynes.
Motion by Orthmann, seconded by Weeks to approve Tax List Corrections. Roll call,
ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays, none.
Motion by Curtix, seconded by Orthman to return to regular session. Roll call, ayes:
Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays, none. Return
to regular session at 11:45 am.
