The upper six (6) inches of the subgrade shall be scarified, mixed and recompacted to the following compaction requirements: Percent Density Moisture Minimum Requirements Maximum 95 Min. Opt. -3% Opt. +3% Areas not meeting specified moisture density test requirements shall be removed and recompacted at the Contractor's expense. All subgrade compaction and water necessary for subgrade construction shall not be paid for directly but shall be considered subsidiary to the items of the contract.
