HomeMy WebLinkAboutSP12-15-09COURTHOUSE HASTINGS NEBRASKA Tuesday, December 15, 2009 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Orthmann, seconded by Neumann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as circulated. Kehoe attended the CASA Christmas party for the volunteers; the Hastings Utilities update meeting and the planning meeting with the officials and department heads for today’s Christmas luncheon. Saathoff attended the Planning workshop on December 1st, the Roads Dept appreciation dinner and the NACO conference in Lincoln. Hynes attended the Planning workshop and the NACO & NIRMA conferences in Lincoln and the Roads Committee meeting this morning. Neumann attended the Planning workshop on the 1st, a Midland Area Agency on Aging meeting on the 2nd, The Planning Commission meeting on the 7th and the HEDC annual meeting on the 11th. Larson attended the MAAA meeting on the 2nd, an Extension Board meeting on the 3rd and the Roads Committee meeting this morning. Orthmann attended the NACO conference and an Institute of Excellence meeting. Woodman attended the Planning workshop on the 1st, the NACO conference and the Road Committee meeting this morning. During the public comments portion of the meeting Dawn Miller, Highway Superintendent, updated the Board on the snow removal process during last week’s storm. Miller presented information to the Board for approval of Golden Triangle 2nd Subdivision. Motion by Neumann, seconded by Saathoff to approve Golden Triangle 2nd Subdivision, case 09-12.1, applicant Alan Anderson. Roll call, ayes: Kehoe, Larson Neumann, Hynes, Orthmann, S Saathoff and Woodman. Nays, none. Orthmann addressed the item on the agenda regarding closing of the Courthouse on December 24, 2009. He said he had checked with the City and they will be closing at Noon on the 24th. Motion by Orthmann, seconded by Kehoe to close the Courthouse at Noon on December 24, 2009 with pay to the employees. Roll call, ayes: Kehoe, Larson, Hynes, Orthmann, Saathoff and Woodman. Nays, Neumann. Motion by Hynes, seconded by Neumann to move to Board of Equalization for motor vehicle exemption applications and Tax List Corrections. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 9:55 AM. A discussion ensued regarding the change of the health insurance deductible. Woodman reported there was a presentation at the NACO conference on health insurance and the average contribution rate by employers is 60% and the average deductible is $1000.00. He reported that the presenter stated that increasing the deductible to $2500.00 per employee could save over $1700.00 in premium. This something that can be looked at next year. The discussion turned to the county funding of the current $1500.00 deductible as a way to save the County money. Neumann suggested that those employees who participate in the County Wellness program would fund $750.00 of the current $1500.00 deductible and those not participating would fund the whole $1500.00. Woodman said he could support something like that if the participating employee paid $750.00 and the non-participating employee paid $1000.00 of the $1500.00 deductible with the County funding the balance. Motion by Neumann, seconded by Hynes to change the employee funding portion of the Blue Cross/Blue Shield deductible to $750.00 for those employees participating in the County Wellness program and $1000.00 for those employees not participating with the County funding the remaining balance to $1500.00. Participating employees in the Wellness program are those employees who take part in the blood draw and Personal Wellness Profiles on January. Roll call, ayes: Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, Kehoe. Larson abstained. County Clerk Lewis read the Resolution setting salaries of the elected officials for the new term starting 2011 through 2014. Motion by Neumann, seconded by Kehoe to approve and authorize the Chairman to sign Resolution 09-12-15 setting salaries for the elected officials for the new term beginning 2011 through 2014. Roll call, ayes: Kehoe, Larson, Neumann, Orthmann and Woodman. Nays, Hynes and Saathoff. There was a discussion of the current policy regarding closing of the Courthouse in inclement weather. Several officials were disturbed that the City had not cleaned the side streets around the Courthouse when it was re-opened for business. Some Supervisors felt that the County should go back to the No Close policy and those employees who wish not to come to work will take a vacation or sick day or a day without pay. It was discussed that the Supervisors only control the opening & closing of the Courthouse and not the offices of the elected officials which in the past has caused problems because some officials chose to close their offices because of the weather and pay their staff for not coming to work when other offices were open. It was decided that the current policy dealing with closing in inclement weather would remain in effect. Motion by Larson, seconded by Saathoff to approve claims and authorize the Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Neumann to accept Miscellaneous Receipts for the month of November in the amount of $261,237.13. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to accept officer reports for the month of November from the County Clerk, Register of Deeds and Clerk of District Court. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, Larson. Motion by Kehoe, seconded by Orthmann to move to Executive Session for personnel matters. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 10:50 AM. Motion by Kehoe, seconded by Orthmann to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Returned to regular session at 11:04 AM. The Chairman announced that the only discussion was regarding personnel and no action was taken in Executive Session. The Chairman announced that Roger Larson has submitted his resignation as Supervisor representing District 5 in Adams County effective December 31, 2009. The meeting was adjourned. renewal motor vehicle exemption applications and Tax List Corrections with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis and Shannon Bird representing the Treasurer. Motion by Saathoff, seconded by Kehoe to approve and authorize the Chairman to sign Tax List Corrections number s 13544 through 13555. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Larson, seconded by Neumann to approve motor vehicle exemption applications for two new vehicles for Mosaic. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman.
