COURTHOUSE HASTINGS NEBRASKA

A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Curtis,
Neumann, Hynes Orthmann, Saathoff and Woodman.
Motion by Orthmann, seconded by Neumann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Chairman announced the locations of the open meetings law and agendas in the room.
Minutes of the previous meeting were approved as circulated.
Kehoe had no report.
Saathoff attended the NIRMA and NACO conferences in Kearny on February 10th through the 12th and a Senior Action meeting on the 15th.
Hynes attended the Road Committee meeting this morning.
Neumann attended the heartland Pet Connection Chocolate A’Fur on Saturday, the 6th, a Midland Area Agency on Aging meeting on the 4th and the NIRMA conference on the 10th.
Curtis attended the NIRMA and NACO conferences on February 10th through the 12th, a Library Board meeting and an Extension Board training meeting in Grand Island.
Orthmann attended the MAAA meeting on the 4th, the Heartland Pet Connection Chocolate A’Fur fund raiser on the 6th, a Senior Services meeting on the 10th and an Adams County Visitors
& Convention Bureau Board meeting on the 11th.
Woodman attended the Road Committee meeting this morning and reviewed some department budgets with Board members and the expenses incurred in those budgets.
During public comments, Dawn Miller, Planning Administrator, reminded the Board of a Planning Commission workshop on the changes to the County Comprehensive Plan on March 4, 2010 at
6:00 PM in the ACOB.
Brad Neet, CEO of Mary Lanning Memorial Hospital, provided information to the Board about the Hospital Authority Board and the responsibilities of the board members on that board. The
County Board had conducted a public hearing earlier in January for the re-appoint of two members to the Hospital Authority Board.
Motion by Saathoff, seconded by Neumann to re-appoint Richard Reimer and Joann Bramble to the Hospital Authority Board for a 6 year term to expire in 2014. Roll call, ayes: Kehoe, Curtis,
Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none.
At 9:45 AM the Board opened bids for three bridge projects. Bids were opened by Dawn Miller, highway Superintendent, and Jeff Wagner, engineer with Mainelli Wagner Associates, Inc.
Bids were received from Norfolk Contractors, Wilke Construction, Simon Contractors, Theisen Construction, Midwest Underground and Diamond Engineering. Miller and Wagner will review
the bids and come back to the Board with a recommendation to award at the March 2, 2010 meeting.
Ron Seymour, Extension Agent, presented the Extension 2009 Annual Report.
The Board recessed at 10:40 AM and reconvened at 10:50 AM.
Miller presented the recommendation to the Board for the award of bid for two concrete box culverts, projects C1(394) and C1(368) on Barrows Road and 94th St. The Barrows Road project
will be done with Hall County. Her recommendation was to award the contract to low bidder, Wilke Contracting of Kearney.
Motion by Neumann, seconded by Hynes to award the concrete box culvert bid to low bidder Wilke Contracting for projects on barrows Road and 94th St in the amount of $134,902.27. Roll
call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Miller also presented an Interlocal Agreement with Hall County for the joint Barrows Road project.
Motion by Saathoff, seconded by Hynes to approve and authorize the Chairman to sign the Interlocal Agreement with Hall County for the Barrows Road project C1-394. Roll call, ayes: Kehoe,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Kehoe to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, none.
Motion by Orthmann, seconded by Hynes to accept officers reports for the month of January from the Register of Deeds. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff
and Woodman. Nays, none.
Motion by Saathoff, seconded by Kehoe to approve Miscellaneous Receipts for the month of January in the amount of $440,361.12. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, none.
The Board continued their meeting with the quarterly jail inspection and then adjourned.
