HomeMy WebLinkAboutSP05-18-10COURTHOUSE HASTINGS NEBRASKA Tuesday, May, 18, 2010 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Curtis, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Orthmann, seconded by Kehoe, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law, agendas in the room and asked if anyone had any conflicts of interest with any agenda item. Minutes of the previous meeting were approved as circulated. Orthmann reported that he voted on May 11th, went to an Adams County Visitors Bureau brochure exchange on the morning of the `12th and an Adams County Senior Services Board meeting later that day. He also helped with the Rummage for Rover fund raiser for Heartland Pet Connection on Thursday, Friday & Saturday, attended the Ad Hoc Committee for Planning meeting and also the Buildings and Grounds Committee meeting this morning. Curtis attended an Extension Board meeting on the 6th and a Library Board meeting in the morning on the 19th and meeting on the City sales tax issue that evening. He also attended a special meeting of South Central economic Development District and the Drug Court graduation on the 14th. Neumann attended his first Merit Commission meeting on May 10th, a veterinary meeting at the state office in Kearney on diseases and emergency management of animal diseases. He also attended a Midland Area Agency on Aging meeting, the Planning workshop on the County Comprehensive Plan, voted on the 11th, a meeting of the South Heartland District Health Board and the Buildings and Grounds Committee this morning. He encouraged people to appreciate the Ag community and recognized the Hastings High School soccer team for a job well done. Hynes attended the Planning workshop on the 10th, a Combined Services Committee meeting on the 12th and the Roads Committee meeting this morning. Saathoff attended the Ad Hoc Planning meeting, the Planning workshop, a Senior Action RSVP meeting and the Roads Committee meeting this morning. Kehoe attended a CASA meeting where they are busy getting ready for a golf tournament fund raiser and the Buildings and Grounds Committee meeting this morning. He also attended the Combined Services meeting. Woodman attended the Planning workshop on the 10th, the Combined Services meeting on the 12th and the Roads Committee meeting this morning. Dee Haussler, HEDC director, introduced Dave Rippe who will be working with Haussler for the next year or so and will eventually take his place when Haussler retires. At 9:45 Dawn Miller, Highway Superintendent, proceeded to open bids for a slightly used wheel loader. There were five bids received from bidders and in the following amounts: Nebraska Machinery, $158,781.00; Road Builders Sales, $157,321.00; Murphy Tractor Sales, $169,200.00; Titan machinery, $197,364.00 and Rueter Co, $121,900.00. Bids include trade-in allowance and forks. Motion by Neumann, seconded by Curtis to refer all bids to the Roads Committee for review and to come back with a recommendation at the next meeting. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller also presented a recommendation to award bid for large Corrugated Metal Pipe which bids had been opened earlier at the Roads Dept. Motion by Curtis, seconded by Saathoff to approve the recommendation from Miller and award the bids for large corrugated metal pipe for Project C1-344 to Ace Irrigation in the amount of $30,040.32. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff, and Woodman. Nays, none. Miller also presented additional township agreements for maintenance and gravel for Board approval. Motion by Hynes, seconded by Neumann to approve and authorize the Chairman to sign Interlocal Agreements for maintenance for Blaine, Hanover, Cottonwood, Little Blue Zero and Roseland Townships. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Hynes to approve and authorize the Chairman to sign Interlocal Agreements for gravel purchases at County bid price for Blaine, Hanover, Cottonwood, Zero and Roseland Townships. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Board recessed at 10:27 AM and reconvened at 10:35 AM. Brian Hessler of Hastings Police Dept appeared in the absence of Jason Ackles to answer questions the Board may have regarding the placement of an ATM in the Courthouse by the FOP. He stated that the Hastings Police union has an ATM in Murphy’s and they realize about $1-2,000.00 in revenue each year. They use this revenue for charitable contributions. The withdrawal fee from the machine is $1.50 per transaction and the union receives one half of the fee and the owner of the ATM receives the other one half. Motion by Kehoe, seconded by Neumann to approve placement of an ATM in the Courthouse sponsored by the County FOP. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Spencer Nelsen of the USDA, gave his annual report to the Board regarding animal control efforts in Adams County in the past year. He also presented his annual budget request and contract for continuing the program in Adams County. The new agreement has an increase of $179.00 for a total request of $9133.00. Motion by Neumann, seconded by Hynes to approve and authorize the Chairman to sign the new contract with USDA for animal control in the County for a budget amount of $9133.00. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Chrys Setlik, District Court Clerk, advised the Board of the new Walk for Your Life program sponsored by NACO. The new program begins June 1st and runs through September 30th and is open to all county employees, spouses and children. They must walk 1000 steps at an interval to qualify as a logged time. This event and challenge is open to all NACO counties. Setlik will do the monitoring and reporting to NACO for Adams County. County Clerk Lewis told the Board she was in receipt of an addenda to renew the lease for space occupied by DHHS at the ACOB under the same terms and amounts for one more year.. Motion by Saathoff, seconded by Orthmann to approve and authorize the Chairman to sign the Addenda to the lease for space by DHHS at the ACOB. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann ,Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Curtis to approve claims with the exception of one to Mary Lanning Memorial Hospital and authorize the County Clerk to pay the same from their respective funds. Attorney Lee will research the claim from Mary Lanning for more information. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Orthmann to accept Miscellaneous Receipts for the month of April in the amount of $1,541,048.21. Motion by Orthmann, seconded by Saathoff to accept officers reports for the month of April from the County Clerk and Register of Deeds. Motion by Kehoe, seconded by Saathoff to move to Executive Session for contract negotiations and an emergency personnel issue. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 11:22 AM. Motion by Saathoff, seconded by Kehoe to return to Regular Session. The Chairman announced that the only discussion was regarding contract negotiations and an emergency personnel item and no action was taken. Motion by Neumann, seconded by Saathoff to authorize the Attorney to draft an addendum to the Planning and Zoning Interlocal Agreement in the event of a village within the County leaving the agreement.
