A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis,
Neumann, Hynes, Orthmann, Saathoff and Woodman.
Motion by Hynes, seconded by Neumann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items.
Minutes of the previous meeting were approved as circulated.
Thomsen attended a Board meeting of the Hastings Alcohol and Substance Abuse Coalition on the 19th, the Planning Commission meeting on May 2nd and the Buildings and Grounds Committee
meeting this morning. He reported that progress is moving on the energy grant. They will be ready to go to bids soon.
Saathoff attended an Ag Business meeting on the21st and went to Lincoln for the Chamber Tri-City Luncheon with area senators that afternoon, attended a Chamber Board meeting on the 27th,
an HEDC meeting on the 28th, a DARE graduation at District 60 on the 2nd and a Roads Committee meeting this morning. He also reported that the Kiwanis Club toured the Bristol Station
facility.
Hynes attended the Roads Committee this morning, a Region III meeting on the 22nd and a meeting with Roseland Village on the 19th.
Neumann attended a Wellness Committee meeting on the 20th and announced that the next County employee blood draw would be on June 7th, 8th and 14th. He also sat in on a conference call
regarding the energy grant on the 22nd, attended the DARE graduation on the 2nd and the Buildings and Grounds meeting this morning.
Curtis attended a Library Board meeting on the 25th and the DARE graduation on the 2nd.
Orthmann attended the conference call on the energy grant on the 22nd, a Senior Services Board meeting on the 27th, the DARE graduation on the 2nd and the Buildings and Grounds Committee
meeting this morning.
Woodman made a presentation to Leadership Hastings on the 20th and attended a Re-use committee meeting on the 27th, the DARE graduation on the 2nd and a Roads Committee meeting this
morning.
During Public Comments, Dawn Miller reminded the Board of a meeting at College Park in Grand Island on federal aid restructuring. She also informed them of a pre-construction meeting
with Werner Construction and Vontz Paving on the County asphalt projects. She also reported that she had to close Showboat Blvd from Highway 74 to the County line due to dangerous
driving conditions on the federal aid projects underway on that section of road. She stated that the sub base was weak and deteriorating.
Judy Mignery, Planning Administrator, presented information on a subdivision and revisions to the Interlocal Agreement with the villages for planning services.
Motion by Saathoff, seconded by Thomsen to approve the Ostdiek Subdivision, case 11-05.3, applicants Steve and Sheila Hesman. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Thomsen to approve revisions to the Interlocal Agreement with the villages for planning services. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, none.
Ron Sidlo and Brad Hemberger of the Roseland Village Board approached the Board requesting an Interlocal Agreement with Adams County that would allow Roseland Village to use the same
bid quotes from Vontz Paving for their portion of asphalt paving on Roseland Ave.
Motion by Curtis, seconded by Neumann to approve the request from Roseland Village for an Interlocal Agreement with Adams County allowing Roseland Village to use the same bid quotes
from Vontz Paving for their portion of asphalt paving on Roseland Ave. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Leona Anderson of the Retired Teachers Association presented the Board with cookies in recognition and appreciation of their work.
Motion by Neumann, seconded by Hynes to move to Board of Equalization for Tax List Corrections and motor vehicle exemption applications. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes,
Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:10 AM.
Jim Daubert, president of First Concord, presented information to the Board about costs and services provided by First Concord for administration of the County health insurance deductible
and the flexible spending plan. The Board will consider this information and make a decision at their next Board meeting.
Motion by Orthmann, seconded by Thomsen to move to a meeting of the Adams County Cemetery Association. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman.
Nays, none. Entered Cemetery meeting at 11:16 AM.
Motion by Curtis, seconded by Saathoff to approve township bonds for Ayr Township Clerk and West Blue Township Treasurer. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, none.
The Board recessed at 10:55 AM and reconvened at 11:00 AM.
Dianne Fowler, Executive Director of Midland Area Agency on Aging, presented the agency’s budget request for 2011. The request is the same as previous years. Coleen Sedlacek, Director
of Adams County Senior Services, discussed with the Board the services that they provide to seniors in the County with the funds they receive from MAAA.
Motion by Saathoff, seconded by Orthmann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes,
Orthmann, Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Curtis to accept officers reports from the District Court for the month of April. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff
and Woodman. Nays, none.
Motion by Neumann, seconded by Thomsen to enter Executive Session for personnel and litigation. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays,
none. Entered Executive Session at 11:35 AM.
Motion by Orthmann, seconded by Thomsen to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular
session at 12:23 PM. The Chairman announced that the only discussion was about personnel and litigation and no action was taken.
Motion by Saathoff, second by Thomsen to postpone discussion on authorizing the Wellness Program Deductible Adjustment until the meeting of May 17, 2011. Roll call, ayes: Thomsen, Curtis,
Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.

The Adams County Board of Supervisors met as a Board of Equalization for Tax List Corrections and motor vehicle exemption applications with Chairman, Larry Woodman presiding. Roll call,
members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, Attorney, Audrey Lee and Shannon Bird representing the
Treasurer’s office.
Motion by Orthmann, seconded by Curtis to approve and authorize the Chairman to sign Tax List Correction numbers 13805 through 13811. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes,
Orthmann, Saathoff and Woodman. Nays, none.
Motion by Hynes, seconded by Orthmann to approve motor vehicle exemption application for Good Samaritan Village for a 2006 Chevrolet pickup. Roll call, ayes: Thomsen, Curtis, Neumann,
Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Orthmann, seconded by Saathoff to return to regular session. Returned to regular session at 10:15 AM.

The Adams County Board of Supervisors met in a meeting of the Adams County Cemetery Board for the purpose of discussing maintenance of abandoned cemeteries in the County with Chairman,
Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis and Attorney Lee.
Lewis told that Board that she had contacted all the past vendors who had been doing mowing of the cemeteries to see what their charges would be for the current season and whether or
not they were interested in continuing the service. She stated that Zach’s Lawn Service who mowed Shiloh Cemetery planned to continue the same charge as before of $100.00 per mowing.
Brad Harpham of the Platte Valley
Antique Machinery Association, was taking over the mowing of the Danish Reform and Scandinavian Lutheran Cemeteries, stated they planned to charge the same as the previous vendor. Lewis
reported she also spoke with the mother of Michelle Gentert who had been mowing Morseville Cemetery and was told that Michelle will not be providing the mowing service this summer.
The Board discussed the bid that had been received from Patty’s Lawn Care compared to the charges from the other vendors. Most of the Board felt that the bid was lower than what the
County has been paying and liked the idea that one person would be responsible for all the cemeteries.
Motion by Neumann, seconded by Thomsen to accept the bid from Patty’s Lawn Care of $50.00 per cemetery per month with the Scandinavian Lutheran Cemetery at $65.00 per month for the maintenance
of County abandoned cemeteries. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Attorney Lee told the Board that in her research regarding the encroachment of the Danish Reform Cemetery by an adjoining property owner, there is no prescriptive easement available
for transferring ownership or giving authority to continue encroachment. She also reported that in her research regarding the Scandinavian Cemetery that the County does not own the
cemetery but is only charged with the maintenance once they are abandoned.
Woodman also told the trustees that the Highway Dept is looking for fill dirt for the Showboat project and has been asked if they might use some of the dirt from the Danish Reform Cemetery.
This would also increase the visibility and safety at that intersection Lee said she would have to research that issue.
Motion by Saathoff, seconded by Orthmann to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Board returned
to regular session at 11;30 AM.
