A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis,
Neumann, Hynes, Orthmann, Saathoff and Woodman.
Motion by Neumann, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. Curtis stated he
had a conflict for Board of Equalization regarding approval of Mary Lanning Memorial Healthcares applications for real estate and personal property exemptions and would be abstaining
from the vote on the applications.
Minutes of the previous meeting were approved as circulated.
Thomsen attended the work session with Senator Seiler on the 11th, and the Buildings and Grounds Committee meeting this morning. He reported that we are no further along on replacement
of windows at the Annex. He also reported that the State has looked at the space they are currently leasing from the County for DHHS and he anticipates some revisions forth coming
on their lease. He also had the opportunity to meet Coleen Sedlacek and tour the Golden Friendship Center.
Saathoff attended the NACO County Board workshop in Kearney on the 8th and 9th, the Chamber annual meeting on the 15th, a Chamber Board meeting on the 16th, a Senior Action meeting yesterday
and a Chamber Ag Business meeting and the Roads Committee meeting this morning.
Hynes attended the Roads Committee meeting this morning and the NACO County Board workshop in Kearney.
Neumann and Judy Mignery visited the Richard Schmidt facility on the 15th and also a Wellness Committee meeting that same morning. The next activity that the Wellness Committee is planning
will address stress management. He attended the workshop with Senator Seiler, went to Lincoln on the 8th to testify on a bill regarding Boards of Public Health and attended the Buildings
and Grounds Committee meeting this morning. He also stated that the Board should respond to Mike Glassmyer’s letter in the newspaper.
Curtis attended the NACO County Board workshop in Kearney on the 9th, the workshop with Senator Seiler on the 11th, a Library Board meeting on the 13th and an Ag Society Board meeting
on the 14th. They have plans for a new 180’ x 250’ at a cost of $1.1 to $1.25 million.
Orthmann attended a Senior Services meeting on the 8th, an ACCVB meeting on the 9th, the workshop with Senator Seiler on the 11th, helped Chip Volcek with ID badges for the Sheriff’s
office on the 16th, a BID meeting and the Buildings and Grounds meeting this morning.
Woodman attended the workshop with Senator Seiler on the 11th and the Roads Committee meeting this morning.
At 9:45 the Board held a public hearing for amending the zoning resolutions for stockpiling and application of paunch manure and related products.
Todd Buhr of 4785 N Highland Rd, Hastings, NE spoke regarding his concerns for stockpiling and application of grit which is defined in the revised Zoning Regulations. HE stated that
he has recently looked into utilizing this product and some of the amended regulations could create issues for him in his farming operation and the application of the grit. He apologized
that he did not take his concerns regarding the revisions to the Planning Commission but said he only recently read about the proposed changes in the paper. Board members had several
questions for Mr. Buhr about the grit product and composting the product. Marty Stange of Hastings Utilities also appeared to express concern about the requirement to get a second
permit from the County for application of sewage sludge when they must initially have a permit from DEQ. He asked if this one permit could be sufficient for County purposes as well.
The Board had some questions of Mr. Stange regarding the wellhead protection areas and application of this product. No one else appeared and the hearing was closed.
Motion by Curtis, seconded by Thomsen to refer the amendments to the Zoning Regulations for stockpiling and application of paunch manure and similar products back to the Planning Commission
for more discussion and possible changes. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Board conducted a public hearing for the proposed One and Six Year Road Plan. Highway Superintendent Dawn Miller introduced the plan and stated there was one addition to the preview
from the
last Board meeting and that is the addition of a small structure on Blue Valley, ½ mile west of Liberty. This is on the Webster County line and will be a Webster County project since
it is their mile for maintenance. The Chairman asked for those wishing to speak to come forward.
Phil Bonifas of 10300 S Prosser Ave expressed concerns about the asphalt just south of Highway 74 going past the Roseland Cemetery. It is breaking up badly. He also stated that a narrow
culvert 1 5/8 mile south of Highway 74 on S Prosser Ave is dangerous and it is imperative that it be replaced as there could be a potentially fatal accident there. Miller stated that
this is a maintenance issue and it is on the Roads Dept maintenance plan for replacement this year. John Kinley of 18675 S Prosser Ave, Bladen NE stated there is a culvert plugged
at Oregon Trail and Wanda Ave and it causes water to back up on the road and on 1- 2 acres of his land and the County needs to address this issue as soon as possible. Woodman said
this also is a maintenance issue and is not on the One and Six Year Plan. Marilyn Reynolds of 2930 W Silverlake Rd, Blue Hill, NE stated that she difficulty getting to work because
only 300 feet of W Silverlake is County road and the rest is township. Recently she has had difficulty getting to work as the road north of her is also a township road. She said if
the road north was graveled it would help. Miller said she would contact Zero Township about what their cost of gravel for that road would be. Miller also stated that access to this
property would be helped with completion of projects 401A and 401 B which would replace a timber bridge on Silverlake ¼ mile east of Highway 281and place two culverts and raise the
road 6 feet ¾ mile east of Highway 281 on Silverlake. These are projects on the One Year Plan. No one else appeared and the hearing was closed.
