Home My WebLink AboutSP02-02-10 COURTHOUSE HASTINGS NEBRASKA Tuesday, February 2, 2010 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Curtis, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Neumann, seconded by Orthmann that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Minutes of the previous meeting were approved as circulated. Kehoe attended a CASA Board meeting and a Buildings and Grounds Committee meeting this morning. Saathoff attended a Mid-NE Individual Services meeting on the 20th, a Chamber Ag Business meeting on the 21st, a Chamber Board of Directors meeting on the 27th as well as an HEDC meeting and the Roads Committee meeting this morning. Hynes attended an LEPC meeting on the 19th, a Region III meeting on the 22nd the Planning workshop on the 28th and the Roads Committee meeting this morning. Neumann attended the Planning workshop on the 28th and the Buildings and Grounds Committee meeting this morning. Orthmann attended the Buildings and Grounds Committee meeting this morning and a planning meeting of the South Central economic Development District in Aurora on the 28th. Woodman attended the Roads Committee meeting this morning and also reported that he had received a call regarding the irresponsible dumping of animal carcasses in along county roadways. He said the County can’t do anything unless someone observes the illegal dumping and gets a license plate number. He asked for suggestions from other Board members. At 9:45 AM the Board held a public hearing for the adoption of the County One and Six Year Road Plan. Highway Superintendent, Dawn Miller, reviewed the plan and offered information. No one from the public spoke for or against the plan and the hearing was closed. Motion by Hynes, seconded by Saathoff to approve the County One and Six Year Road Plan as presented. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Kehoe to move to Board of Equalization for motor vehicle exemption applications and annual renewal of real estate exemptions. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:00 AM. Motion by Neumann, seconded by Saathoff to appoint Brad Neet, Mary Lanning Memorial Hospital CEO, as the Public Spirited Person to serve on the South Heartland District Health Dept. board. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Dawn Miller brought forward the discussion regarding adopting and administration of Title VI as required by the NDOR in order to continue receiving federal funds for highway projects. She reported that she has spoken with Pam Bourne of Spencer Fane Brit and Browne, Attorneys who are retained by NIRMA for employment issues. Bourne indicated that she would be interested in providing training, policies and monitoring of the Title VI requirements. Miller stated there were 10 other counties that would be interested in the same thing and possibly an Interlocal agreement could be developed. She will get further information and come back to the Board at a later date. Motion by Neumann, seconded by Hynes to approve the agreement signed by Ron Seymour on behalf of the Extension Office for issuance of the county purchase card with US Bank. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Neumann to approve and authorize the Chairman to sign the Interlocal Agreement for CANDO as presented by Sheriff Magee. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. At 10:30 AM Dawn Miller, Highway Superintendent, opened bids for box culverts for projects C1 394 and 368. Bids received were as follows: TCW, $176,500.15; Van Kirk, $136,090.89; Wilke Construction, $134,902.27; Midlands Contractors, $154,171.24; Diamond Engineering, $152,177.21 and Simon Contractors, $151,972.05. Motion by Hynes, seconded by Kehoe to postpone the awarding of the bid until February 16, 2010 so the bids can be reviewed by Miller, Hall County and the engineers. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Bob Horton, District Seven Chief Probation officer, told the Board that he is still exploring locations to house a Day Reporting Center for probationers. This location needs to be large enough to handle groups as officers are now meeting with their probationers in groups instead of one on one. He is looking for something that would rent for $700.00 to $800.00 per month. He had advised the Board of this need when he made his budget presentation last summer. It was thought that there may be some space available when Health and Human Services reorganizes, however Horton said he is hearing that this may not happen for a year or 18 months. The Board recessed at 10:55 AM and reconvened at 11:00 AM. Miller presented a resolution to the Board for approval setting weight restrictions on County asphalt roads effective February 15, 2010. Motion by Kehoe, seconded by Hynes to approve and authorize the Chairman to sign Resolution 10-02-02 setting weight restrictions on County roads effective February 15, 2010. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Scott Kleeb of Energy Pioneer Solutions told the Board that he had been contacted by maintenance Supervisor, Harold Johnson, regarding possible grants for changes to County buildings that would result in energy savings. Kleeb stated that his company has prepared a list of changes for 4 County buildings that could be done with funding from a $250,000.00 grant from the Nebraska Dept of Energy. The County could realize a 25-30% savings in energy costs. Nate Barry with University of Kearney and Energy Pioneer Solutions told the Board that some of the changes proposed are storm windows on the windows of the first floor at the County Office Building, replacing lighting in the Courthouse and temperature controls by zones with smart controls that Harold could change from his computer and in the Annex, install blown in insulation in the outside walls. Kris Vrooman, grant specialist, told the Board she has prepared a grant request for $264,000, with 80% to be paid with grant funds and 20% County match, about $52,804.00. The County could save $27,383.00 per year if these changes were made. Motion by Neumann, seconded by Saathoff to approve and authorize the Chairman to sign the grant application for energy savings from the Nebraska Dept of Energy Office in the amount of $262,000.00 as prepared by Energy Pioneer Solutions. Dr. Michele Bever presented information to the Board regarding the yearend report for South Heartland District Health Dept... Motion by Hynes, seconded by Neumann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Saathoff to accept officers reports for the month of January from the District Court. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman.
