HomeMy WebLinkAboutSP01-04-11COURTHOUSE HASTINGS NEBRASKA Tuesday, January 4, 2011 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Neumann, seconded by Orthmann that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as circulated. County Clerk asked for the agenda to be amended to include an application for county burial assistance during the Executive Session. Request approved. Orthmann attended the Buildings and Grounds meeting this morning. Curtis had no report. Neumann attended the Buildings and Grounds meeting this morning. Hynes attended the Roads Committee meeting this morning. Saathoff attended an HEDC meeting on the 30th and the Roads Committee meeting this morning. Thomsen attended the Buildings and Grounds Committee meeting this morning. Woodman attended the Roads Committee meeting this morning. There were no public comments. Motion by Saathoff, seconded by Hynes to adjourn sine die for 2010 and appoint the County Clerk as temporary chairman. Roll call, ayes: Thomsen, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Clerk asked if there were nominations for chairman of the Board. Motion by Neumann, seconded by Saathoff to re-appoint Woodman as the Chairman of the Board. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Chairman Woodman asked if there were nominations for Vice-Chairman of the Board. Motion by Saathoff, seconded by Curtis to re-appoint Neumann as Vice-Chairman. Roll call, ayes: Thomsen, Curtis, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Neumann abstained. Motion by Neumann, seconded by Hynes to name the following banks as Adams County depositories: Wells Fargo bank, Heritage bank, Hastings Sate Bank, Adams County Bank, Nebraska Public Agency Investment Trust (NPAIT), Five Points Bank, US Bank, Geneva State bank and Bank of Doniphan. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Hynes, seconded by Saathoff to authorize the County Treasurer to deposit funds in local banks up to the following amounts: ells, Fargo Bank, $2,500,000.00; Heritage bank, $6,000,000.00; Hastings State bank, $1,350,000.00; Adams County Bank, $2,775,000.00; Nebraska Public Agency Investment Trust (NPAIT, $6,000,000.00; Five Points bank, $6,000,000.00; Bank of Doniphan, $1,500,000.00; US Bank $1,000,000.00 and Geneva State Bank, $1,000,000.00. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Neumann to give consent to the County Treasurer to deposit 100% of capital stock and surplus in any of the depository banks named and said deposits to be protected by bonds and securities as required by law. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Curtis to designate the Hastings Tribune as the legal newspaper for Adams County. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. County Clerk Lewis told the Board that she has received signed bonds for the officer so f Blaine, Highland and Wanda townships and for the treasurers of Verona and Kenesaw townships. Motion by Neumann, seconded by Hynes to accept bonds for the clerks and treasurers of Blaine, highland and Wanda townships and treasurers from Kenesaw and Verona townships. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Dee Haussler, HEDC director, asked the Board for release of seven properties from the County Industrial Areas. Motion by Saathoff, seconded by Curtis to release the following properties from the County Industrial Areas: the final 20% of Pepsi Cola Bottling Co., Eaton Corp., and Nebraska Cold Storage all located in County Industrial Area North and the final 20% of Van Diest Supply, the 4th 20% of L and H Manufacturing Co. and Echo Supply and the second 20% of Central Logistics Services, Inc all in the County Industrial Area West. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Sheriff Gregg Magee presented an Addendum to the SCALES Interlocal Agreement adding Lexington police Dept to the agreement. Motion by Neumann, seconded by Hynes to authorize the chairman to sign Addendum No. 2 to the SCALES Interlocal Agreement adding the Lexington Police Dept to the agreement. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Judy Mignery, Planning Administrator presented to subdivisions to the Board for approval. Motion by Saathoff, seconded by Neumann to approve Harms Subdivision, case 11-01.1, applicants Randal and Karla Harms. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Hynes to approve Willie Subdivision, case 11-01.2, applicants Bryan and Sara Swanson. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. County Clerk Lewis presented a request from Five Points Bank for the release and replacement of securities. Motion by Saathoff, seconded by Thomsen to release two securities pledged by Five Points Bank in the amount of $1,000,000.00 each and replace with two new securities in the amounts of $1,000,000.00 and $975,000.00. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Hynes, seconded by Neumann to approve claims and authorize the County Clerk to pay the same from their respective funds. Motion by Saathoff, seconded by Hynes to accept officer’s reports for the month of December from the County Clerk, register of Deeds and Sheriff. Motion =by Curtis, seconded by Orthmann to move to the Annual Meeting of the Adams County Cemetery Association, Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Chrisella Lewis Larry Woodman County Clerk Chairman Beverly Johnson Deputy COURTHOUSE HASTINGS NEBRASKA Tuesday, January 4, 2011 Annual Meeting of Adams County Cemetery Association The Adams County Board of Supervisors met at 10:30 AM for the annual meeting of the Adams County Cemetery Association with Chairman Larry Woodman, presiding. Trustees present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present was Clerk and Secretary, Chris Lewis. The discussion was about the condition and spaces available for county burials in the True Dutch Reform Cemetery. Highway Superintendent Dawn Miller does not think there are many spaces left available. Attorney Lee told the Board that their cemetery corporation constitution states that the Board can use any of the abandoned cemeteries in the county for county burial purposes. Motion by Saathoff, seconded by Neumann to survey the Scandanavian Lutheran Cemetery for future county burials. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. There was discussion about advertising for bids for maintenance of the abandoned cemeteries but it was decided to take this matter up at a future County Board meeting. Motion by Orthmann, seconded by Neumann to adjourn and return to regular Board session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