There was further discussion regarding the asphalt portion of S Prosser Ave past the Roseland Cemetery and the fact that there just isn’t money available to do replace it. An estimate
of cost at today’s prices is around $300,000.00, especially if the State Legislature does away with County Inheritance Tax. The paved portion of Wanda Ave past a cemetery was discussed
and was stated if one road is done, both should be done. There was discussion of adding both roads to the One and Six Year Plan. Brad Hemberger of 9004 S Mead Ave, Roseland NE said
he understands the funding issue and he would rather see the asphalt torn up and returned to gravel than have weight restrictions placed on the asphalt portion of S. Prosser Ave. He
asked that the two roads not be added to the One and Six Year Plan.
Motion by Saathoff, seconded by Curtis to approve the One and Six Year Road Plan as presented. Roll call, ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff and Woodman. Nays, Hynes.
Motion by Orthmann, seconded by Neumann to move to Board of Equalization for further discussion of the applications from Mary Lanning Memorial Healthcare for real estate and personal
property exemptions. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 11:10 AM.
Chrys Setlik, District Court Clerk, asked the Board to approve and authorize signing of an Interlocal Agreement between County Court and District Court to perform functions of the other
office when one might be closed. She stated she has discussed this with Tom Hawes, County Court Magistrate.
Motion by Curtis, seconded by Hynes to approve and authorize the Chairman to sign the Interlocal Agreement with County Court for sharing of services when one office is closed. Roll
call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none.
Judy Mignery, Planning Administrator, reported that the visit to the Richard Schmidt feeding facility shows that the application for construction of a Waste Storage Facility was warranted
and done within the Adams County Zoning Regulations. She stated that she has prepared a letter to be sent to Nebraska Dept of Environmental Quality.
Dawn Miller presented a resolution to the Board setting Spring weight limitations on county asphalt roads. She stated there is an addition that would include Adams Central Ave from
12th St south to Highway Six.
Motion by Neumann, seconded by Hynes to approve and authorize the Chairman to sign Resolution 12-02-21 setting Spring weight restrictions on County asphalt roads. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, (Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office.
Miller also presented a warranty deed to the Board releasing an easement on property owned by the Shurigars for their approval.
Motion by Hynes, seconded by Orthmann approving and authorize signing of a warranty deed releasing an easement held by the County on property owned by Shurigars at the Southeast Quarter
of Section 22, Township 8, Range 12. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Thomsen to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes; Thomsen, Curtis, Neumann, Hynes,
Orthmann<Saathoff and Woodman. Nays, none.
Motion by Orthmann, seconded by Thomsen to accept officer reports for the month of January from the County Clerk and Register of Deeds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes,
Orthmann, Saathoff and Woodman. Nays, none.
The Board recessed at 11:35 Am and reconvened at 11:45 AM and continued the meeting in a discussion with other elected officials about obtaining door prizes for the March Central District
meeting to be hosted by Adams County.

The Adams County Board met as a Board of equalization for the purpose of hearing real estate and personal property exemption applications from Mary Lanning Memorial Healthcare with Larry
Woodman presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were Clerk Lewis, Attorney Naples, Assessor Hynes
and Shawn Nordby, Director of Finance for Mary Lanning.
The Board deferred thses applications from the February 7th meeting for more information from Mary Lanning. Mr Nordby explained that the request for the real estate exemption was that
space at the Medical Services Building that was leased by Nebraska Heart Institute is now vacant and has increased the amount of exempt space to 52%. The personal property exemption
applications are for office and medical equipment from Hastings Imaging, Moscati Health Center and Heartland Imaging Center. The total of the previously taxable value is $934,923.00.
The hospital has purchased all of the equipment from these businesses.
Motion by Neumann, seconded by Thomsen to approve the real estate exemption application and perosanl property exemption applications from Mary Lanning Memorial Healthcare. Roll call,
ayes: Thomsen, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Curtis abstained.
Motion by Saathoff, seconded by Orthmann to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular
session at 11:20 AM.
This Board is adjourned.
