HomeMy WebLinkAboutSP04-06-10COURTHOUSE HASTINGS NEBRASKA Tuesday, April 6, 2010 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Curtis, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Neumann, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as circulated. Kehoe attended a presentation by Windstream on a phone system and also met with Kidwell and the Buildings and Grounds Committee yesterday..The Recognition committee and Emergency Services Committee also met. He reported that there needed to be another meeting of the emergency Services Committee with Loren Uden about the allocation of radios in the 14 county setup. Saathoff met with the Roads Committee yesterday, the Planning Commission workshop last night, a Chamber meeting on the 24th and an HEDC meeting on the 25th. He also attended the Federal Highway Summit meeting called by Senator Nelson in Lincoln on the 30th. Hynes attended the Roads Committee meeting u=yesterday, the Planning Commission workshop last night, an LEPC meeting on the 16th, a webinar on Title VI on the 19th and the Federal Highway Summit in Lincoln on the 30th. Neumann attended a Wellness Committee meeting on the 25th, a Midland Area Agency on Aging meeting on the 26th, Coffee with the Senator on the 27th, a Co Ad meeting on the 29th, the Planning Commission meeting last night and a meeting with City officials and Mike Stuhr of Rural Metro Ambulance Service yesterday. Curtis attended the Planning workshop last night, a Library Board meeting on the 22nd, a South Central Economic Development District meeting and a Drug Court meeting on the 23rd. He reported that the Extension Board meeting on April 1st was postponed until April 8th. Orthmann attended the MAAA meeting on the 26th, an Adams County Convention & Visitors Bureau Board meeting on the 1st and a meeting of the Buildings and Grounds Committee on Monday and interviews for a new ACCVB employee. Woodman attended a meeting of Mid-NE Individual Services on the 17th, the Title VI webinar on the 23rd, the Federal Highway Summit in Lincoln on the 30th, a Roads Committee meeting and a meeting with the City officials and Mike Stuhr of Rural metro on Monday. Greg Anderson, Asst Highway Superintendent, presented bids for a truck tractor for the Highway Dept. He said that personnel from the Highway Dept had looked at the trucks that were bid and recommended that the County purchase the truck from HiLine Motors of Kenesaw. Motion by Saathoff, seconded by Hynes to award the bid for a truck tractor to HiLine Motors of Kenesaw for a 2003 Freightliner in the amount of $25,000.00, Roll call, ayes: kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff, and Woodman. Nays, none. Anderson also presented a Resolution for approval for federal soft match credit. Motion by Hynes, seconded by Curtis to approve and authorize the Chairman to sign Resolution 10-04-06.1 for soft match credit for project C0001-01605P, box culvert on Juniata cemetery road. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff, and Woodman. Nays, none. Complete resolution on file in the County Clerk’s office. Anderson also presented the last gravel agreement for signing. Motion by Saathoff, seconded by Kehoe to approve and authorize the Chairman to sign the gravel agreement with Mid-Nebraska Aggregate. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Neumann to move to Board of Equalization for motor vehicle exemption applications and Tax List Correction certificates. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:10 AM. Doug Pauley, attorney, presented information to the Board regarding vacation of the Kothe’s Riverside Acres subdivision. He told the Board that the owners wereneeding to sell the property and the subdivision would be vacated and a new subdivision would not be requested. Judy Mignery, Planning Administrator, said that the Planning Commission had heard the request Monday evening and voted unanimously for approval. Motion by Saathoff, seconded by Curtis to approve and authorize the Chairman to sign Resolution 10-04-06.2 vacating the Kothe’s Riverside Acres subdivision. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete resolution on file in the County Clerk’s office. Attorney Audrey Lee asked the Board to re-appoint County Attorney Donna Fegler Daiss to the Central Nebraska Drug Court. Motion by Neumann, seconded by Saathoff to re-appoint County Attorney Donna Fegler Daiss to the Central Nebraska Drug Court. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe addressed the Board regarding a County Employee Recognition Committee stating that in 1996 he had been the recipient of an award recognizing him for his work with the courthouse renovation. He felt that this committee needed to be active again so he, Curtis, and Orthmann have selected to Award Chuck Neumann with the latest recognition for his endeavors in formulation of the County Wellness progam. Harold Johnson, Maintenance Supervisor, addressed the Board regarding the use of the Assembly Room at the ACOB. He reported that some users of the area in the past have left the room in a mess and suggested that a cleaning fee be assessed to those parties. The Board said they would like to discuss this further in the Workshop with the rest of the officials. Sheriff Gregg Magee asked the Board to approve and authorize the Chairman ti sign the HIDTA grant award from the Nebraska State Patrol. Motion by Neumann, seconded by Curtis to approve and authorize the Chairman to sign the HIDTA grant award from the Nebraska State Patrol in the amount of $42,000.00. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Magee also asked the Board to re-appoint Chuck Neumann to the elected official position on the Adams County Merit Commission. Motion by Saathoff, seconded by Hynes to re-appoint Neumann to the Adams County Merit Commission for a three year term to expire January 2012. Roll call, ayes: Kehoe, Curtis, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Neumann, abstained. Motion by Hynes, seconded by Orthmann to approve and authorize the chairman to sign the Victim Witness grant application. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Saathoff to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, n one. Motion by Kehoe, seconded by Neumann to accept officers reports for the month of March from the District Court Clerk and Treasurer. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Board Recessed at 10:45 AM and reconvened at 11:12 AM. Charles McGraw, Transportation Director for Community Action Partnership and Karen Bennett, Site Coordinator for RYDE, presented the 2010-2011 budget request for the Adams County Public Transportation System and asked the Board to approve the resolution directing them to proceed with securing federal and state funds for the program. Motion by Orthmann, seconded by Hynes to approve and authorize the Chairman to sign Resolution 10-04-06.3 instructing Community Action partnership of Mid-Nebraska to apply fro funding from the federal and state governments for the Adams County Public Transportation program. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Representatives from Windstream presented information and pricing to the Board about a new phone system for the County. Mike Atchity led the discussion with other representatives available to answer question from the Board. The Board recessed at 12:15 PM and reconvened at 1:00 PM in the Assembly Room of the ACOB to meet in workshop with other county officials and department heads to discuss the Wellness Committee Walk Out on Work, Walk for Your Life, employee recognition, the use of the Assembly Room and possibly changes they would like for the phones in their departments. No action was taken on any of the discussion and the meeting adjourned at 2:00 PM. met as a Board of Equalization for the purpose to hearing motor vehicle exemption requests and approving tax List Corrections with Chairman Larry Woodman presiding. Roll call members present were: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, Attorney Lee and Shannon Bird representing the Treasurer’s office. Motion by Neumann, seconded by Saathoff to approve and authorize the Chairman to sign Tax List Correction certificates 13640, 13648 and 13649. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Curtis to approve motor vehicle exemption applications for Goodwill Industries for a 2006 Dodge Stratus and Mid-Nebraska Individual Services for a 2010 Ford Taurus. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Orthmann to return to regular session.
