A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis,
Neumann, Hynes Orthmann, Saathoff and Woodman.
Motion by Saathoff, seconded by Hynes, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Chairman announced the locations of the open meetings law and agendas in the room. He also asked if there were any conflicts of interest with any of the agenda items.
Minutes of the previous meeting were approved as circulated.
Orthmann attended an Adams County Convention and Visitors Bureau meeting on the 7th, a BID Board meeting on the 12th as well as the County Board of Equalization meeting and a meeting
of Buildings and Grounds Committee. He also attended a Senior Services meeting on the 13th, the RSVP Volunteer Recognition dinner on the 14th and a Buildings and Grounds meeting this
morning.
Curtis attended an Extension Board meeting on the 7th, the BOE meeting on the 12th, a Drug Court Board meeting on the 14th and Drug Court proceedings on the 18th.
Neumann attended the BOE meeting on the 12th and the Buildings and Grounds meeting this morning.
Hynes attended the BOE meeting and the Roads Committee meeting this morning.
Saathoff attended the Health Care Reform meeting on the 5th, the BOE meeting on the 12th as well as the Chamber Legislative Forum that evening. He also attended the RSVP Volunteer Recognition
dinner on the 14th and RSVP meeting on the 18th and the Roads Committee meeting this morning.
Thomsen attended the Buildings and Grounds meeting this morning.
Woodman attended the Roads Committee meeting this morning.
There were no comments from the public.
Mike Butler of Livingston Butler Volland Funeral Home addressed the Board about the possibility of purchasing lots from the County in Count maintained cemeteries for interment of cremains
when families do not want them. He stated that the cost of the purchase would help the County pay for some of the maintenance of those cemeteries. The Board said they were not sure
if they could sell plots in the County cemeteries to private parties but asked the County Attorney to research the issue. The Board will consider Mr Butler’s request when they have
more information.
Leona Anderson of the Nebraska Retired Teachers Association presented a facsimile check in the amount of $718,949.70 representing the 34,482 volunteer hours of service by members of
the NRTA. The Board thanked the Ms Anderson and the members of the association and commended them on their work.
Motion by Neumann, seconded by Saathoff to move to Board of Equalization for motor vehicle exemption applications and Tax List Corrections. Roll call, ayes: Thomsen, Curtis, Neumann,
Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:07 AM.
Dawn Miller, Highway Superintendent, presented a resolution and an agreement from NE Dept of Roads for bridge inspections.
Motion by Hynes, seconded by Saathoff to approve and authorize the Chairman to sign Resolution 10-10-19.1 requiring the County to enter into an agreement with NE Dept of Roads. Roll
call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete resolution on file in the County Clerk’s office.
Motion by Curtis, seconded by Hynes to approve and authorize the Chairman to sign the agreement with NE Dept of Rods for inspection of Adams County bridges. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, S Saathoff and Woodman. Nays, none.
Miller also presented a Resolution to the Board for award of bid for the Holstein South project STPE-2145(10).
Motion by Saathoff, seconded by Curtis to approve and authorize the Chairman to sign Resolution 10-10-19.2 awarding the bid for the Holstein South project STPE-2145(10) to Vontz paving
in the amount of
$979,249.54. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office.
There was a discussion about notaries available in the Courthouse for public use. It was determined that if the notary for an employee of Adams County was paid for with County funds
then there should not be any charge for those services.
Clerk Lewis read the Resolution drafted by Attorney Lee making Adams County a Tobacco Free Campus into the record.
Motion by Curtis, seconded by Thomsen to approve and authorize the Chairman to sign Resolution 10-10-19.3 making all Adams County property and vehicles, with the exception of county
roads, tobacco free. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete resolution on file in the County Clerk’s office.
Clerk Lewis told the Board that Hastings State Bank has asked for the release of a security pledge in the amount of $350,000.00. They will not be replacing it as the County funds in
their bank are currently covered by the FDIC $250,000.00.
Motion by Orthmann, seconded by Hynes to release the security pledge from Hastings State bank in the amount of $350,000.00. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Saathoff to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes,
Orthmann, Saathoff and Woodman. Nays, none.
Motion by Saathoff, seconded by Neumann to accept officers reports for the month of September from the County Clerk, Register of Deeds and Sheriff. M Roll call, ayes: Thomsen, Curtis,
Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Thomsen to accept Miscellaneous Receipts in the amount of $322,529.37 for the month of September. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, none.
Motion by Orthmann, seconded by Neumann to move to Executive Session for discussion of county burial applications. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff
and Woodman. Nays, none. Entered Executive Session at 11:20 AM.
Motion by Neumann, seconded by Hynes to return to regular session. Roll call, ayes: Thomsen, Neumann< Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session
at 11:30 AM. The Chairman announced that the only discussion was about country burials.
Motion by Orthmann, seconded by Neumann to approve one request for county burial assistance but deny the second request as it is not an Adams County responsibility. Roll call, ayes:
Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Board moved the jail inspection to the November meeting.

The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing motor vehicle exemption applications and Tax List Corrections with Chairman Larry Woodman
Presiding. Roll call members present: Thomsen, Curtis, Neumann,, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, Attorney Lee and Shannon Bird representing
the Treasurer.
Motion by Saathoff, seconded by Curtis to approve motor vehicle exemption applications for Salvation Army Mid NE Individual Services. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes,
Orthmann, Saathoff and Woodman. Nays, none.
Motion by Orthmann, seconded by Hynes to approve and authorize the Chairman to sign Tax List Correction certificates numbers 13696 and 13697. Roll call, ayes: Thomsen, Curtis, Neumann,
Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Saathoff to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular
session at 10:15 AM.
