A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Vice Chairman, Chuck Neumann, presiding. Roll call members present were: Kehoe,
Neumann, Hynes Orthmann and Saathoff. Woodman was absent and the District Five Seat is vacant.
Motion by Orthmann, seconded by Kehoe, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe,
Neumann, Hynes, Orthmann and Saathoff. Nays, none. Woodman, absent. District Five Seat, vacant.
The Vice Chairman announced the locations of the open meetings law and agendas in the room.
Minutes of the previous meeting were approved as circulated.
Orthmann attended the Buildings and Grounds Committee meeting at the Roads Dept on the 11th to explore space for the Planning Administrator. On the 13th he attended a Senior Services
Board meeting, the South heartland District Health Dept. ribbon cutting and open house, and a Heartland Pet Connection Board meeting. On the 14th he attended the County Wellness Program
blood draw and a meeting of the Adams County Convention and Visitors Bureau. On the 18th he attended an Entrepanuer meeting in Minden and another Buildings and Grounds Committee meeting
this morning.
Hynes also attended the Wellness Program blood draw and a Combined Services Committee meeting as well as the Roads Committee meetings.
Saathoff attended a meeting of the Drug Court on the 12th, the Wellness Program blood draw and the South Heartland District health Dept open house on the 13th as well as a Senior Action
meeting and a couple Roads Committee meetings.
Kehoe attended the Combined Services Committee meeting and reported that he is the new chairman of the committee for 2010. He also attended a meeting in Grand Island regarding a list
of projects from the state for federal funding of Homeland Security grants and felt that the meeting was a waste of time. He also attended the regular meeting of CASA and reported
that they are currently working on the truancy program. He reported that Buildings and Grounds will include the Annex as any other county building with keys for all employees and will
open the same hours. There will be a partition built outside the office of the Register of Deeds and two rooms will be allocated to Planning & Zoning. It is hoped the work will be
completed by March 15th.
Neumann attended the Buildings and Grounds meeting at the Roads Dept on the 11th and helped with the Wellness Program blood draw on the 13th and 14th. He reported there was a good turnout
by the employees and spouses. He also attended a Midland Area Agency on Aging meeting as well as the South Heartland District health Dept open house. He also reported that he attended
a very good program put on by the Area Council on Alcoholism with a speaker from Boys Town.
During public comments, Dawn Miller, Planning Administrator, reminded the Board that the consultant with JEO working on the County’s Comprehensive Land Use Plan will hold a work session
On January 28 the at the ACOB Assembly Room at 6:00 PM. She also announced the upcoming bid openings for box culverts, three bridges and gravel. She also reported on the Christmas
storm stating that the Chairman has signed an emergency declaration and FEMA has been to her office gathering information for possible funding. She reported that that $138,000.00 had
been expended for 11 days of work with $10,000.00 to $12,000.00 for repairs and supplies.
Neumann read a letter from Gary Hedman, president and CEO of Southern Power District thanking and commending the Road Dept employees for helping them provide service to their customers
during the Christmas storm.
Carissa Uhrmacher of Community Wraparound presented a Memorandum of Understanding for their approval for grant funding in the amount of $40,918.00 for the Juvenile Justice Services program.
Motion by Saathoff, seconded by Eldon to approve and authorize the Vice Chairman to sign the Memorandum of Understanding with Clay, Nuckolls and Webster counties for funding of the Juvenile
Justice Services grant in the amount of $40,918.00. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann and Saathoff. Nays, None. Woodman, absent and the District Five seat, vacant.
At 10:00 AM a public hearing was held to hear objections to the appointment of Richard Reimer and Joann Bramble to the Hospital Authority Board No. One. The Vice Chairman opened the
public hearing, however, no one appeared to speak for or against the appointments and the hearing was closed. The Board members had several questions regarding the Hospital Authority
and the terms for the appointees. There was no one present from the hospital to answer their questions.
Motion by Saathoff, seconded by Orthmann to defer the appointment of Hospital Authority Board of Trustees Richard Reimer and Joann Bramble until the Meeting on February 2, 2010. Roll
call, ayes: Kehoe, Neumann. Hynes, Orthmann and Saathoff. Nays, none. Woodman, absent and District Five Seat, vacant.
Miller asked the Board to approve a resolution authorizing the Chairman to sign the supplemental agreements with the Nebraska Dept of Roads for projects known as Juniata Southwest and
Holstein South.
Motion by Hynes, seconded by Kehoe to approve Resolution 10-01-19 authorizing the Chairman to sing supplemental agreements with the Nebraska Dept of Roads for project BRO 7001 (10),
Juniata Southwest and STPE 2145 (10), Holstein South. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Woodman, absent and District Five Seat, vacant.

Miller also advised the Board that the County will need to adopt federal Title VI referencing discrimination as part of our personnel policies in order to keep receiving federal funding
of county road projects. Attorney Daiss said that she has reviewed Title VI; however she has some major concerns about monitoring of the program as it requires reports by a designated
person. She stated that her office does not have the time to do this. County Clerk Lewis suggested perhaps the Board may have to consult with a private attorney for the administration
of this federal requirement or perhaps NACO may have someone on staff who can administer Title VI on behalf of several counties. Miller stated that she would check with Larry Dix,
NACO Executive Director.
Motion by Hynes, seconded by Saathoff to defer adoption of the federal Title VI until we receive more information. Roll call, ayes: Kehoe, Hynes, Orthmann and Saathoff. Nays, none.

Lynn Hanson, Weed Superintendent, presented the 2009 Year End Weed Report.
Motion by Hynes, seconded by Saathoff to approve and authorize the Vice Chairman to sign the 2009 Year End Weed Report as presented. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann
and Saathoff. Woodman, absent and District Five Seat, vacant.
Miller gave a preview of the County one and six year road plan which will have a public hearing at the February 2nd, 2010 meeting.
Motion by Saathoff, seconded by Kehoe to approve purchase card agreements with the Register of Deeds, Jan Johnson, Kaleena Fong of the Visitors Bureau, Veterans Service Officer, Joe
Ballweg and Sheriff Gregg Magee. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Woodman, absent and District Five Seat, vacant.
Motion by Hynes, seconded by Orthmann to move to Board of Equalization for Tax List Corrections. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Woodman,

The Adams County Board of Supervisors met as a Board of Equalization for the purpose of approving Tax List Corrections with Vice Chairman Chuck Neumann, presiding. Roll call members
present were: Kehoe, Neumann, Hynes, Orthmann and Saathoff. Woodman was absent and the District Five Seat is vacant.
Motion by Kehoe, seconded by Saathoff to approve tax List Corrections numbers 13556 through 13620. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Woodman,
