HomeMy WebLinkAboutsp10-04-11COURTHOUSE HASTINGS NEBRASKA Tuesday, October 4, 2011 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Neumann, seconded by Curtis, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Thomsen attended an ASAAP meeting on the 20th and reported that new director, Scott Stemper, is doing well. He also attended the Buildings and Grounds Committee meeting this morning and reported that Harold is working on the left over grant money for replacement windows at the Annex. Saathoff attended the Caterpillar Care Days at the Roads Dept on the 22nd, met with Shawn Scott of Adams Central Schools and Bill Hitesman of Central Community College about installation of traffic control lights at their respective intersections. He also attended the RSVP Volunteers Recognition Dinner on the 29th and the Roads Committee meeting this morning. Hynes attended an LEPC meeting 2 weeks ago and the Roads Committee meeting this morning. Neumann attended the Wellness Committee meeting on the 21st and reported about the new exercise activity and the flu shot clinic. Curtis attended the Caterpillar Care Days at the Roads Dept on the 22nd, a Library Board meeting on the 26th, a South Central Economic Development meeting in Holdrege on the 29th and a fund raising training for the library renovation project on the 3rd. Orthmann attended training on the new laptop computers on the 20th, the Wellness Committee meeting on the 21st, a Community Action partnership meeting on the morning of the 29th, the RSVP Volunteers Award Dinner that evening, the Buildings and Grounds meeting this morning and did some cleanup work at the building on Rhode Island. Woodman attended a Mid NE Individual Services meeting on the 21st and a joint meeting with the City and Dawn Miller and Saathoff regarding the light at Central Community College and the Roads Committee meeting this morning. During public comments attorney Audrey Lee updated the Board on the abandoned cemeteries in the County and reports that the County has no property interest in them. She is researching case law trying to find anything that would give the County property interest as the Scandinavian Lutheran Cemetery has bodies buried outside the surveyed area and needs to be cleaned up. Beth Maricle, Adams County UNL Extension Educator, thanked the Board for their continued support of the extension and 4-H programs and stated that today is National 4-H Day. Tomorrow will be Ag Safety Day at the fairgrounds for over 400 youth from Adams County. On October 15th 4-Hers will meet at the Extension Office to sew Cases for Kids to be given to kids in participating hospitals. She also mentioned that November 6th is the 4-H Achievement Night. At 10:00 AM the Board held a public hearing for a Conditional Use Permit for a billboard. Judy Mignery, Planning Administrator, presented preliminary information. The Chairman opened the hearing and asked those wishing to speak to come forward. Harry Dworak of 2928 Lakepark Lane spoke in favor of the permit. It will be used for advertisement of the Comfort Inn. No one else appeared and the hearing was closed. Motion by Saathoff, seconded by Thomsen to approve the Conditional Use permit for the billboard, case 11-10.3, applicant Kevin Wright of KMPB Farms. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Mignery also presented information on Mt Pleasant and Bredenkamp Subdivisions. Bredenkamp was tabled until October 17th meeting as it involved a resolution for vacation of a subdivision and the resolution had not been placed on the agenda. Motion by Hynes, seconded by Curtis to approve the Mt Pleasant Subdivision, case 11-10.1, Eldon Grothen applicant. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Dawn Miller, Highway Superintendent, presented the Roads 2010 Year End Road Report for approval. Motion by Thomsen, seconded by Hynes to approve and authorize the Chairman to sign the 2010 Year End Report from the Roads Dept. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Next followed a discussion of appointing a Title VI coordinator since the current coordinator. Audrey Lee is ending her employment with Adams County effective October 7th. The discussion centered around the County hiring a Human Resources professional for many needs in the County. It seems no one in employment in Adams County is trained to be the Title VI coordinator, no action was taken and the Personnel Committee was directed to explore the employment of a Human Resources professional, perhaps part time or under a contract arrangement. Clerk Lewis read a resolution from the County Treasurer authorizing the Treasurer to issue Tax Sales Certificates on properties with delinquent taxes. Motion by Neumann, seconded by Hynes to approve and authorize the Chairman to sign Resolution 11-10-04 authorizing the County Treasurer to issue Tax Sales Certificates on properties with delinquent taxes. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Motion by Saathoff, seconded by Orthmann to approve the claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to accept officers reports for the month of September from the County Clerk and the report of uncollectible Distress Warrants from the County Treasurer. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Curtis to move to Executive Session for discussion of contract negotiations. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 11:10 AM. Motion by Curtis, seconded by Thomsen to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 11:25 AM. The Board concluded their meeting with the quarterly jail inspection.
