A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis,
Neumann, Hynes, Orthmann, and Woodman. Saathoff was absent.
Motion by Neumann, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, and Woodman. Nays, none. Saathoff, absent.
The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items.
Minutes of the previous meeting were approved as circulated.
Thomsen attended the Planning meeting on the 7th and a Buildings and Grounds meeting this morning.
Hynes attended the Roads Committee meeting this morning, the City Council meeting last evening and the Combined Services Committee meeting last Wednesday.
Neumann attended a meeting of the South Central District Health Dept, a Midland Area Agency on Aging meeting, the Wellness Committee meeting and the Buildings and Grounds Committee meeting
this morning.
Curtis attended the opening of the new addition at Good Samaritan Village on the 1st, a Personnel Committee meeting on the 7th, the Chamber Ag Appreciation Barbeque on the 10th, a Library
Board meeting on the 14th and the City Council meeting.
Orthmann attended the Personnel Committee meeting on the 7th, a Combined Services Committee meeting at 8:00 AM on the 9th and a Senior Services Board meeting at 9:30 AM also on the 9th,
an Adams County Convention and Visitors Bureau meeting on the 10th, the Buildings and Grounds meeting this morning and also chauffeured a veteran in the Veterans Day Parade on Saturday.
Woodman attended the Combined Services Committee meeting, did a welcome for the Veterans Day program on the 11th, the Ag Appreciation Barbeque on the 10th and the Roads Committee meeting
this morning.
At 9:45 AM the Board opened the meeting for public comments regarding Project BR 2038(1), Hastings NE (42ND Street). Dawn Miller offered opening information regarding the project.
Dee Haussler of 1532 Highland Dr, Executive Director of HEDC, spoke in favor of the project stating it is necessary for economic development in Adams County. Bobbi Rousseau of 1726
W 3rd St also spoke during this public comment time but did not have any comments specifically regarding this particular project.
At 10:00 AM Judy Mignery, Planning Administrator presented information to the Board regarding vacation of the Uden-Katzberg Subdivision and creation of the Uden Subdivision. She asked
the Board to approve a resolution regarding this matter.
Motion by Hynes, seconded by Thomsen to approve and authorize the Chairman to sign Resolution 11-11-15.01 vacating the Uden-Katzberg Subdivision and creating the Uden Subdivision. Roll
call, ayes: Thomsen, Curtis, Neumann< Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent. Complete Resolution on file in the County Clerk’s office.
Motion by Orthmann, seconded by Neumann to move to Board of equalization for motor vehicle exemption applications, Corrections of value , Tax List Corrections and correction of the Juniata
Rural Fire District levy for 2011. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent. Entered Board of Equalization at 10:15 AM.
County Clerk Lewis presented a resolution setting out the new supervisor districts for Board approval.
Motion by Neumann, seconded by Hynes to approve and authorize the Chairman to sign Resolution 11-11-15.02 setting boundaries for new supervisor districts based on 2010 federal census
numbers. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent. Complete resolution on file in the County Clerk’s office.
Lewis presented request from Five Poi8nts bank for release of securities
Motion by Hynes, seconded by Orthmann to release securities from Five Points Bank in the following amounts, Cusip 313374WN6, $500,000.00;313373EY4, $1,500,000.00 and 3136FRHY2, $1,000,000.00.
Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent.
Lewis told the Board that she had received a request from an employee to use the Assembly Room at the ACOB on November 27, 2011 this morning, however it the request came in too late
to place it on the agenda for Board action and the next Board meeting is after November 27th.
Motion by Orthmann, seconded by Curtis to declare and emergency for this item to be acted on at this meeting. Roll call, ayes: Thomsen, Curtis, Hynes, Orthmann and Woodman. Nays, none.
Saathoff, absent. Neumann abstained.
Motion by Orthmann, seconded by Curtis to approve the request of the employee to use the Assembly Room at the ACOB for a private function on November 27, 2011. Roll call, ayes: Thomsen,
Curtis, Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent. Neumann, abstained.
Motion to approve claims and authorize the County Clerk to pay the same from their respective funds., Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann and Woodman. Nays,
none. Saathoff, absent.
Motion by Neumann, seconded by Hynes to approve Miscellaneous Receipts for the month of October in the amount $532,778.47. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann,
and Woodman. Nays, none. Saathoff, absent.
Motion by Neumann, seconded by Thomsen to approve officers reports for the month of October from Clerk of District Court, County Clerk, register of Deeds and Sheriff. Roll call, ayes:
Thomsen, Curtis, Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none.

Motion by Thomsen, seconded by Orthmann to move to Executive Session for litigation. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff,
absent. Entered Executive Session at 11:00 AM. Curtis declared a conflict of interest & left the room.
Motion by Thomsen, Seconded by Neumann to return to regular session. Roll call, ayes: Thomsen, Neumann, Hynes, Orthmann, and Woodman. Nays, none. Curtis and Saathoff, absent. The
Chairman announced that the only discussion was regarding litigation and no actions were taken. Returned to regular session at 11:25 AM.

The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing motor vehicle exemption applications, corrections of values, Tax List Corrections and
correction of 2011 with Chairman Larry Woodman presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann and Woodman. Saathoff was absent. Also present
were County Clerk Lewis, Attorney Donna Fegler Daiss, Assessor Hynes and Shannon Bird representing the Treasurer.
