A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Curtis,
Neumann, Hynes Orthmann, Saathoff and Woodman.
Motion by Orthmann, seconded by Kehoe, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Chairman announced the locations of the open meetings law and agendas in the room and asked if there were any conflicts of interest with agenda items. No one declared a conflict.
Minutes of the previous meeting were approved as circulated.
Orthmann was a playground captain for the Kool-Aid playground construction on August 4th, attended an Adams County Convention and Visitors Bureau meeting on Thursday, helped build the
playground on the 6th, attended a senior Services meeting and Pet Connection meeting on the 11th and helped with the Kool-Aid parade on Saturday and an Awards Committee meeting this
morning.
Curtis attended a Drug Court meeting in Grand island on the 4th, the NIRMA workshop on the 5th & 6th, a Library meeting on the 9th and an Awards Committee meeting this morning.
Neumann attended a Merit Commission meeting on the 4th. They interviewed 10 applicants for 3 positions in the Sheriffs Dept. They will be meeting again this Friday to narrow down the
applicants and make their recommendations to the Sheriff.
Hynes attended the Roads Committee meeting this morning.
Saathoff attended the Roads Committee meeting this morning and a Senior Action RSVP meeting yesterday.
Kehoe attended the Awards Committee meeting this morning and announced that CASA will be having their luncheon fund raiser at St Paul’s Lutheran Church. He also announced that he submitted
his letter of resignation to the Board Chairman effective August 31, 2010.
Woodman attended the Roads Committee meeting this morning, a Reuse Committee meeting on the 4th, the NIRMA workshop on the 5th & 6th and the Roads Committee meeting this morning. He
read Kehoe’s letter of resignation to the other Board members.
During the Public Comments portion of the agenda, Dawn Miller updated the Board and the public on road construction projects taking place in the County. County Clerk Lewis announced
that at the NIRMA workshop Adams County had received a dividend check in the amount of $21,037.00 making the total amount returned to Adams County $380,724.00. Neumann publically thanked
Kehoe for his good work and service to the County Board.
Loren Uden, Emergency manager, presented a letter to the Board for approval naming Dawn miller as the representative for FEMA disaster 1924-DR.
Motion by Saathoff, seconded by Orthmann to appoint Dawn Miller as the authorized Adams County representative for FEMA disaster 1924-DR. Roll call, ayes: kehoe, Curtis, Neumann, Hynes,
Orthmann, Saathoff and Woodman. Nays, none.
Uden also presented and Interlocal Agreement for Central Nebraska Regions Interoperability for approval.
Motion by Neumann, seconded by Kehoe to approve and authorize the Chairman to sign the Interlocal Agreement for Cooperative Public Safety Services with Buffalo, Chase, Clay, Custer,
Dawson, Dundy, Frontier, Furnas, Gosper, Hall, Hamilton, Harlan, hays, Hitchcock, Kearney, Lincoln, Nuckolls, Phelps, Perkins, Red Willow, Sherman, and Webster Counties and all the
cities and villages therein for Central Nebraska Region Interoperability. Roll call, ayes” Kehoe, Curtis, Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none.
Audrey Lee asked for clarification of the proposed tobacco free county properties policy. She said she was unclear regarding whether or not the policy would apply to employees while
on the clock or only on the property. She said she has had several comments from employees who had issues with the county regulating their tobacco use on the clock. She was also looking
for an effective date. The Board decided that the policy would only apply to persons, employees and public, on county property and would be effective January 1, 2011.
Motion by Hynes, seconded by Saathoff to move to Board of Equalization for motor vehicle exemption applications. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and
Woodman. Nays, none. Entered Board of Equalization at 10:05 AM.
Dawn Miller presented a resolution for stimulus project Juniata SW BRO-7001(14) for approval.
Motion by Hynes, seconded by Saathoff to approve and authorize the Chairman to sign Resolution 10-08-17 authorizing the Chairman to sign the Task Order Agreement and Memo for Negotiation
of Construction Engineering for Juniata BRO – 7001(14). Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in
the County Clerk’s office.
Motion by Orthmann, seconded by Curtis to approve and authorize the Chairman to sign the grant application from Nebraska Crime Commission for the Victim Witness program. Roll call,
ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
There was a discussion about the proposed 2010-2011 budget and the necessary cash reserve. Dawn Miller, Highway Superintendent said she would like to see the $110,000.00 that was removed
from the Roads budget due to lower cost projections for two stimulus road projects be returned to her budget for equipment or possible upcoming road projects. She stated that it was
not likely that Adams County would receive federal funding for road projects for the next seven or eight years since we were lucky to get three stimulus projects. She also pointed
out that there are county roads that will be needing repairs in the future and these will be totally at County expense. It was decided to raise the general fund cash reserve to $750,000.00
and to transfer $300,000.00 from the Inheritance Fund to the General Fund. County Clerk Lewis asked the Board if they wished to exceed the statutory budget increase maximum of 2.5%
by an additional 1%. She told the Board that this does not increase the budgeted amount but does give the County additional budget authority in case it might be needed in the future.
Motion by Neumann, seconded by Curtis to approve the additional 1% increase over the statutory maximum of 2.5% for a total increase over preceding budget of 3.5%. Roll call, ayes: Kehoe,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Hynes, seconded by Orthmann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann<
Saathoff and Woodman. Nays, none.
Motion by Saathoff, seconded by Kehoe to accept Miscellaneous Receipts for the month of July in the amount of $715,588.70. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, none.
Motion by Orthmann, seconded by Neumann to accept officers reports for the month of July from the Clerk of District Court and Register of Deeds. Roll call, ayes: kehoe, Curtis, Neumann,
Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Board continued the meeting with the quarterly jail inspection and then adjourned.

The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing motor vehicle exemption applications with Chairman Larry Woodman presiding. Roll call
members present were; Kehoe, Curtis, Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none. Also present were County Clerk Lewis, Attorney Lee and Shannon Bird representing the
Treasurer.
Motion by Saathoff, seconded by Curtis to approve motor vehicle exemption applications for the Hastings Family YMCA for a 1999 Thomas bus and for Mid NE Individual Services for a 2010
Ford Fusion. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Hynes to approve and authorize the Chairman to sign tax List Correction 13668. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann< Saathoff and
Woodman. Nays, none.
Motion by Orthmann, seconded by Curtis to return to regular session. Roll call, ayes: kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular
session at 10:10 AM.
